Support development of WASH Interagency Contingency Planning (IACP) focusing on the looming returnees crisis in the eastern region; 2. Field visit to monitor the ongoing emergency WASH projects implemented by partners. Key activities under taken. 14 Jan / Day 1; arrival in Jalalabad: Discussion with Zonal WASH Officer and about ongoing projects; Fine tuning some of the tools and presentation for the IACP workshop; Meeting with Zonal C4D specialist to plan the donor visibility footage of the projects. 2 18 Jan / Day 5: Returned back to Kabul Day 1 / Arrival to Jalalabad and preparation Agreed with C4D officer to brief the photographer how to capture the images of WASH activities to demonstrate the impact of intervention on people s life. Discussed with Filed Chief on his following priorities that the mission need to address: o Information management of the cluster, use of assessment and reporting tool; o Avoiding duplication on needs assessment one WASH assessment for caseloads; o ToR of the regional WASH Cluster; o Project level awareness including UNICEF and donor Day II / Visit to DFID Funded E WASH Project in Kulalan village, Laghman Implementing partner CoAR facilitated the visit to the community. The project is targeting 4,165 people for WASH improvement in 8 villages that are hosting the returnees in Qarghayee district of Laghman Province. We visited a village called Kulalan that has 150 families in total with 99 returnee s and 18 IDPs families. The project is supporting with 3 new boreholes, 18 emergency latrines and distribution of 117 family hygiene kits and hygiene promotion in the community. The C4D officer from zonal office participated in the hygiene promotion session organized for women by a female facilitator and I participated in a session organized for men by two male facilitators. The C4D officer also observed the distribution of hygiene kits to the affected families. I had an opportunity to discuss village elders and community leaders who showed us the existing unprotected dug wells that they are using to fetch water. Since there are only limited number of dug wells, returnees families find difficult to access the well as they get crowded and some of them are inside the compound of individual household where access by women is not permitted. Villages also complained about the water quality in these dug wells. It was good to learn that NGO partners consulted the community leaders and returnee families in selecting the sites for drilling boreholes. When asked, everyone present said that the site chosen is suitable for the majority of the families living in the area. The drilling of all three boreholes is completed with an average depth of 40m. Installation of handpumps and building of platform will started next week. The project is expected to be fully competed and operation by mid February. 3 I attended the hygiene promotion session organized for men by two male facilitators. They were explaining the use of latrine and importance of handwashing with soap using the posters. I felt that the facilitators were not very enthusiastic about the message they were conveying. The poster did not clearly depict the faeco oral link and facilitators were not talking about disease burden linked to poor hygiene and sanitation. I suggested NGO colleagues to provide ToT on hygiene promotion to their facilitators so that really understand the preventative aspects of hygiene (especially handwashing with soap) and use of latrine. I also suggested to use a large size poster of 5F diagram (fingers, fly, fluid, field and food as agent of faco oral transmission) to demonstrate the faeco oral chain. I suggested UNICEF officers to closely monitor and guide the NGO facilitators in articulating the faeco oral linkage better. Day III / IACP Workshop in Jalalabad: The workshop was very well attended by WASH humanitarian agencies from four eastern region provinces (Nangarhar, Laghman, Kunar and Nuristan): a total of 47 people (8 from PRRDs, 3 from ANDMA, 3 from MoRR and 24 from NGOs). UNOHA and IOM were also present in the workshop. The workshop dealt with the following topics to facilitate the partners to be able to draft the contingency plan for their provinces with a focus anticipated influx of returnees from Afghanistan: 1. Objective / Agenda of the Workshop; 2. Concept of Contingency Planning; 3. Context Analysis /Risk Profiling (develop provincial risks matrix); 4. Develop risk and impact scenario each province. Presentation of Impact Scenario 5. Response Planning to mitigate the impact (What, Where and How) 6. Capacity Analysis for planned response (3 Ws, Existing Stocks, resource gaps) 7. Introducing the IACP template and drafting of Provincial IACP. This was a follow up workshop of Nov 2016 two days IACP workshop. Several were the same from last workshop and hence familiar with the purpose and process of IACP. During the discussion on risk profiling, partners concluded that they will not only consider the scenario of returnees influx but also the IDPs as the host communities and local institutions cannot deal with returnees as standalone caseload. They need to cover /serve the entire displaced population that arrive to their community or institutions. Likewise, Nuristan provincial authorities mentioned that, their primary risk is flood and avalanche (IDPs /returnees don t go to Nuristan due to insecurity, instead they come out of Nuristan), hence decided to focus on natural disaster. For the scenario, OCHA Eastern region focal person Mr Sayed Alam Khan presented the HRP 2018 target for four provinces. All participants agreed that we will keep the same level of target for IDPs and people affected by natural disaster. For returnees, ICCT recommended figures of

4 600,000 people coming from Pakistan were taken as acceptable figure for planning purpose with the following assumption: 1. 70% of all returnees from Pakistan will come via Torkham and 30% from Spin Boldak; 2. Out of the 420,000 entering from Torkahm, 70% will stay in Eastern Region and 30% will go else where. Estimated 100,000 to CR (mostly in Kabul) and 26,000 going to other regions 3. Out of 294,000 settling in East, 75% (220,000) will be in Nanngrahr and remaining 74,000 in Laghman and Kunar % of the returnees are expeceted to be with the host communities and 40% them needing WASH services and those 50% of living in informal settlements, 80% of them will need WASH assistance. Nangrahar Province will also act as zonal hub and hence the regional cluster coordination platform. The regional cluster will convene the meetings once in three month participated by all four provinces and the representative from national cluster and MRRD. The PRRD and ANDMA has very clearly mentioned that, NGO partners must coordinate with PRRD and provincial DoRR for emergency response. ANDMA/PRRD requested national cluster ensure this coordination. PRRD/DoRR will require the following table summarises the cluster lead, co lead and members in the four provincial coordination structures. The province will finalize their contingency plan and submit to national cluster and MRRD by 31 Jan for thier info and necessary action, inluding the inclusion of data in national contingency plan. 2. National cluster will mobilize the resources, especially from UNICEF, ERM Partners and CHF/DAACAAR to fill the prepositionning gas identified to remain fully prepared. 3. National cluster will share a udated regional cluster ToR to reflect the changes in the coordination mechanis (e.g. provision of co chair by PRRD with UNICEF for regional cluster) 4. Invitation to participate in the cluster meeting will be jointly issued by UNICEF and PRRD. 5. NGOs working in the province need to coorindate with PRRD/MoRR for assessment and response. They will also need to produce an evidence of such coordination while submitting the CHF Proposal. Day IV / visit to E WASH project in Samarkhail returnee /IDP settlements) in Behsood district. The project is implemented by NGO IMC in Behsood district of Nangrahar where 892 returnee families and 228 IDP families were settled with host communities in four communities development centres (CDCs) namely Saracha, Khoshgunbad, Samarkhil and Hada Akhonzada. IMC identified 280 recently arrived families needing WASH assistance. A total of 14 boreholes were drilled across four villages and some 28 hygiene promotion sessions conducted together with distribution of 280 family hygiene kits. We visited two small villages in Samarkhail (Manz kalai and Chaparhariano Kalai) CDCs to observe the facilities. We had a discussion with village elders and CDC leaders who briefed us on the project. Both the settlements were rather neat and clean with functioning water point. The quality of work is very good and the community seem to be very happy with the work of IMC. The community informed that, prior to the project support, the returnees /IDPs used to go to the river to collect water, as the community had only limited handpumps and already crowded. The one CDC member thanked to returnees as Picture 2: River water the community of Chaparharo Kali were using before the improvement. Now children are happily collecting water from newly installed

7 because of them they could get the water project where wider communities are benefitting. Both the village have established water user s committee (WUC) who looks after the water points. The CDC members also confirmed that the families have received hygiene kits and they were very useful as they contained several items such as bucket, jerry canes, soap and towels essential for daily use. Conclusion and Recommendation: 1. Water projects of both NGOs (CoAR and IMC) are relevant and meeting the lifesaving needs of the returnees and IDP families. 2. Selection of site for borehole is appropriate and it is evident that the NGOs have consulted the families and elders. 3. Overall quality of work (boreholesm, handpump and platform) is very good; 4. Community members seem monitimvated and oreinted on the repair and maintenance of the water points. 5. Excellent participaiton registered by partners during the contigency planning workshop. There are good number of NGOs operational in the eastern region. 6. Concerned raised by PRRD on the lack of coordination from the part of NGOs shows the interest of PRRD to remain engaged. Action points for improvement: 1. Hygiene promotion in community is rather weak. NGOs need to deploy qualified and persuasive trainer to facilitate the session. Use of Five F diagram is recommended. 2. UNICEF s national officers needs to guide the partners in hygiene promotion by giving handon tips during the session and encoraging more a interactive session with participants 3. National cluster will ensure that partners are given clear instruction to coordinaite with PRRD on all emergency responses. The message needs to be consistently desisminated at the zonal level as well. 4. Zonal and provincial focal points will help complete the contingecny plan and submit to national cluster and MRRD by end of Jan National cluster will coordinate with key partners to stockpile the necessary supplies as soon as possible.
