JUDGE PHYLLIS BLACK PRESENTATION OF APPRECIATION Discussion, consideration and acknowledgment of Jackpot Justice Court Judge Phyllis Black for her 22 years of dedicated service to Elko County and the Jackpot Community. III. POW*MIA ELKO AWARENESS ASSOCIATION Discussion and consideration of Elko County endorsement and support of an Armed Forces Day Parade to pay tribute to men and women who serve the United States armed forces to be held on May18, 2013 at 11:00 a.m. in Elko, Nevada. President Harry S. Truman led the effort to establish a single holiday for citizens to come together and thank our military members for their patriotic service in support of our country. On August 31, 1949, Secretary of Defense Louis Johnson announced the creation of an Armed Forces Day to replace separate Army, Navy, Marine Corps and Air Force Days. The single day celebration stemmed from the unification of the Armed Forces under the Department of Defense. P a g e 3

OFFICE OF THE PRESIDENT AT THE UNIVERSITY OF NEVADA, RENO UNIVERSITY OF NEVADA COOPERATIVE EXTENSION (UNCE) Discussion and consideration of issues with Dr. Marc Johnson, President of the University of Nevada, Reno, related to proposed changes to the administrative structure of University of Nevada Cooperative Extension (UNCE) Program including budgetary proposals affecting the University and the program. V. WESTERN COUNTIES ALLIANCE Discussion and consideration of public lands issues under review by the Western Counties Alliance with Ken Brown, Executive Director, including consideration authorization of membership dues for the upcoming fiscal year. VI. NEWMONT MINING CORPORATION MIDAS MINE ENVIRONMENTAL ASSESSMENT Discussion and consideration of a letter of support for the Midas Mine Environmental Assessment (EA) for the proposed construction of support facilities for Newmont Mining Corporation s (Newmont) Midas underground mine located near Midas, Nevada. Newmont proposes to construct and operate up to seven ventilation raises, access roads, power lines, and 25 acres of surface exploration for the underground mining operation at the Midas Mine. The new raises are needed to provide additional ventilation as the underground mine expands. New access roads and transmission lines are needed to provide access and power to the new vent raises. Twenty-five acres would be used for future surface exploration projects. The existing Midas operation consists of an underground mine, waste rock area, crushing plant, conventional mill, refinery, cyanide destruction circuit, tailings impoundment, two settling ponds and various ancillary facilities. Commercial production commenced in 1999 at a rate of 600 tons ore body per day and has gradually increased to approximately 1,000 tons per day. Newmont acquired the Midas Mine in P a g e 4

5 VII. WILDLIFE MANAGEMENT ISSUES S A. Sage Grouse Management Issues 1. Discussion, consideration and update report on the Box Elder County, Utah Commission Meeting announcing the Box Elder County s Sage Grouse Conservation Project which is similar in scope to the Elko County Pilot Project. 2. In accordance with the Elko County Greater Sage Grouse Management and Conservation Strategy Plan, additional discussion, consideration and update of the Pilot Project on the Devil s Gate Ranch to develop information through a project to implement historical livestock grazing, predator control and range management polices to develop scientific data related to Sage Grouse populations and habitat. 3. Discussion and consideration of issues related to the Greater Sage-Grouse management issue, including information on predator control concepts and other actions related to sage grouse conservation. AMERICAN LANDS COUNCIL Discussion and consideration of update on activities related to the American Lands Council including discussion of the status of AB Creates Nevada Land Management Implementation Committee to study the transfer of public lands to the State. Any financial requests will be required to be on a successive agenda. IX. ELKO COUNTY WATER RESOURCE ISSUES Discussion and consideration of water resource management and water rights issues that may impact Elko County including possible discussion related to the Southern Nevada Water Authority pipeline project, the Central Nevada Regional Water Authority activities and issues including any requests of non-financial support or participation. 6 X NEVADA 77 th LEGISLATIVE SESSION A. Discussion and consideration of issues related to the upcoming 2013 Nevada Legislative Session including possible consideration of legislative proposals, bills and bill draft requests (BDR). S AB 374 Relating to counties; prohibiting a board of county commissioners from regulating or licensing, or requiring a permit or fee relating to, assemblies, events or activities occurring on federal lands; providing that certain requirements and prohibitions relating to assemblies do not apply to assemblies that occur on federal lands; and providing other matters properly relating thereto. AB 227 Creates Nevada Land Management Implementation Committee to study the transfer of public lands to the State. SB228 Revises provisions relating to public servants. B. General discussion of other possible legislation XI. SETTLEMENT AGREEMENT AUTHORIZATION Discussion and consideration of authorization for a settlement in the amount of $1, to settle a personnel grievance litigation for Marcy Logsden. XII.
