Aointment of Mr. John Morgan as Reresentative and Mr. Mohammad Zaid as Alternate on the TAC The City of Delray Beach is requesting the aointments of Mr. John Morgan as the Reresentative and Mr. Mohammad Zaid as the Alternate on the TAC. Aointment of Ms. Amanda Parker as Reresentative on the Bicycle, Greenway, Pedestrian Advisory Committee (BGPAC) The City of Boynton Beach is requesting the aointment of Ms. Amanda Parker as the Reresentative on the BGPAC. The request letter and resume are attached. 4. Aointment of Mr. Mark Stivers as Alternate to the BG PAC The City of Delray Beach is requesting the aointment of Mr. Mark Stivers, AICP, as the Alternate on the BGPAC. The request letter and resume are attached. J. General Public Comments 2. ACTION ITMS A General comments will be heard rior to consideration of the first action item. Public comments on secific agenda items will be heard following the resentation to the MPO Board. Please comlete a Comment Card which is available at the welcome table and limit comments to three minutes. MOTION TO APPROV the MPO Governing Board By-laws The attached draft MPO Governing Board By-laws would relace the current Bylaws that have been in lace since The draft By-laws establish consistency with the aortioned membershi ursuant to the recently executed lnterlocal Agreement, clarify terms and rocedures, and imrove formatting and readability. The current By-laws are also attached for reference. B. MOTION TO APPROV Amendments to the Palm Beach MPO's adoted 2040 Long Range Transortation Plan (LRTP) The 2015 Federal Certification Review for the Miami Urbanized Area identified three corrective actions related to the content of the adoted LRTP. The relevant ages of the Certification Reort are attached with the corrective actions highlighted. The roosed amendments to the LRTP demonstrate linkages between lanning and environmental mitigation strategies, hasing for cost feasible rojects, and financial constraint information for the first five (5) years of the LRTP. The relevant LRTP ages are attached. 3. INFORMATION ITMS A 2015 Joint Federal Certification Review Closeout Federal Highway Administration (FHWA) staff will resent the rocess to certify the Palm Beach MPO and highlight the review findings and next stes. There is no backu for this item. B. US-1 Federal Highway Bridge from A1A to Beach Road FOOT staff and consultants will highlight key activities and timeline for the Project Develoment and nvironmental (PD&) Study for the relacement of the existing low-level bascule bridge. The ublic kick-off meeting is scheduled for Wednesday, February 17, 2016 at 5:30 m at the Juiter Community Center. The draft work rogram includes $5M for design in Fiscal Year (FY) 2017 and $129M for construction in FY The latest roject newsletter is attached. MPO Governing Board Agenda Page 2
3 C. South Florida Regional Transortation Authority (SFRTA) Annual Reort SFRTA staff will rovide an udate on the status of their MPO funded rojects and other regional rojects of significance. This resentation will include roject locations, funding status, imlementation timeline, as well as benefits and imacts of roosed imrovements. There is no backu for this item. D. Commuter Challenge Udate MPO staff will rovide an udate on the Palm Beach Commuter Challenge, a countywide initiative to encourage commuters in Palm Beach County to walk, bike, take transit, and carool during March. Motion by Commissioner Burdick, seconded by Councilman Willhite, and carried unanimously. Mayor Jablin, Commissioner Taylor, Mayor Wilson and Commissioner Richards were absent. 1.. APPROVD: Minutes for December 7, 2015 MOTION to arove the Minutes for December 7, Motion by Commissioner Burdick, seconded by Mayor Ferreri, and carried unanimously. Mayor Jablin, Commissioner Taylor, Mayor Wilson and Commissioner Richards were absent. Mayor Cary Glickstein joined the meeting at 9:05 a.m. 1.F. Secial Presentation - March 2016 Florida Bicycle Month Proclamation MAYOR HAYNI read the Palm Beach MPO Proclamation declaring March 2016 as Florida Bicycle Month. MS. FRANCHSCA TAYLOR made a brief resentation to romote this event. Commissioner Melissa McKinlay joined the meeting at 9:07 a.m. Councilman Bruce Guyton joined the meeting at 9:08 a.m.
6 PALM BACH MTROPOLITAN PLANNING ORGANIZATION PAG2 1.G. Comments from the Chair Mayor Haynie commented as follows: 1.H. She thanked Staff for conducting the MPO's annual Rolling Retreat in January with a focus on northern Palm Beach County. The City of Delray Beach assed a resolution as it relates to road imact fees. She commented that the Board should kee this issue at hand as it is of great imortance to all. xecutive Director's Reort Mr. Uhren reorted as follows: Staff is in the rocess of udating the Unified Planning Work Program (UPWP). He advised that municialities, county and transortation agency suggestions and inut were requested. He encouraged members of the Board to rovide suggestions and feedback as well. Staff is in the rocess of formulating a draft five-year strategic lan. This will be develoed over the next few months. An online survey will be sent out in another few weeks to obtain inut. The MPO conducted an alication worksho for the TA and LI rograms on January 28. He advised that information covered at the worksho is available on the website. He reminded that alications are due to the MPO by 5.m. on Aril 1 online. On January 29, MPO staff attended Broward MPO's third annual Safe Streets Summit where national exerts romoted a eole first aroach to roadway design. Personnel udate - Seth Contreras, our LRTP Coordinator, resigned in January to relocate closer to home with the MPO for Las Vegas, NV. Margarita Cortez was welcomed as a new secretary for the MPO. North County roject udates - Indiantown Road is closed between Beeline and Seminole Pratt Whitney Road from Feb 15 to the end of March. Also, there is a Project Develoment & nvironmental alternatives worksho for 1-95 at Central Boulevard this afternoon in Palm Beach Gardens, City Hall. Mr. George Webb is scheduled to resent on County road imact fees to the MPO Board in May. He will resent on the history, eligible use of funds, and accounting of revenue and roject exenditures by zone. A notice of intent to establish a quiet zone was aroved by Delray Beach last Tuesday. Other municialities are encouraged to follow suit. Among discussions arising out of the xecutive Director's comments was the request for the Palm Beach County Deartment of Airorts to resent the master lans for Palm Beach International Airort (PBIA) and the other county oerated facilities to the MPO Board. Vice Mayor Valeche and Commissioner Abrams indicated they would ensure a resentation is made. Mayor Palm Triolo joined the meeting at 9:25 a.m.

General Public Comments and Public Comments on Action Items Jim Smith with Safety as Floridians xect (SAF) soke about discrimination and racial rofiling and how it imacts road fatalities. He imlored the Board to have discussions with the Sheriff in their municialities on the issue of racial rofiling. He also requested that after Staff review in March, the installation of solar owered bike lane lights be laced on every road in Palm Beach County. Wael Majdalawi (Maj) of Lux Solar resented embedded roadway lights (aroved only in the state of Florida) and requested suort from the Board for a legislation to require their use in new roadway rojects. He commented that the lights are intended to highlight the edge of the roadway allowing motorists to see bikers. VIC MAYOR VALCH inquired about the brightness of the lights to motorists. Mr. Majdalawi resonded that the lights are bright enough for motorists to see cyclists, but not blinding. COMMISSIONR MATRIO inquired as to cost. Mr. Majdalawi advised that the lights are aroximately $20,000 er lane mile. COMMISSIONR FITZPATRICK inquired about cleaning of the lights. Mr. Majdalawi advised that the lights are self cleaning and waterroof. 2. ACTION ITMS 2.A. APPROVD: the MPO Governing Board By-laws MR. UHRN noted that the roosed MPO Governing Board By-laws will relace the current By-laws that have been in lace since He noted the item was tabled at the December, 2015 with direction to remove the section creating an executive committee and to include all necessary legal comliance language. He also added that the roosed By-Laws includes the voting membershi change ursuant to the latest interlocal agreement, clarifies existing terms and rocedures and imroves format and readability. MOTION to arove the MPO Governing Board By-Laws. Motion by Mayor Triolo, seconded by Commissioner McKinlay, and carried unanimously. Mayor Jablin, Commissioner Taylor, Mayor Wilson and Commissioner Richards were absent.
8 PALM BACH MTROPOLITAN PLANNING ORGANIZATION PAG APPROVD: Amendments to the Palm Beach MPO's adoted 2040 Long Range Transortation Plan (LRTP) MR. UHRN resented the amendments to the 2040 LRTP. He advised that the amendments arose out of the Federal Certification Review carried out by the Federal Highway Administration (FHWA) in 2015 and added that the MPO is required to undergo a certification review every four (4) years. MR. UHRN referred to the 2015 review and highlighted noteworthy ractices made in the FHWA findings including the bicycle/edestrian count technology, articiation in the USDOT Mayor's Challenge, develoment of a comlete streets olicy and the MPO Board Rolling Retreat. MR. UHRN also reviewed the corrective actions and noted that the roosed amendments fully resolve them. MOTION to arove the amendments to the Palm Beach MPO's adoted 2040 Long Range Transortation Plan (LRTP). Motion by Vice Mayor Valeche, seconded by Commissioner Burdick, and carried unanimously. PAUL CHRRY and MS. LISA STON of Kimley-Horn & Associates resented a brief overview of the study. MS. STON shared that the study has three (3) comonents, namely, ublic involvement, engineering and environmental. MS. STON highlighted key activities and timeline for the Project Develoment and nvironmental (PD&) Study for the relacement of the existing low-level bascule bridge. The study commenced with elected officials/agency and ublic kickoff meetings on February 18. A discussion ensued on this item. Commissioner Michael Fitzatrick left the meeting at 10:05 a.m. 3.C. DISCUSSD: South Florida Regional Transortation Authority (SFRTA) Annual Reort MR. BILL CROSS, Director of Caital Develoment of SFRTA rovided an udate on the status of the MPO funded rojects and other regional rojects of significance. This resentation included roject locations, funding status, imlementation timeline, as well as benefits and imacts of roosed imrovements. MR. CROSS highlighted and gave details on rojects such as the Northern Layover Facility, Boca II Tri-Rail Station and PBIA Tri-Rail Station Study. Several questions and discussions arose from this resentation. Commissioner Shanon Materio and Mayor Samuel Ferreri left the meeting at 10:28 a.m.

VALRI NILSON, MPO Transit Coordinator, resented an udate on the Palm Beach Commuter Challenge, a countywide initiative to encourage commuters in Palm Beach County to walk, bike, take transit, and carool during March. She ointed members to the website, where ersons can sign u to log their articiation. MS. NILSON also highlighted the Commuter Challenge Palm Tran bus wra, which is now in service on Palm Tran's Route 1, and the 1-95 billboard in Delray Beach. She advised that there will be an oortunity to celebrate the to teams through a culminating event in Aril. She encouraged all MPO members to articiate and hel sread the word. Vice Mayor Hal Valeche left the meeting at 11 : 16 a. m. Deuty Mayor Robert Weinroth left the meeting at 11 : 17 a.m. Mayor Cary Glickstein left the meeting at 11 : 18 a. m. 4. ADMINISTRATIV ITMS 4.A. Member Comments MAYOR HAYNI congratulated the City of Lake Worth on receiving their federal conomic Develoment Administration grant for Boutwell Road imrovements. Mayor Pam Triolo thanked fellow MPO members for their suort. She advised that the federal grant of $1.4 million will aid in generating jobs within the City Next Meeting - March 17, C.
