II. -- NEWMONT MINING CORPORATION LONG CANYON MINE PROJECT: Update report on the Newmont Long Canyon Mine Project located in eastern Elko County and all other matters related, thereto. NON-ACTION III. -- OPPOSITION TO FEDERAL DIRT TAX ON MINING: Discussion and consideration of approval of Resolution entitled, A RESOLUTION OF THE ELKO COUNTY BOARD OF COMMISSIONERS OPPOSING THE IMPOSITION OF A FEDERAL "DIRT TAX" ON THE MINING INDUSTRY AND SUPPORTING THE NATIONAL MINING ASSOCIATION (NMA) IN OPPOSITION TO THE IMPOSITION OF A FEDERAL "DIRT TAX" AND ALL OTHER MATTERS RELATED, THERETO. 4 IV. -- ELKO COUNTY WILD LAND FIRE SUMMIT: Discussion and consideration of issues related to the development of an Elko County Wild Land Fire Summit including possible dates to review wild land fire frequency, size and management on public and private lands and all other matters related, thereto. Elko County appreciates the dedicated service by federal, state and local fire response agencies and departments as well as the response by ranchers, miners and the local public during recent wild land fires. It was stated during a recent wildfire event that portions of the area burned had been burned 4 times in the past 18 years. The Elko County Commission desires to review and consider land management practices to address recurring wild land fire events. The Commission appointed former Assemblyman, John Carpenter, to develop and facilitate the Summit. V. -- ELKO COUNTY VETERANS DAY PARADE AWARDS:. Discussion and consideration of the presentation of awards for the 2011 Veterans Day Parade and all other matters related, thereto. This year s winners are: Family Division Boys and Girls Club of Elko Commercial Division V Bar L Rodeo Productions Adult Division -- POW & MIA Elko Awareness Elko County also thanks Heidi Arndt, Delmo Andreozzi, Michele Petty, KELK Radio, Elko Fire Department and all those who took part in the 2011 Veterans Day Parade. VI. -- ELKO COUNTY LIBRARY BOARD OF TRUSTEES: NON-ACTION Report and review of Board of Trustees activities and minutes including issues related to the continuing operation of the County Library and all other matters related, thereto. VII. -- NEVADA DEPARTMENT OF PUBLIC SAFETY: S Division of Emergency Management Homeland Security: A.-- Discussion and consideration of acceptance of 2011 State Homeland Security Program (SHSP) and Citizen Corps Program (CCP) funding for the local Citizen Corps Program and all other matters related, thereto. B.-- Discussion and consideration of authorization to apply for 2012 State Homeland Security Program (SHSP) and Citizen Corps Program (CCP) funding for the local Citizen Corps Program and all other matters related, thereto. B.-- Jackpot Golf Course Management Agreement: Discussion and consideration of approval of the Director of Golf/Professional Agreement to operate and manage the Jackpot Golf Course effective January 1, 2012 through December 31, 2022 and all other matters related, thereto. D. Update report on Road Department activities and all other matters related, thereto. NON-ACTION X. -- COMMISSION BOARD APPOINTMENTS: S A. -- Elko County Fair Board: Discussion and consideration of the appointment of Sue Kennedy as recommended by the Elko County Fair Board and all other matters related, thereto. B. -- Elko County Road Services Advisory Committee: Discussion and consideration of the appointment of Bill Micheli as the Elko County School Representative on the Elko County Road Services Advisory Committee and all other matters related, thereto. 6 XI. -- PUBLIC TRANSIT SYSTEM CONTRACT AMENDMENT: Discussion and consideration of the approval of a contract extension amendment with CUSA ELKO, LLC for public transit services (bus services) and all other matters related, thereto. XII. -- NEVADA DEPARTMENT OF HEALTH AND HUMAN SERVICES: Division of Mental Health and Developmental Services (MHDS): Discussion and consideration of approval of an Interlocal contract with MHDS for child developmental disability services as required by the Legislature in the last Session and all other matters related, thereto. XIII. -- ELKO COUNTY NATURAL RESOURCES MANAGEMENT ADVISORY COMMISSION (NRMAC): A. -- Discussion and consideration of a recommendation to the Elko County Board of Commissioners that Elko County assume Coordinating / Cooperating Status with the BLM concerning the Snow Water Lake & Warm Creek Allotment proposed renewal and type of use change by Tommy LLC, (Pickens) from cattle to domestic horses and all other matters related thereto. NRMAC also emphasizes concerns to the of the potential of noxious weed spread and the potential conversion rate that may be implemented by the BLM. B. -- Discussion and consideration of issues reviewed by NRMAC at its last meeting and all other matters related, thereto. NON- ACTION XIV. -- ELKO COUNTY PLANNING AND ZONING DEPARTMENT: Parcel Map Extension Request: Discussion and consideration of a request to extend a parcel map filing requirement deadline for Adobe Heights Limited Partnership for an additional year due to extenuating circumstances beyond the control of the party and all other matters related, thereto. XV. -- NEVADA DIVISION OF WATER RESOURCES: 3:00 p.m. In accordance with Public Notice conduct a Public Hearing as required by NRS , for the purpose of obtaining the views of citizens regarding a proposal presented to the Division of Water Resources by John Uhalde & Company, Application 81051, which proposes to appropriate water from an underground source for construction purpose use along the SWIP Transmission Line for a minimum of two years and all other matters related, thereto. The project affects approximately two to three miles of use in Elko County on the White Pine County / Elko County boundary. P a g e 6

7 XVI. -- ELKO COUNTY CODE: S 3:00 p.m. A. -- In accordance with Public Notice and NRS 244 conduct a Public Hearing and second reading of Elko County Ordinance , Bill No. E, entitled, AN ORDINANCE AMENDING TITLE 7, CHAPTER 10 ALLOWING THE USE OF FINGERPRINT CHECKS AND ARREST RECORDS FOR LICENSING AND EMPLOYMENT PURPOSES, PURSUANT TO NRS 239B.010, TO COMPLY WITH FEDERAL BUREAU OF INVESTIGATION AND NEVADA DEPARTMENT OF PUBLIC SAFETY REQUIREMENTS AND OTHER MATTERS PROPERLY RELATED THERETO, which complies with federal and state requirements on fingerprint checks and all other matters related, thereto. B. -- Elko County Commission District Boundaries: Discussion, consideration and first reading of Elko County Ordinance , Bill No F, entitled, AN ORDINANCE AMENDING TITLE 1, CHAPTER 5, SECTION 2, DEFINING FIVE ELECTION DISTRICTS IN THE COUNTY OF ELKO FOR THE ELECTION OF THE COMMISSIONERS TO THE BOARD OF ELKO COUNTY COMMISSIONERS WHEREBY EACH DISTRICT SHALL CONSIST OF APPROXIMATELY ONE-FIFTH OF THE ELKO COUNTY POPULATION DETERMINED BY THE 2010 DECENNIAL CENSUS, which defines Commission boundaries and all other matters related, thereto. C. -- Discussion, consideration and first reading of Elko County Ordinance , Bill No G, entitled, AN ORDINANCE AMENDING SUBSECTION 14 OF CHAPTER 1 OF TITLE 7 OF THE ELKO COUNTY CODE TO INCREASE THE MONETARY LIMIT FOR THE PROSECUTION OF A MISDEMEANOR ISSUANCE OF A CHECK OR DRAFT WITHOUT SUFFICIENT FUNDS OR CREDIT (BAD CHECK) which increases the limit from $250 to $650 for the prosecution of a misdemeanor issuance of a bad check or draft and all other matters related, thereto. D. -- Discussion, consideration and first reading of Elko County Ordinance , Bill No H, entitled, AN ORDINANCE AMENDING SECTION 16 OF CHAPTER 1 OF TITLE 7 OF THE ELKO COUNTY CODE TO INCREASE THE MONETARY LIMIT FOR A MISDEMEANOR OF POSSESSION OF STOLEN PROPERTY FROM $250 TO $650 and all other matters related, thereto. E. -- Discussion, consideration and first reading of Elko County Ordinance , Bill No I, entitled, AN ORDINANCE AMENDING SECTION 15 OF TITLE 7 OF THE ELKO COUNTY CODE TO INCREASE THE MONETARY LIMIT FOR THE PROSECUTION OF PETIT LARCENY FROM $250 TO $650 and all other matters related, thereto. XIX. -- ELKO COUNTY WATER RESOURCE ISSUES: Discussion and consideration of water resource management and water rights issues that may impact Elko County including possible discussion related to the Southern Nevada Water Authority pipeline project and the Central Nevada Regional Water Authority activities and issues and all other matters related, thereto. XX. -- EL PASO GAS CORPORATION/ RUBY PIPELINE PROJECT: Discussion and consideration of issues related to the Ruby Pipeline Project regarding the agreement to fund the removal of grazing leases, other public land issues and all other matters related, thereto. XXI. -- RUBY MOUNTAIN RELAY: Discussion and consideration of approval of the use of the edge of County roadways for the Ruby Mountain Relay to be held on August 3-4, 2012 and all other matters related, thereto. The Ruby Mountain Relay will have relay teams race on a course from Lamoille Canyon through Spring Creek, Te-Moak Indian Reservation, over Harrison Pass to Ruby Marshes, through Ruby Valley to Starr Valley and into Wells, Nevada.
