2 WELCOME, to the CFRW Board of Directors meeting and conference, October 14-16, 2016 at the Ontario Airport Doubletree Hotel. Wow. What a year so far. Election time is just about 25 days away. All of your efforts are about to be finalized. A must win for the Republican Party. A BIG save for the state of our Nation. I could not be more proud of all of your efforts, no matter how big or small, that you have made to make November 8, 2016 a day for the history books. It is our time, it is our duty to stand tall and take America back for all citizens of this great Nation. Come and join us at this Board of Directors meeting and be a part of the Federation. We will hear from terrific speakers, present our 3 rd Track Chair, hear from our Advocate about All of the propositions that will be on the ballot, listen to updates on our National Security and much more. A special workshop on Friday will highlight our declining membership and ask the questions, why, what is next, will there be a meaningful CFRW in the future, we need Goals, we need more action not more talk about reaching out, we need training, and we need a plan of action to reverse the trend. We need your input, because you are the Federation and each of you are a membership promotion Chairman, we need and want your input. I have asked Former CFRW Southern Division President and Former CFRW Vice President South, Pat Weiss to lead this conversation. I want to hear your thoughts, come early and be a part of it. 7 CFRW BOARD OF DIRECTORS MEETING AND CONFERENCE STANDING RULES 1. VOTING BODY. (Article VIII, Section 1) All elected and appointed officers and Chairman of Standing Committees, the President of each Division and the Immediate Past President of CFRW shall constitute the voting body. 2. CREDENTIALS. Each voting member shall sign in with the Credential/Registration Committee and receive a registration badge. Guests are to also receive a registration badge. a. All Board members and guests shall be require to wear their badges, within plain view, at all times during the conference. b. A credentials report will be given following the opening of the first business meeting and shall include the most recent number of members and guests that have registered as present with proper credentials, and shall make supplemental reports as ordered. 3. DECORUM a. Board members and guests shall be seated before the session is called to order and the doors are to remain closed during opening ceremonies and during a vote. Members and guests waiting to enter shall be admitted at the discretion of the Pages. b. A Board member or Club President wishing to speak shall rise, address the Chair, and having been recognized, shall state her name and title. c. Communications to the Chair or members seated at the head table shall be delivered by official pages. d. MOTIONS. Motions longer than ten words shall be written, signed and given to a Page for delivery to the Chair. Only accredited Board Members may make motions and vote. 4. DEBATE. No Board Member shall speak in a debate more than once to the same question on the same day, or longer than two minutes, without permission of the Conference body granted by a two-thirds (2/3) vote without debate. 5. DEBATE on each substantive motion shall be limited to fifteen minutes. 6. QUORUM. One-third (1/3) of the CFRW Board of Directors, providing three of them as elected officers, shall constitute a quorum. 7. BALLOTS. A Board member shall be required to sign next to her registration signature before receiving her ballot. 8. CELL PHONES/PAGERS. Cell phones and pagers shall be in the silent mode during all business meetings, workshops and speakers presentations. Video camera and recording equipment, other than that approved by the President, shall not be permitted in the meeting rooms. 9. ALL PRINTED MATERIAL must be approved by the CFRW President prior to distribution at any Board Meeting. 10. PARLIAMENTARY AUTHORITY. Robert s Rules of Order Newly Revised shall be the parliamentary authority to govern the Conference in all cases to which they are applicable and in which they are not inconsistent with the bylaws and any special rules of order adopted by the CFRW.

9 SATURDAY SPEAKERS: Carrie Almond, NFRW President She was elected NFRW president at the 38th Biennial Convention in Phoenix and took office in January Previously, she served the NFRW as second vice president, treasurer, member-atlarge, executive liaison to the Program and Public Relations committees, and director of Regions 4 and 8. Jim Brulte, CRP Chairman Jim was elected Chairman of the California Republican Party in March of 2013, and was re-elected in He served 14 years in the California State Legislature, most recently as Senate Republican Leader. Jim focused on education, regulatory reform, crime reduction, and common sense legislation to improve California s business climate. He is noted for his expertise on fiscal issues. He will speak about the status of the Republican Party and the upcoming election. Carrie Almond is an executive Vice President of Citizens Bank & Trust, a Northern Missouri bank. Her banking career spans the State of South Carolina, Georgia and Florida. After graduating from the University of South Carolina, she worked at the Union Bank of Switzerland at Lausanne. She manages a family farm of more than 2,000 acres. Married with four sons and many dogs. Larry Greenfield Larry Greenfield is a fellow of the Claremont Institute, and he lectures and writes on U.S. foreign policy and advises senior officials on American National Security interests. He served as Publisher of the Journal of International Security Affairs and has traveled to 80 countries and inside 8 war-zones. Larry hails from Southern California and earned his BA at UC Berkeley, graduating in 3 years as class Speaker. He picked up his Law Degree from Georgetown University Law Center in Washington, D.C., where he worked on an arrest warrant for the PLO Chairman Yasir Arafat. Mr. Greenfield enlisted and served in the Armed Forces of the United States in Naval Intelligence Reserves. He has served as the founding director of the Reagan Legacy Foundation and as director of the Republican Jewish Coalition, as well as on the executive committee of the California Republican Party. Professionally, Mr. Greenfield is an investment banker and wealth advisor based in Los Angeles.

10 Sunday Keynote Speaker: U.S. Representative Ed Royce (R-Calif.) Chairman, House Foreign Affairs Committee Official Biography U.S. Representative Ed Royce (R-Fullerton) serves California's 39th Congressional District, which encompasses parts of Orange, Los Angeles, and San Bernardino counties. He is Chairman of the House Foreign Affairs Committee and a senior member of the House Financial Services Committee. Representative Royce's priorities in Congress are: addressing our national debt, protecting our homeland, eliminating pork-barrel spending, fighting crime and supporting victims of crime, strengthening education for all students, spurring job creation and strengthening Social Security and Medicare. For the 114th Congress, Representative Royce was selected to continue serving as Chairman of the House Foreign Affairs Committee, where he leads Congressional oversight of the Administration s foreign policy. Immediately prior to becoming Chairman of the Committee, he served as Chairman of the Subcommittee on Terrorism, Nonproliferation, and Trade and a member of the Subcommittee on Asia and the Pacific. Representative Royce also sits on two House Financial Services Subcommittees: Capital Markets and Government Sponsored Enterprises and Housing and Insurance. He has served as a Republican negotiator for some of the most significant legislation in the financial services arena, including the Dodd-Frank Act, and is a leading proponent of housing finance reform. Rep. Royce has consistently earned honors and awards from the National Taxpayers Union, Citizens Against Government Waste, National Federation of Independent Businesses, Watchdogs of the Treasury, Americans for Tax Reform, U.S. Chamber of Commerce, American Bar Association, Financial Services Roundtable, United Seniors Association, 60 Plus, American Share Holders Association, Citizens for a Sound Economy and the Small Business Survival Committee. A California native, Royce is a graduate of the California State University, Fullerton School of Business Administration. Prior to entering public service, his professional background includes experience as a small business owner, a controller, a capital projects manager, and a corporate tax manager for a Southern California company. He and his wife Marie are longtime residents of Fullerton, California. 11 CFRW AMBASSADOR PROGRAM EDUCATION - LEGISLATION What Is It? Why You Are Needed? Our current Ambassador s Program has been a work in progress, starting with the founding of the California Federation of Republican Women in Women in California have been working campaigns, teaching Americanism and English to immigrant families and holding political seminars. In 1971, then President, Elsa Sandstrom began the education of CFRW members on the issues in the capitol. In 1974 our first Legislative Advocate, Nancy Ehlers, was appointed and the first annual Advocacy Workshop was held. This was encouraged by Ronald Reagan. Ms. Ehlers was a full-time volunteer Lobbyist representing CFRW in Sacramento. She published a monthly legislative newsletter, Canvassing the Capitol, and an Action Alert Hot Line which supported Federation positions on legislation. In 1978 the Legislative Advocate s Sacramento Office Fund (LASOF) was created, to allow CFRW to maintain and operate an office in the capital city. Later on, in 1981, the membership voted to designate a $2 dues increase to go toward the Advocacy program to ensure a stable source of funding. Over the years the program and the office has grown in size and responsibilities as well as in the cost of doing business. In 2011 the membership voted to designate a $1 dues increase to go toward the Advocacy program to further ensure a stable source of funding. The Ambassadors Program was established as an integral part of the funding mechanism to maintain the Sacramento Office for our Legislative Advocate. Our current full-time salaried Legislative Advocate is Allison Olson. She has provided us with a tremendous amount of useful information and mentored our members with social media communication skills. Historically, the Ambassadors Program has been funded by a small group of CFRW members who paid $ per year and were thanked for their generous contribution to the program at three receptions a year. On February 3rd and 4th 2006, the Membership approved a change to the Standing Rules to allow for a four -tier program. Subsequently there will be a Platinum Ambassador level with dues of $500 per year; a Golden Eagle Ambassador level with dues of $250 per year; a Golden Bear Ambassador level with dues of $100 per year and an Ambassador level with dues of $50 per year. This is meant to allow smaller unit clubs as well as more membership participation in support of the core of our organization, the Legislative Advocate s Office in Sacramento. As in the past, there will be perks for those who choose to join the Ambassador s Program; the level of participation will determine what these will be. The Platinum Ambassador Club and Golden Eagle Ambassadors will be recognized on CFRW programs; preferred seating at conferences; an engraved name badge and free admission to all Ambassador Receptions. The Golden Bear Ambassadors and Ambassadors will receive identifying name badges; recognition on CFRW programs and will be able to attend Ambassador s Receptions at a reduced rate. Husbands that are associate members may join. WE NEED EVERYBODY S HELP!!!! If you desire to help with financial support in educating our membership on current legislation, as well as promoting a better understanding of our legislative process, now is the time.
