1 Afghanistan Flash Floods Situation Report No. 4 as of 100h (local time) on 0 May 2014 This report is produced by OCHA Afghanistan in collaboration with humanitarian partners. It was issued by OCHA Afghanistan. It covers the period from 24 April to May The next report will be issued on or around 6 May Highlights President Karzai issues an order declaring 4 May as day of national mourning observing the catastrophic landslide. Second Vice President visits the site where a landslide engulfed a village and officials declare that a maximum of about 500 people died. Over 1,000 families have been affected in Argo; initial needs of 700 displaced families met. Total people affected by April/May floods increased to 71,000 people, 159 confirmed dead. New waves of flooding have affected and Humanitarian operations continue in the worst affected provinces of, and Sar-e-pul. Access has been secured to the six districts of Darzeb, Qushtepa, Almar, Qaysar, Sozmaqala, and Gosfandi. Situation Overview Argo Landslide, Badakshan On 2nd May 2014 at around 11:00 am a landslide occurred in Nowabad area of Abi-Barik village in Argo district of province. Immediate response teams deployed to the area supporting the provincial governor and ANDMA to conduct assessments of the damage. The Second Vice President led a delegation to visit the site on May, 2014 "The first figure that we announced was obtained from local people, not from our technical team," Gul Mohammad Bedar, explained the deputy governor of province. "We think the dead toll will not rise beyond 500." "We cannot continue the search and rescue operation anymore, as the houses are under meters (feet) of mud. We will offer prayers for the victims and make the area a mass grave." Around 1,000 families are thought to have been affected with some 00 houses totally destroyed. 700 families were initially displaced, having decided to evacuate their villages as a precautionary measure. These families are largely being accommodated with host families and tents have been distributed by NGOs and UN agencies. As of 12:00pm today WFP has delivered 0.4 MT of food to the area. Kinderberg, Merlin and CAF have mobile teams deployed to the area providing health support. UNICEF has mobilized psychosocial support partners Tabish to provide urgent psychosocial support needs for affected children. Liaison with the Department of Provincial Social Affairs (DOLSA) is continuing regarding arrangements for support to children who have lost parents and ensuring child friendly spaces with social workers at IDP locations. Assessments to determine priorities on immediate child protection and water, sanitation, and hygiene needs for IDP families are continuing.

2 Country Emergency Situation Report No. Four 2 New Flooding in and as of May 1 New flooding occurred overnight in province on 0 April Five districts are reported to have been affected: Guzargah-e-Nur, Andarab, Khenjan, Doshi, and Dih salah. Initial reports suggest up to 120 houses have been destroyed and damaged. A emergency PDMC was held on the morning of 1 May and three assessment teams have been formed. IOM, Halo Trust, ARCS, RRD, DoA and PHD conducted assessments in Dih Salah District and found three houses destroyed and 10 houses damaged. Assessment teams form Dushi, Guzargahi Nur, Khinjan and Andarab districts have not returned. Further flooding was reported in the districts of Tala Wa Barfak and Khwajahejran by ANDMA in on May 1st. In Tala Wa Barfak district the assessment team consisting of ANDMA, HELVETAS and DoA have conducted assessments in one valley and are continuing in the next today however there is no telephone network coverage to rely findings. In Khwaja Hijran (Jilga) district the assessment team of Halo Trust, ANDMA, DoA, DoRR and RRD found 9 houses destroyed and 42 houses damaged. Roads, culverts, wells, trees and agriculture lands have been damaged and destroyed. Also on the night of 1 May, heavy rain resulted in severe flash flooding affecting two districts of province: Ruy-e-Duab and Khuram Wa Sarbagh. A joint assessment team consisting of ANDMA, RRD, DAIL, ARCS, and NPO/RRAA left Aybak city for Ruy-e-Duab in the early morning of 2 May. However the team could not access Ruyi Duab due to destruction and flooding of the access roads. HIA who are already present in the district reported approximately 19 villages affected with many families displaced and living out in the open. As of 14:00 hrs May an ARCS and ANDMA assessment team have secured access to Ruyi Duab through Dara-i-Sufi Bala district. Needs assessments will be undertaken with the present HIA team. The flash flooding of Ruyi Duab district has also extended downstream to Khoram Wa Sarbagh. Assessment teams reported on 2 May at least 110 houses destroyed plus a further 7 damaged. The assessment is continuing today with estimates that around 470 families have been affected. A mobile health team of AADA (the BPHS implementer) has been deployed to the flood affected areas for provision of emergency health services. At present the urgent requirements for emergency shelter cannot be met by the ARCS provincial office in however there are sufficient pre-positioned supplies in the region and alternative stocks are being sourced through other agencies. DoPH and WASH partners are meeting today ( May) to plan for assessments. In the heavily affected district of Khwajadukoh in water supply for 200 families in 5 camp locations has been met through trucking and chlorination at source delivering litres / day with commitment for 6 weeks. Household latrine needs for 200 families have been met by UNICEF and installation of 2 shared latrines for displaced populations by Sav). Additional latrines planned by NGO ZoA through ERF funding. Unicef is also providing family information on child care, feeding and hygiene practices for some 5000 families including 200 displaced. A Measles immunization campaign started April 0th through UNICEF-WHO support. While completion of assessments in Darzab and Qoshtepa of province continue to be hindered by insecurity; access has now been negotiated with the community and UNICEF report delivery of assistance items through ANDMA for 500 families including family kits, hygiene kits, blankets, tarpaulins as well as high energy biscuits for children. In, humanitarian assistance is reaching affected families and no gaps are emerging as yet. The provision of shelter remains a challenge and UNHCR is sending 00 tents to the province on 4 May. 3 Country Emergency Situation Report No. Four needs are met, the situation is still evolving with a new wave of floods in the upper part of the province experienced on May. As new assessments get underway agencies will need to be prepared for what may be a growing caseload for response. Meanwhile rehabilitation needs are large and include first and foremost cleaning of blocked flood canals and repair of damaged flood walls, urgently needed to mitigate continued and future flood risks. In needs are reportedly well covered. RRD and Unicef will be covering identified gaps in water delivery through tankering to affected areas, whilst the Ministry of Health has three mobile health teams available. UNICEF have also identified significant gaps in Community-led total sanitation (CLTS) to ensure eradication of open defecation in affected districts. Shelter remains a potential gap with stocks of shelter materials depleted in Maimana district and growing shelter needs in Dawlatabad district. The delivery of stocks from Mazar and Kabul is ongoing to address these shortages. The number of affected districts has risen from 27 to 44 over the past two days, (see box) This is attributable to an increased number of affected districts in, and Tahar provinces due to new waves of flooding, as well as the landslide in, The number of affected families is now 10,4, an increase of 1,256 over the past two days, again largely reflecting the number of families affected by the landslide. UNOSAT updates UNITAR's Operational Satellite Applications Programme (UNOSAT) analyzed water bodies and inundated areas near Khwanjadukoh in province and city in province using latest satellite imagery collected between 29 April and 1 May Heavy rainfall occurred on 2-24 April, flooding a large part of the town. UNOSAT extracted a Water Index from the satellite image to determine areas of standing water as well as soils with varying levels of water content. The map clearly shows the pockets of standing water scattered throughout the area in both Khwanjadukoh and. The analysis includes both permanent water bodies, such as streams, and potential flood waters together due to limitations in source data. It is likely that flood waters and inundation have been systematically underestimated along highly vegetated areas and within built-up urban areas because of the special characteristics of the satellite data used. To view maps, please follow the links below: Background on the crisis Afghanistan is extremely susceptible to recurring natural disasters, due to its geographical location and years of environmental degradation. The country regularly experiences flooding, earthquakes, avalanches, landslides and drought, in addition to other man-made disasters resulting in the frequent loss of lives, livelihoods and property; contributing to high levels of poverty across the country. The Northern provinces of Afghanistan can be severely affected by both floods and drought. Seasonal rains and spring snow melt regularly result in lifethreatening flash flooding in the region. The Afghanistan National Disaster Management Authority (ANDMA), supported by the international humanitarian community, has prepared contingency plans for the spring floods as well as a number of early warning systems. ANDMA has also been working to construct flood protection systems in flash flood prone communities.
