1 CITY COUNCIL MINUTE RECORD Page 1 The City of Buda, Texas Volume 135 Tuesday, July 19, 2016 CALL TO ORDER Mayor Ruge called the meeting to order at 5:37 p.m. ROLL CALL City Secretary Alicia Ramirez certified a quorum with the following Council Members present: Mayor Todd Ruge Mayor Pro Tem Wiley Hopkins Council Member Angela Kennedy Council Member George Haehn Council Member Eileen Altmiller Council Member Bobby Lane Kenneth Williams, City Manager Council Member David Nuckels was absent from the meeting. He arrived at 6:10 p.m. City Staff in attendance: Assistant City Manager Brian La Borde, City Secretary Alicia Ramirez, Planning Director Chance Sparks, Chief of Police Bo Kidd, Library Director Melinda Hodges, Tourism Director Lysa Gonzalez, Parks & Recreation Director Drew Wells, Public Works Director Mike Beggs, Water Specialist Brian Lillibridge, Public Information Officer David Marino, Economic Development Director Ann Miller, and Executive Assistant Isabel Fernandez PUBLIC COMMENTS None. City Manager Kenneth Williams introduced newly hired City Engineer John Nett. WORKSHOP APPROVAL OF RECOMMENDED FUNDING FOR HUMAN SERVICE GRANTS FOR THE FY BUDGET YEAR Interim Finance Manager Carolyn Reininger presented background information. Hays County Food Bank (new) Requested $10,000 for Received $1,500 for Recommend $2,500 for Budget Year Works with Buda United Methodist Food Pantry to provide food & services for citizens that need assistance 2. Onion Creek Senior Citizens Requested $7,000 for Received $6,500 for Recommend $7,000 for Budget Year Provides various activities for seniors in the community 3. Early Childhood Intervention Requesting $6,000 for Received $4,000 for

Girls Empowerment Network (GEN) Requesting $1,500 for (NEW) Recommend $2,000 for Budget Year Provides after school and workshop programs for girls transitioning from elementary to middle school 4. Hays County Child Protective Board Requesting $1,000 for (NEW) Recommend $1,500 for Budget Year Provides preservation care services to keep children with family members if possible 5. Buda United Methodist Church Food Bank Requesting $2,500 for Received $2,500 for Recommend $2,500 for Budget Year Provides food to families needing assistance; currently serves 431 households Motion, to approve the grant amounts, as recommended, was made by Council Member Altmiller and seconded by Bobby. Motion carried unanimously. APPROVAL OF REQUESTS FOR THE USE OF FY HOT FUNDS BY THE BUDA LIONS CLUB FOR THE BUDA LIONS CLUB COUNTRY FAIR AND WIENER DOG RACES, THE TRAVIS COUNTY SHERIFF S CITIZEN S ACADEMY ALUMNI ASSOCIATION FOR THE CAPITAL OF TEXAS POLICE MOTORCYCLE CHUTE OUT, THE BUDA AREA CHAMBER OF COMMERCE FOR FAJITA FIESTA, AND THE BUDAFEST COMMITTEE FOR BUDAFEST Tourism Director Lysa Gonzales presented background information. A copy of the presentation is part of the permanent supplemental record. Amount Recommended by HOT Grant Committee: 1. Buda Lions Club Wiener Dog Races: $6,000 + $2,500 sponsorship = $8, Capital of Texas Police Motorcycle Chute Out: $6, Fajita Fiesta: $6, Budafest: $1,000 Total in Grant Funding: $21, Public comments were made by Eileen Conley, Bert Bronough, and Elaine Purvis, Budafest Event Representatives, and Alan Robinson, Buda Lions Club Representative. General discussion was held on the sponsorship provision, basing funding on HOT funding, new hotels, hotels forbidding pets, and offering additional sponsorships. Motion, to approve the grant amounts, as recommended, with the following amendments: increase sponsorship amount for Budafest by $1, and Buda Lions Club by $2,000.00, was made by Mayor Ruge and seconded by Council Member Lane. Motion carried unanimously.

3 Minutes Page 3 July 19, 2016 Volume 135 DELIBERATION ON THE APPROVAL OF THE GUADALUPE-BLANCO RIVER AUTHORITY (GBRA) PROPOSED WORK PLAN AND BUDGET FOR THE FISCAL YEAR ENDING AUGUST 31, 2017 Water Specialist Brian Lillibridge introduced Juan Pena of GBRA. Mr. Pena presented background information. A copy of the presentation is part of the permanent supplemental record. Council Member Nuckels arrived to the meeting at 6:13 p.m. General discussion was held on assets purchased with funds noting such equipment become city assets, equipment to protect from electrical surges, and the lack of control of transitional surges. Mayor Ruge noted at this time, no action will be made at this time. DISCUSSION OF SALARY INCREASES & CLASSIFICATION AND COMPENSATION STUDY RECOMMENDATIONS FOR THE CITY OF BUDA Human Resources Manager Kristin Williams introduced Nancy Birkley of Evergreen Solutions. Ms. Birkley presented background information. A copy of the presentation is part of the permanent supplemental record. General discussion was held on the 2% increase, bring salaries to the minimum threshold, providing testing via promotion, performance base considerations, the proposed 25 year plan to obtain pay increases and related performance evaluations; and establishing a hybrid plan to include both cost of living and performance based increases. Council requested the following information be considered in the overall compensation package: benefit analysis; paid maternity leave to compliment the pay raises; livable wage considerations; merit based rate structure; present updates and sufficient time to further study; create a hybrid system to complement those long tenured employees as well as merit. City Manager Kenneth Williams noted cities utilize a merit pay system; however, directors must be properly trained to implement the system property. He informed staff continues to work on the compensation study, specifically evaluating benefits and longevity pay. As for the budget process, Mr. Williams noted staff received insurance recommendations at 4%, but staff is negotiating with provider. He commented on the following: - received Texas Municipal Retirement System (TMRS) rates - pending water/ww rates - certified tax rolls have not been received - sales tax pending - Council requested additional positions, 2 PD officers. Staff have included new positions within the current budget, but still needs to be balanced. Currently $500k in the red. Staff will have to prioritize.

4 Page 4 Minutes Volume 135 July 19, 2016 Council Member Hopkins requested staff present a matrix at 3 and 4% to implement a performance plan. Mayor Ruge agreed. CONSENT AGENDA APPROVAL OF THE JULY 5, 2016 CITY COUNCIL MEETING MINUTES APPROVAL OF A RESOLUTION SUPPORTING THE CITY OF BUDA'S APPLICATION TO THE TEXAS MAIN STREET PROGRAM #2016-R-14 DELIBERATION AND POSSIBLE ACTION ON THE SECOND READING OF A RESOLUTION AUTHORIZING PERFORMANCE AGREEMENT BETWEEN THE BUDA ECONOMIC DEVELOPMENT CORPORATION AND STBH HOLDINGS LLC (DBA RELIABLE AUTOMOTIVE) ADOPTING A RESOLUTION CONDEMNING THE ACTS OF VIOLENCE AND HATRED IN DALLAS, TEXAS, ON JULY 7, 2016, AND EXPRESSING SUPPORT AND PRAYERS FOR ALL THOSE IMPACTED BY THE TRAGEDY AND SUPPORTING OF LOCAL, STATEWIDE, AND NATIONAL LAW ENFORCEMENT OFFICERS EVERYWHERE Motion, to approve the Consent Agenda, as presented, was made by Council Member Hopkins and seconded Bobby. Motion carried unanimously. ADOPTING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BUDA, TEXAS SUPPORTING THE BARTON SPRINGS/EDWARDS AQUIFER CONSERVATION DISTRICT S STANCE ON A PROPOSED PERMIT BY DRIPPING SPRINGS TO DISCHARGE EFFLUENT INTO ONION CREEK Water Specialist Brian Lillibridge presented background information. Public comment was made by Jerry Patterson of Pinehurst Drive, Austin of Onion Creek HOA. Council Member Kennedy informed the Water/Wastewater Committee was in support of the resolution. Motion, to adopt the Resolution, as presented, was made by Council Member Kennedy and seconded by Council Member Lane. Motion carried unanimously. EXECUTIVE SESSION At 7:39 P.M., Council convened in Executive Session under the provision of Government Code, Title 5. Open Government; Ethics, Subtitle A. Open Government, Chapter 551. Open Meetings, Subchapter D. Exceptions to Requirement that Meetings be Open, Consultations with Attorney with regard to dispute resolution with ECM International, Inc.; Consultations with Attorney with regard to the status of consultant contracts related to all bond propositions; and, and

5 Minutes Page 5 July 19, 2016 Volume 135 Deliberations regarding Economic Development Negotiations to deliberate and seek the advice of the city attorney on an offer or financial or other incentive to a company or companies with whom the City of Buda Economic Development Corporation is conducting economic development negotiations and which the City of Buda seeks to have, locate, stay, or expand in Buda. At 8:10 P.M., Council reconvened, and the following business was transacted and no action taken on matters discussed in executive session. STAFF REPORT STAFF REPORT REGARDING THE NOVEMBER 8, 2016 GENERAL ELECTION City Secretary Alicia Ramirez presented background information. UPDATE ON 2014 BOND PROGRAM Assistant City Manager Brian LaBorde and Parks & Recreation Director Drew Wells presented background information. CITY COUNCIL S BOARD AND COMMITTEE REPORTS Mayor Ruge commented on the Mayors of Hays County and thanked staff for their efforts in organizing and hosting the event. ITEMS OF COMMUNITY INTEREST Tommy Poer of 101 San Marcos Street commended staff on implementing a Buda Newsletter and volunteered to proof read the newsletter. Planning Director Chance Sparks provided a brief update on the Scenic City Renewal application. Executive Assistant Isabel Fernandez provided a brief update on and noted the Citizens Academy class for the fall season was full. CITY COUNCIL REQUESTS FOR FUTURE AGENDA ITEMS
