1 HUMANITARIAN CRISIS MANAGEMENT PROGRAMME COX S BAZAR ACTIVITY REPORT 10 June 2018 BRAC has been providing life saving services to forcibly displaced Myanmar nationals through a multi-sector response since the influx began in September We are working closely with the government, local and international non-government organisations and other stakeholders through the Inter Sector Coordination Group (ISCG). HIGHLIGHTS 914,678 Rohingyas currently residing in Cox s Bazar 1,784 Vulnerable households relocated Heavy rains started on 9 June and are predicted to continue for five consecutive days. Flooding and landslides have already been reported. All agencies are focusing on emergency response, including intensive relocation and shelter strengthening operations and preparation of water and sanitation facilities. First responders and key actors on the ground have been working together to improve coordination with communities. The importance of inter-agency coordination has been reinforced since last week when panic was created by warnings, flag raising and false alarms. Key concerns Landslides have already begun and expected to spread, due to the change in soil structure, uprooting of trees and rapid deforestation. Lack of information on emergency evacuation points Health services and infrastructure still under funded in terms of dealing with a large scale emergency or disease outbreak. 3 Visit response.brac.net SNAPSHOT: DISASTER RISK REDUCTION A Disaster Risk Reduction and Emergency Preparedness Plan has been developed which covers the response across all sectors and branch offices. DISASTER RISK REDUCTION The plan establishes procedures to ensure that BRAC can respond safely and effectively to any incident, in close coordination with ISCG, first responder agencies, and regional and national authorities. The plan complements the wider Monsoon and Cyclone Season Operational Plan developed by the ISCG which outlines standard operating procedures for coordination and response mechanisms against three categories of disaster. 1,784 shelters have been relocated by BRAC to date. SHELTER 3,001 shelters to date have been upgraded with 5,283 pieces of tarpaulin, 5,449 pieces of borak bamboo, 62,490 pieces of muli bamboo, and 200,000 sandbags. People have been hired to carry materials and carry out the work for Extremely Vulnerable Individuals. Shelter Tie Down Kits are being distributed as a stop-gap measure. Each kit contains rope, 6 steel pegs and 250 gms GI wire. 7,469 kits have been distributed to date. 2,500 tarps and 5,000 floor mats have been stockpiled in warehouses situated near camps. BRAC will assist shelter sector partners in identifying existing community/ household structures in camps which could serve as temporary shelter during disaster. Key messages are being disseminated in communities through orientation sessions about shelter upgrades, relocation, and preparedness.

4 Visit response.brac.net BRAC has formed 157 response teams at the community level and the WASH team has retrofitted 5,224 latrines, exceeding its target of 5,000. WASH 4,855 of a targeted 4,250 latrines have been desludged. 2,046 of a targeted 1,025 latrines have been decommissioned. 1,054 out of a targeted 2,600 hand washing stations have thus far been strengthened. 19 of 22 feacal sludge management plants have been protected. Two water trucks and 25 piped water supply networks are being procured. Key materials, including lime, hygiene kits, aqua tabs, and chlorine powder, have been prepositioned for rapid response. Additional DRR materials, including raincoats, umbrellas, gum boots, stretchers, bandages, plastic roping, ORS, first aid kits, sanitizer, and soap have been stockpiled in Balukhali, Hakimpur, and Ulubunia branch offices. BRAC WASH sector is conducting mass messaging around hygiene promotion. The primary focus during disaster will be on the production of safe water for the camp population. Hygiene kits will be distributed, along with water purification tablets. Emergency rehabilitation of sanitation facilities and rapid construction of latrines will be undertaken. Landslides and waterlogging in camps after just one night of rain and winds. 10 June ,000 unique feedback comments were collected through mobile application by March 2018, a significant number of which were related to DRR. The feedback was shared to refine relocation and shelter safety strategies. COMMUNICATION WITH COMMUNITIES 36 focus group discussions have been conducted on disasters, cyclone preparedness, and perceptions. Findings from focus group discussions have been analysed and shared. 800 volunteers have been incorporated into a camp-wise risk map. As of May 2018, 40,000 households have been reached with cyclone preparedness messaging. More than 100 meetings have been conducted with imams (and majhis (local community leaders). 80 radio listeners clubs have been formed in camps for critical information-sharing in the event of an emergency. 36 megaphones have been distributed to field staff for purposes of disseminating lifesaving information and emergency warnings. BRAC will continue to mobilise affected people for evacuation or relocation as needed. Post-disaster sessions will also be conducted via community mobilisers to collect community concerns and share key trends with partners.

5 Visit response.brac.net EDUCATION Sector specialists, monitors and technical officers have received disaster preparedness training by PLAN International, NRC, and Save the Children. Subsequently, these focal points have delivered workshops for field-level staff. Volunteers from the host community and Rohingya community have also received disaster response training. Disaster response discussions are being held across all Temporary Learning Centres and Learning Centres during regular parent meetings. All teachers have also been provided with the sector-level Emergency Preparedness and Response Plan handout. Government-appointed Camp-in-Charge staff and other agencies have been informed on the sector-level protocol for use of learning centres as temporary shelters in the event of a minor natural disaster. Registration bands will be distributed to children utilising the learning spaces. Disaster kits have been pre-positioned in every centre. PROTECTION 5 Community Centres, 7 Women Friendly Spaces and 6 Information Points will be fully upgraded by June 15. First responders have been trained and rapid deployment response teams established. 73 Community Outreach Members (volunteers from the Rohingya community) have been trained on first aid and equipped with first aid kits. In the camps where BRAC is acting as focal point for protection, Protection Emergency & Rescue Units have been formed. These teams will deploy in a mobile capacity during emergency to assist in any cases, identify missing persons, and assist vulnerable or lost beneficiaries. Protection screening spaces are being allocated in safe shelters for vulnerable populations. CHILD PROTECTION Selected Child Friendly Spaces are being prepared as temporary safe shelters for unaccompanied children and pre-stocked with key items. Materials have been developed to prevent family separation. Identity bracelets will be provided to beneficiaries. Rapid response teams will be deployed to identify sites affected by emergency, BRAC will support the distribution of key messaging and protection screening desks will be activated. Community first responders will be mobilised for rapid delivery of psychosocial first aid, relief commodities and goods related to protection (i.e. dignity kits) will be distributed. Safe shelters will be activated and family tracing will be conducted for reunification.
