1 PROGRAMME Regional Management Office-East Regional Monthly Meeting November 21 st, 2016 Chairperson: Haji M. Amin Regional Manager-East Minutes: Ajmal Assistant Administration-East Commencement: The meeting commenced at 10:00 AM in DACAAR East-Regional Office and all the participants were welcomed by chair person Haji M. Amin. But according to the needs this time the meeting was chaired by Eng. M. Ibrahim WASH of UNICEF. Agendas: Welcome and Introductions Review of the previous meeting minutes Information Sharing on current situation of returnees and IDPs at different locations; Who is doing what and where for returnees; Inter-Agency Contingency Planning Workshop on November, 2016 AoB Minutes: Agenda Welcome and Introduction Comments and exchange of views on some topics Action Plan Eng. M. Ibrahim chaired the meeting and welcomed the participants and first introduced himself and then told to other participants to introduce their self, each of the participants of the WASH Cluster Meeting introduced their self. Eng. M. Ibrahim told to the participants to review the previous meeting minutes for few minutes and note the findings if needed. Information Sharing on current situation of returnees and IDPs at different locations; Eng. M. Ibrahim asked from the participants that please share your organization s information regarding to the current situation of returnees and IDPs and Host communities. Mr. Shabir Khan of UNHCR shared the update information about the returnees up to 21 st November, 2016; Districts Families Individuals Behsud The new WASH Rapid Assessment form is to be use for collection of information regarding WASH Cluster by all partners. 1

Shabir added that these are the update districts list where high returnees are registered from 9 th January, 2016 up to 21 st November, Jamal Naser Rafiqi also shared the update information on behalf of IOM, which registered with IOM from January-November Districts Families Individuals Batikot Behsud Jalalabad city Khogyani Rodat Kama Surkhrod Asad Abad Chawkai Mihtarlam Qarghai Total Eng. Ibrahim said that many thanks from UNHCR and IOM for sharing the update information regarding the returnees. Eng. Ibrahim also added that UNHCR was promised that they will share the information by village wise as well, so please contact him as any one you needs for the information. Jamal Naser Rafiqi of UNOCHA told the DACAAR is working in WASH sector and transferring safe drinking water by tankers to the returnees, but the returnees also needs for some more such as implementation of CLTS program, because these returnees are settled in disserts and they needs for Hygiene information to keep them from diseases such as diarrhea etc, Who is doing what and where for Eng. Ibrahim asked from the participants to introduce and give detailed information that where you are 2

3 returnees; working regarding WASH. H. M. Amin East-RM and chair person of the WASH Cluster meeting brief the activities of DACAAR in eastern region regarding to the returnees, he told that DACAAR is working in following areas for the new returnees; 1. DACAAR have registered 254 new returnees families in first assessment in Gambiri area, Khiwa district, in according to their first need for safe drinking water, DACAAR have started water tankaring program under UNICEF Emergency Fund and shifted liters water on daily base for one month, but the families are increased and DACAAR done second assessment and this time DACAAR registered 234 more families, and now DACAAR is supplying liters water by tankers to these returnees, but for sustainable solution DACAAR is ready to bore wells for them but the government is not allowing, because this area is belong to the government and soon these returnees will shift to another area. 2. The activities of DACAAR is continuous and expanded to other areas as well, we done the assessment in Khossa Chena, of Surkhrod district, where we registered 209 families and DACAAR has started Water Tankaring for these returnees as well, we transferring liters water by tankers on daily base for one month, it is also under UNICEF Emergency Fund. DACAAR also registered 79 families in Surkh Dewal area of Rodat district and soon we will start same water tankaring program for them as well. With water tankaring program us also making emergency Bath/Latrine for each three families and also us distributing Hygiene Kits and Water Kits which we received from UNICEF/DRC. Eng. Rahim Gul WASH PM of NRC brief the activities of NRC regarding to WASH for the new registered and unregistered families. Total Bore Wells = 31 Total HE Kits = 400 Total HE Kits for School Students = 5400 Total Latrine = 385 Total Latrine = 8 for schools These activities will be in Chamtala, Beshud and Rodat areas. Eng. Shadab of SHPOUL also commenced the plan for boring of 90 water points along with Latrines and HE activities in two districts Behsud and Surkhrod. 3

Ibrahim asked from Shadab sahib that is SHPOUL shared the program with RRD or not, he added that it would be better to have good relationship with RRD and always try to add them in our programs implementations, which will help us to have good relationship with RRD and also if RRD not recommend our activities, so it would be useless. Jamal Naser Rafiqi told that SHPOUL will share whole information related to the activities with RRD and it needs for the recommendation of RRD. H. M. Amin recommended the speech of Rafiqi Sahib and told that it is good that SHPOUL have joint survey with RRD. Eng. Ibrahim told that all WASH partners must have good coordination with each other in site selection of water points to avoid the repetition. Eng. Rahim Gul told that SHPOUL must take recommendation letter for these 90 water points. Eng. Najeebullah WASH of IMC shared the information of their activities; tube wells 2. 2 latrines in Zero Point 3. 4 latrines in Transit Center 4. HE messages in Samarkhil area. Eng. Said Masoom PM of WHH told that we have shelter program in surkhrod, behsud and rodat districts for 225 families (2 rooms, Bathroom, Latrine). As well as we have 50 bore wells, Six Solar Systems for 600 families, and repairing of 20 destroyed water points, 275 hygiene kits distribution and 8 protection wall which will be protect around 1000 families. Anwar Khan Zurmati Project Coordinator of Save the Children told that we have registered 1100 undocumented families for which we started daily wage program money for food. As well as we have 4 tube wells, one in Rodat district and 3 are in Mohmandara district. Also we have program to repair 12 destroyed water points in Khass Kunar. Jamal Nasir Rafiqi told that all organization are focusing on districts, but in Jalalabad city there are more than 2000 returnees families, but no one is interesting to plan work them. H. M. Amin East-RM DACAAR told that it is good for all of us to expand our working areas to other districts as well, not only in Surkhrod, Behsud. Eng. Ibrahim told that UNICEF have started to construct one solar system in Mohmandara district, so the situation is good for working and all partners also try to add other districts in their plan. 4

5 Eng. Ibrahim asked from the participants regarding to the returnees, that without DACAAR which NGO is working for the new returnees. Eng. Hemat of NCRO told that we have registered 783 undocumented returnees families in Khogyani district. UNHCR have completed construction of 30 water points in Behsud, Kama, Surkhrod, Dara-e-Noor, Qarghai and Khiwa. Eng. Ibrahim told that UNICEF have plan to construct 200 tube wells and 8 solar systems in east-region. Jamal Nasir Rafiqi requested that WASH sector is the most important sector for the life of human beings, so it must be discussed more and more to provide benefits for the human, so it would be better to arrange the WASH Cluster Meeting in 15 days period instead of monthly base. All the participants were agree with the suggestion and accepted that the WASH Cluster meeting will be in future every 15 days. Inter-Agency Contingency Planning Workshop on November, 2016 Eng.
