After debate and amendment, Rbert Dearle mved that Senate requests that, when develping the 2019 / 20 budget, KPU Finance cnsiders the fllwing as the mst imprtant Executive Budget Pririty in supprting lng-term student success. 6 SENATE Agenda Item: 4.2 Meeting Date: Nvember 26, 2018 Presenter: Sal Ferreras SENATE PRESENTATION ON EMPOWERING POSSIBLE FUTURES NOVEMBER 26, 2019 Gd evening and thank yu fr the pprtunity t speak at this frum. I begin by utlining the prpsals that have raised a number f cncerns amngst the Faculty f ACA and the general KPU cmmunity. It is clear that there is a deep cnnectin between diverse departments and that many internal emplyees at KPU rightly see the university as a cmmunity f dedicated educatinal practitiners rather than independent academic and service units. We have heard frm several cncerned vices and therefre I take this pprtunity t ensure everyne understands bth the facts at hand and the mtivatin behind the prpsed changes. The university Senate is ur mst apprpriate gvernance bdy fr the discussin f educatinal matters. Senate is guided and infrmed by the cnsultatins and ensuing deliberatins set ut in ur plicies and prcedures. I have asked t speak t Senate t ensure all relevant and strategic infrmatin is brught frward befre prceeding t any peratinal engagement in plicy. KPU remains cmpliant with the University Act. During the fur weeks leading t this presentatin I have taken great care t infrm all the academic and student supprt units f the prpsed changes leading t this meeting. The Bard f Gvernrs gvernance cmmittee was infrmed f the prpsed changes after the faculty and staff f the Faculty f ACA met with me. At that time and in all fllwing cnversatins, I have indicated a willingness t meet with any department chairs r crdinatrs as well as with individual departments t engage in a meaningful discussin f the prpsed changes. I met with the ACA Faculty cuncil last Friday t cntinue the cnversatin and t share a cmmn understanding f the ratinale and impetus f the changes. Given the relatively shrt perid f time riginally set aside fr the prpsed transitin f department reprting changes (January 1, 2019) I have recnsidered and prpsed April 1, 2019, the beginning f the new fiscal year, as the ideal time t enact this realignment f units. 7 Manage cnsultatin and apprval f a KPU IP Plicy Learning Centres t Student Affairs Establish Assciate Vice Prvst n Open Educatin Selectin f tw Tier Tw CRC Chairs by April 1, 2019 Office f Graduate Studies under AVPA Finally, and imprtantly, I am advising Senate that I am beginning t frmulate a prpsal t discntinue the Faculty f ACA thrugh plicy GV9 in the next few mnths. The prcess as utlined in the plicy and prcedures will be undertaken with a particular sensitivity t ensuring all the present vices within the present Faculty are heard, cnsulted and given a full pprtunity t debate the prpsed discntinuance. I wish t allay any fears that a redistributin f departments will neutralize the input f the ACP and ELS departments int the eventual cnsideratin f GV9. The same ges fr the equally sensitive issue f Senate representatin by the cllective vices f access prgrams and curses. The input f all affected by the prpsed changes utlined abve will be welcme, acknwledged and are deemed f serius cnsideratin. T be clear, given the cncerns expressed regarding the gvernance and representatin issues that remain t be addressed, and given the need t have deeper cnversatins regarding delivery mdes and aligning cmmunities f practice we will be withhlding the mving f any departments until such a time as the GV9 prcess is fully undertaken. It was this cmmitment t diverse learners that has driven much f ur utreach initiatives arund, ABE, ELS, ASE, serving indigenus learners and ur immediate cmmunities. T be clear, while the University Act cmpels ur teaching universities t prvide the frms f access prgrams and curses mentined earlier we d s t a significant degree. We serve hundreds f learners and thrugh ur prgrams enable them t imprve their chances at successful and meaningful careers r life jurneys and this will cntinue. 2 / 3

8 The principal impetus behind the prpsal t mve the reprting relatinship f ACP and ELS is that f encuraging the cnslidatin f cmmunities f practice that can better share ideas, cmbined resurces and prvide a direct cnnectin fr students between qualifying studies and undergraduate studies. On the ABE side, the intent is t cntinue t encurage and, when pssible, enhance these levels f preparatry studies t best serve the largest students with delivery mdes that will ensure their cmpletin and eventual academic success. APPD is a very unique unit within KPU whse delivery must be examined t ensure it resides in the academic unit mst able t supprt it. Over the past five years I have had the pprtunity t examine and understand the intricate relatinship between develpmental and undergraduate academic prgrams and curses. As the Chief Academic Office f the university, I have explred a variety f pssible changes that culd enhance the integratin f diverse departments and prgrams while ensuring the best pssible utcmes fr students. Over the past tw years the university has embarked n a quest t ensure quality assurance mechanisms are embedded within all units and that prgram utcmes reflect best practice standards. While these quality assurance strategies are embraced by all, it is imperative that KPU establish a clear and cmmunity-accepted set f prcedures in preparatin fr the quality audit by the Degree Quality Assessment Bard that the university will underg in the 2019/2020 year. The changes prpsed represent a frm f systems thinking that KPU is nw ready t explre. We have grwn tremendusly and the dynamic pst-secndary envirnment arund us have even mre. As a thriving institutin we cannt ignre sectral develpments and must be cntinually wrking t best psitin ur plytechnic university t becme a first-rate, relevant and respnsive institutin with student utcmes as a central pillar. The stability f ur academic, trades and develpmental prgrams and curses have served us relatively well ver the past years since becming a teaching university. We have nw reached a level f maturity, depth and cmplexity that demands a different apprach. As yur Chief Academic Officer, I take my respnsibility t the future f this rganizatin very seriusly. As yur Prvst I will pursue a variety f strategies that will supprt the central pillar f student success. In ding s I acknwledge that I fully anticipate I will be faced with a respectful exchange and deliberatins that are rted in a cllective passin fr educatin and access. I welcme the debates and cnversatins and will d everything in my pwer t allay fears f ur turning ur backs n deeply held cre beliefs abut ur place in ur regin. During the ensuing cnversatins and cnsultatins, I seek the cllective wisdm that will enable smething even better than that which we have right nw. I will seek the help f ur internal cmmunity subject experts t help us help ur learners succeed.
