Roll Call Alderman Maloney called the meeting to order at 9:00 a.m. On roll call vote the following Aldermen indicated their presence at the meeting: Sweeney, Milissis, Smith, Shubert, Knight (left at 11 a.m.), Mazzuca, and Maloney. There was a quorum. II. III. Citizens Who Wish Comment on a Non-Agenda Item None. Public Works A. Action Items 1. Approve a Proposal for Engineering Services with Christopher B. Burke Engineering, Ltd., 9575 West Higgins Road, Suite 600, Rosemont, Illinois for Engineering Services for Park District Coordination for the Northwest Park Detention Basin and a Purchase Order in the amount of $12,200 and Direct Staff to Begin Discussions with the Park District Motion by Alderman Maloney, seconded by Alderman Sweeney. Alderman Mazzuca questioned if staff had discussions to confirm what scenarios the Park Ridge Park District wanted to see and if Western Avenue was included in the additional storage. City Engineer Mitchell replied that they had not, but the monies would only be spent on what the Park District required and that Western Avenue was included in the additional storage. This proposal is for preliminary engineering and development of concept plans, perspective renderings, and meetings and coordination with the Park District. Alderman Mazzuca move to defer this item until staff has had discussions with the Park Ridge Park District to confirm what they will want. Motion dies for lack of second. Discussion ensued on engineering services needed for Park District approval. Diana Migala, 716 N. Delphia, questioned why the City had not met with the Park District before this and why it is taking so long. Linda Lucchese, 649 N. Delphia, distributed a photo of an underground tank from Darco and recommended their use.

2 Barbara Gaffke, 747 N. Delphia, commented that she was still awaiting answers from CBBEL and that it was unacceptable. Mike Hanley, 740 N. Lincoln, commented on financing options, violating the Fourteenth Amendment, and class action lawsuits Zdravko Raseta, 654 N. Greenwood, read correspondence he sent to and received from Mayor Schmidt. Rick Van Roeyen, 733 N. Seminary, questioned Special Service Areas. Andrea Buckley, 202 W. Kathleen, detailed flooding in her home. Helen Hanley, 740 N. Lincoln, commented that the agenda should have been rearranged. Carol Paddock, 355 Edgemont, questioned if this project would affect her area. Barbara Gaffke 747 N. Delphia, commented on the confusion in describing the project areas. Ying Kenney, 1340 N. Western, commented on the need to focus on the agenda item. Felice Holcomb, 1425 Lahon, commented on flooding in her home. William Bozikis, 1931 Habberton, commented on flooding in his home and property taxes. Tony Demarinias, 723 N Delphia, commented on flooding in his home. Motion carried, 6-1, by roll call vote with Alderman Mazzuca being the nay vote. 2. Direct Staff to Prepare a Draft Intergovernmental Agreement with the Metropolitan Water Reclamation District (MWRD) for the City s Portion of the Dempster Sewer Project for the Mayfield Estates Flood Reduction Project Motion by Alderman Maloney, seconded by Alderman Sweeney. Director Zingsheim stated that MWRD is currently planning a regional flood control project on Dempster for areas upstream and is open to the City tying into their proposed pipe, should the Mayfield project move forward. If this were to happen, the City and the MWRD would enter into an intergovernmental agreement that outlines ownership, maintenance, and funding obligations involved with increasing the size of the pipe to accommodate the additional flow from the Mayfield Estates area. Costs of the project would be available when the Agreement was brought back. Discussion ensued on the time frame for passing the agreement, design and costs involved. Linda Lucchese, 649 N. Delphia, asked if this would help with the flooding problem in Mayfield and suggested using a Darco tank. Marjan Skurteski, 923 Wilkinson, asked for clarification on where the Mayfield area was. Alderman Smith stated that he was in favor of this project if it was paid for by a Special Service Area. Motion carried, 7-0, by roll call vote. Page 2 of 5

3 B. Discussion 1. Proposal with Christopher B. Burke Engineering, Ltd. for Engineering Services for the Feasibility of Maximizing Flood Protection for the Country Club Area City Engineer Mitchell summarized CBBEL s proposal for maximizing the protection level for the Country Club area to something greater than the 10-year level as presented in November. CBBEL has determined that increasing the protection level would require rerouting the upstream drainage area so that it no longer flows through the Country Club neighborhood. Rerouting this area would be accomplished by separating the sewers and constructing a new outfall to the Des Plaines River. CBBEL has submitted a proposal for a feasibility study for this that is broken into two phases. The first is for outfall investigation that will identify, if possible, a route for the outfall sewer and whether easements or property acquisitions would be necessary. Without an outfall, the project is not feasible. If the outfall is determined to be feasible, the study would continue to the second phase, which is feasibility of the sewer separation. The entire study is estimated to cost $359,500 (including $30,000 for the first phase) and take approximately 12 months to complete. Discussion ensued on the two phases of the proposal, what is comprised in each phase as well as the potential project. Robert Wilkening, 751 N. Delphia, recommended hiring an advisory consulting engineer as the City s technical advisor for these projects. Barbara Gaffke, 747 N. Delphia, advocated moving forward on the projects for the area west of Greenwood and the need for many detention areas. Bohdan Bodnar, 725 N. Delphia, suggested other areas for detention. Diana Migala, 716 N. Delphia, questioned if the Uptown redevelopment project affected flooding in the City. Linda Lucchese, 649 N Delphia, commented on retention ponds and recommended the Darco underground tanks. Marjan Skurteski, 923 Wilkinson, commented on sewer issues at his home. Dan Juris, 724 N. Delphia, commented on the need for at least 10-year flood protection and asked for clarification on outfalls. Bridget Urban 800 N. Greenwood, commented on how flooding has affected the City s reputation. Paul Schmitz, 624 N. Seminary, commented on flooding in his area. Rick Van Roeyen, 733 N. Seminary, commented on flooding in his area and funding options. Barbara Gaffke, 747 N. Delphia, noted what streets were in which wards. Arleen Creech, 812 Marvin, commented on flooding on her street and that the City should have been doing something sooner. Linda Lucchese, 649 N. Delphia, blamed former Mayor Butler for the flooding problems in the City and stated that the entire City was in a floodplain. Alderman Knight left the meeting at 11:00 a.m. Page 3 of 5

4 Discussion ensued on approving Phase 1 of the Feasibility Study for outfall investigation, entering into discussions with the Country Club for detention basins on their property, hiring different engineering firms, various detention areas, and a stormwater management master plan. Alderman Maloney summarized consensus as follows: Bring back as an Action item to direct staff to work with the Country Club regarding detention areas. Begin discussions with the Forest Preserve District, and other necessary agencies, regarding outfalls before the April COW. Bring back for Discussion at the April COW acquiring a second opinion on the current proposals and alternate solutions from different companies. Bring back as Action items any necessary purchase orders for the above work. 2. Financial Options for Flood Reduction Plan 3. Special Service Area Options for Flood Reduction Plan 4. Stormwater Management Master Plan and Proposal for the Identification of Additional Flood Areas City Manager Hamilton stated that the deferred items would be placed on the April Public Works Committee of the Whole agenda as discussion items. IV. Other City Business Alderman Maloney opened to the audience for general comments. John Zimmerman, President of the Park Ridge Country Club, stated that the Club is available to follow-up on a proposal from five years ago that allowed for 6 to 8 acre feet of detention. Greg Bartoshuk, 511 N. Seminary, commented on flooding in his home and the need for a rebate program. Charles Secor, 740 N. Delphia, commented that all of the projects should be funded in the same manner and citywide. Lynn Sobczak, 804 Marvin, commented on the need for a comprehensive plan and a rebate program. Linda Darlington, 712 N. Delphia, commented on citywide flooding. Ying Kenney, 1340 N. Western, agreed on the need for a long-term solution but that work needs to be prioritized. Bohdan Bodnar, 725 N. Delphia, wants to see representatives from CBBEL at the next meeting to question their decisions. Helen Hanley, 740 N. Lincoln, recommended that the Greenwood area project be made an Action item. Page 4 of 5

Delphia, commented on the hiring of an Economic Development Director and that the Country Club is responsible for retaining their water and recommended acquiring the Country Club by eminent domain.
