2 CALIFORNIA FEDERATION OF REPUBLICAN WOMEN SOUTHERN DIVISION To CFRW Southern Division Leaders and Members: Horns, drums, even sea-shells mankind has used such instruments of penetrating sound to call their people together or their warriors to arms, since the beginning of time. Our modern method of calling for a gathering is much quieter paper and ink, and the miracle of electrons, but no less vital to the community. We in the California Federation of Republican Women, Southern Division, will be making decisions that will impact our organization for the next two years, and in some cases, even beyond, and we must respond to the Call. Knowing of your active involvement in our great clubs and counties, and your interest in the affairs of government, you as a member of Southern Division will want to be included in the decision-making, and on November 8-9, 2013, you will have a chance. Calls are also traditional calls to celebrate, and Southern Division has much to celebrate. We have moved forward in so many ways during the last two years we often have to be reminded of what we ve accomplished. Your incredible Convention Chair Wendy Brubaker will tell all, as she is going beyond routine and delivering a fun, exciting, surprising, and meaningful Convention for YOU. And this is also your opportunity to celebrate exceptional, memorable, brave or simply loved women in your clubs or your lives. I can t wait to share in the love and purpose this Convention is bringing, and I want to share it with each and every one of you. Thank you for allowing me to serve this wonderful organization, The baton will be passed November 8-9, and the Federation will continue on, as it has for 90 years here in Southern Division. 3 CALIFORNIA FEDERATION OF REPUBLICAN WOMEN SOUTHERN DIVISION Dear CFRW Southern Division Member: You and your club members and guests are invited to attend the 45 th Biennial CFRW Southern Division Convention on November 8 9, This will be a time to network and to acquire new skills and ideas that will strengthen our organization. We will celebrate our achievements, look at our challenges and goals and plan for the future. Please review the Call to Convention materials carefully. You are a key member of the Convention Public Relations Team! We ask that you contact all of your club members and encourage them to attend. All delegate reservations are to be received by October 10, 2013 as defined in the Bylaws. We will have four workshops on Friday afternoon. On Friday evening, our retiring President Nancy Eisenhart and the Board of Directors will be honored. On Saturday, we will elect and welcome our new Board members who will guide us for the next two years. Please watch your for CFRW Southern Division messages as we will be giving regular updates on the Convention activities. We are planning a fun, educational and inspiring Convention and look forward to seeing you there. This is stipulated in the Bylaws. Sufficient time is needed for the Membership Secretary to verify the Delegate and Alternate credentials. May I attend the Saturday session to hear the featured speaker and not purchase lunch or pay the registration fee? No. All Saturday session attendees must pay the registration and lunch fees. What is included in the Registration Fee? The registration fee of $48.00 includes the workshops, all handout materials and helps underwrite meeting facility expenses. Are Call to Convention documents available on the CFRW Southern Division website? Yes. Where do I find the Convention flyer? A flyer is included in the Call to Convention and is on the CFRW website. May our club distribute a petition or handout materials for an event or a candidate? See CFRW-Southern Division Bylaws Article XII, Section 7: All literature or materials of any description, including petitions, shall first be submitted to the Executive Committee for approval before being circulated at any Convention meeting of Southern Division. 6 45 th Biennial Convention November 8 9, 2013 California Federation of Republican Women, Southern Division 2013 SPECIAL RULES OF ORDER In addition to the provisions of the CFRW Southern Division Bylaws, the following Special Rules of Order shall be adopted for the conduct of the convention. 1. REGISTRATION: Registration shall be open Friday, November 8, 2013 at 11:00am until 6:00pm. Saturday, November 9, 2011 at 7:30am until 1:00pm. All Delegates, Alternates and Guests shall register and receive their badges before being admitted to the Convention Hall. Badges must be worn at all times during the Convention Meeting. 2. CREDENTIALS: AFTER REGISTERING, an Alternate may become a Delegate by appearing before the Credentials Committee. Guests may not become Delegates or Alternates. There shall be no proxy votes. 3. CREDENTIALS: The Credentials Committee shall report the number of delegates and alternates registered as present. The first report shall be given before the morning recess; the Credentials Committee shall present supplemental reports as requested by the President or voting body. 4. DELEGATES: Shall be seated in the sections reserved for them and remain seated during the business meeting. 5. ALTERNATES & GUESTS: Shall be seated in the sections reserved for them and remain seated during the business meeting. 6. DELEGATES: Leaving the Convention, in the event of an emergency, shall notify the Credentials Committee to arrange to transfer her badge to her accredited Alternate. 7. DELEGATES: Only shall have the right to speak. A Delegate when addressing the chair shall identify herself by NAME AND LOCAL CLUB. 8. MOTIONS: Longer than twenty (20) words shall be written, signed by the maker and delivered by a Page to the Chair. Only members of the voting body may introduce motions. 9. DISCUSSION: A delegate must proceed to a microphone; state her name and local club, in order to obtain recognition from the Chair. A speaker should state whether she is speaking in favor or opposition to the motion. 10. DEBATE: Shall be one (1) minute for each speaker and six (6) minutes for each motion. No member shall speak more than once on the same motion on the same day without consent of the voting body, granted by a two-thirds (2/3) vote without debate. 8
7 11. NOMINATING SPEECHES: Nominations from the floor shall be limited to two (2) minutes. There shall be no second to a nomination. Immediately following the close of all nominations, in contested races, all candidates for President will be permitted to speak for five (5) minutes; all other candidates will be permitted to speak for two (2) minutes. 12. TIMEKEEPERS: Timekeeper(s) shall be appointed by the President to serve at each meeting. The timekeeper(s) shall indicate to each speaker a 30- second warning before the expiration of the time allotted. 13. FLOOR TELLERS: Floor tellers shall be appointed to count, tabulate and report to the President all standing votes. The chairman of the tellers shall assign the committee members to definite sections of the convention hall. A record of the tabulated vote shall be entered in the minutes. All doors are to be secured during a counted vote, and only floor tellers shall be permitted to move about. 14. RESOLUTIONS: All resolutions shall be referred to the Resolutions Committee as provided in Article XIII of the Southern Division Bylaws. 15. COMMUNICATIONS: The Pages shall deliver messages. 16. ELECTRONIC DEVICES: Cell phones and pagers shall be silenced during all business meetings, workshops and speakers presentations. 17. PARLIAMENTARY AUTHORITY: The current edition of Robert s Rules of Order, Newly Revised, shall be the parliamentary authority to govern the convention in all cases to which they are applicable and in which they are not inconsistent with the CFRW Southern Division Bylaws or any Special Rules of Order adopted by the CFRW Southern Division. A two-thirds vote of the delegates voting is required to suspend, amend, or add to these standing rules. Note: Bylaws governing voting, quorum, convention delegates and literature can be found in CFRW Southern Division Bylaws Article XII Convention and Delegates. 9

VOTERS CREDENTIALS: The Credentials Committee shall issue a name badge to each voting member of the Convention body. The voter shall present this badge to the people working the poll when the voter appears to vote. The badge will be punched to indicate the member is an eligible voter and the voter received a ballot. The voter should retain the punched badge. In the event a voter misplaces her name badge, she must check with the credentials committee and be issued a duplicate badge. 2. NOMINATIONS AND ELECTIONS: Southern Division Bylaws ARTICLE XI A: NOMINATIONS Section 6. THE REPORT of the Nominating Committee shall be presented at the Convention. Section 7. NOMINATIONS MAY be made from the floor of the Convention provided the nominee has given her consent to be considered. B: ELECTIONS Section 1. THE ELECTION of officers shall be held at the Convention meeting in odd-numbered years. Section 2. ELECTION SHALL be by ballot of the accredited delegates at the Convention. A plurality vote shall elect. No delegate may have more than one vote. Section 3. IF THERE is only one candidate for an office, the ballot may be dispensed with by general consent, and election may be held by voice vote. 3. PLACE AND TIME: The place and time of voting will be designated in the Convention program. 4. BALLOTS: Upon registering, each delegate shall sign for her credentials. Before voting the delegate shall sign next to her original signature to receive a ballot. 5. VOTING: The voter shall mark the ballot by writing in the name of the candidate for whom she wishes to vote. The marked ballot will be deposited into the ballot box. At that time the name badge of the voter will be punched. 6. SPOILED BALLOTS: In the event that a voter makes an error, spoiling her ballot, she shall return it to a poll worker who will mark the face of the ballot SPOILED and issue another ballot to the voter. 7. ELECTIONEERING: a. No posters shall be posted in the vicinity of the polling place. b. No electioneering for candidates shall be allowed in the vicinity of the polling place. 11
9 c. A candidate or her campaign workers, not exceeding three, may distribute printed materials on the convention floor thirty minutes prior to the opening of the doors to the general session of the convention. To gain entrance to the Convention floor the candidate must provide a list of the three designated campaign workers and one alternate worker to the Southern Division President, a copy to the Southern Division Recording Secretary and a copy to the Convention Chairman or Co- Chairman. d. No campaign materials will be allowed in the official convention packets. e. Size of material to be distributed shall not exceed 8 ½ inches by 11 inches. There shall be no posters or signs in the meeting rooms or the lobby. 8. COUNTING THE VOTE: The Elections Committee shall act as tellers for the count of the vote, the intent of the voter being the first consideration. Where there is doubt about any marking, and questioned by a member of the committee, such ballot shall be set aside for consideration of the whole committee before completing the count. A majority vote of the committee shall be required for the recording of that vote. Write-in names shall be counted. 9. OBSERVERS: Each candidate may have one observer in the room while the votes are being counted. There shall be no visiting or talking among the observers during the counting of the votes. The names of the observers shall be presented to the Elections Committee Chairman prior to the opening of the polls. Only the appointed election committee members, observers, and parliamentarian shall be in the room while the votes are being counted. The parliamentarian shall advise on the correct procedure to counting the votes. 10. PRESERVATION OF BALLOTS: Ballots and tally sheets shall be sealed and placed in charge of the President to be preserved for thirty days after the actual election. After thirty days the ballots and tally sheets shall be destroyed. 11. LITERATURE: Southern Division Bylaws ARTICLE XII, SECTION 7 All literature or materials of any description, including petitions, shall first be submitted to the Executive Committee for approval before being circulated or distributed at any Convention Meeting of the Southern Division.
