It is described causes and course of most important structural and functional changes as well as realization of functions in activities of this government body. Dynamics of factory production at Southern Urals in the last quarter of 18th early 19th centuries (illustrated Kyshtym and Kasli factories)...79 The author tries to reveal dynamics of change of manufacture statistics, to define the factors influencing the change of such dynamics, to study the work of factory attendants and salesmen, aimed at organisation and realisation of manufacture at Kaslinsky and Kyshtymsky factories in the last quarter of 18th the beginning of 19th centuries. Particular attention is given to the problems of interaction between salesmen and the plant owner as a major factor defining change of dynamics of factory manufacture. The following factors are singled out: change of personnel of the main participants of administrative manufacturing process (salesmen, workmen and factory owners), their relationships,

It should be noted that in general the dynamics of manufacture, despite lack of steadiness and frequent drops, nevertheless was positive (at least, till the end of the century) and the drops were often caused by not recession of the manufacture, but by careless reports sent to the factory owner. There is revealed the role of specialized periodicals in popularization of preschool education s ideas. Creation and propagation of child care centers was the result of public organizations' activities in large Urals cities (Perm, Ekaterinburg, Chelyabinsk, Kurgan the Barrow). In the article it is shown the experiment of organization a "national" kindergarten in Ufa. The main aim of the author is to show Serbians way of life in Russia. One of them was Dmitry Milutinovich who was from Serbia. In the Ural he was an industrialist. It is known that he was familiar with Georg Wilhelm de Gennin. In the article the author publishes a new document from the State Archive of the Sverdlovsk region. This is report in which Dmitry Milutinovich called the Russians tyrants. K e y w o r d s: Serbians, international relations, Ural, factory Semerikova Olga Mikhailovna olgasemerikova8@yandex.ru Land privatization in the Vyatka and Perm provinces in The article deals with the appropriateness the procedure of land privatization by the Urals peasants and operation of government agencies for its implementation. It was revealed that the land privatization led to out-migration the large part of population, the appearance the land-poor communities and the development of commercial agriculture. It was determined that the continued ability of extensive farming in terms of prevailing trends in the relative social homogeneity of most residents of the Urals village had reduced reformist impulse. Number of people willing to become owners of the personal land in every county depended not only on their personal preferences, but also on the way of life in a particular area (the features of land tenure and land use, the development of commodity sectors of agriculture, national composition, population density, and the nature and level of "waste" on earnings, resettlement, attitude of "peace" to the allotment and so on). In total, significant role in privatization process was played by District Commanders.

Author identifies the main trends and factors of territorial transformations. Much attention is paid to the differences in the reform of the administrative units belonging to different hierarchical levels. Article contains the author's periodization of reforms. It concerns the weakness of anti-german propaganda in Russia from a conceptual perspective. One of the main mistakes of the Russian establishment was the lack of mass consciousness preparation for the war. Then, significant efforts were focused on campaigns not against the Germans as direct enemies, but against the English, who didn t satisfy expectations as allies. Third problem is the dominance of a grotesque, humorous image of the enemies instead of more effective policy to picture the enemies as barbarians and monsters.
