The action points of the meeting were reviewed and FSAC contact list were updated but need for second revision. WFP matrix still with the same situation and WFP said that all the plan was made in November but still no any feedback except few partners so 1 FSAC ER Minutes of Meetings- 14 June, 2017
2 better to coordinate with us to know and avoid duplication. WFP added that undocumented and documented assisted last year and requested from the partner to share their plan in advance to see the gaps and plan accordingly. To send an to partners related to the selection of FSAC focal point. Update on Food Security and Livelihood assessment findings in 2 east region/ipc district level analysis initial result shared the information that 120 enumerators were trained in Feb 2017 to conduct the data collection on food security and livelihood particularly in 4 provinces of ER at district level. This was the first initiative that the data was collected at district level. based on the assessment the IPC analysis was conducted between May 2017 in Kabul. Consequently, the analysis conducted for 19 clusters in ER and the preliminary map which provided by IPC shared with the regional FSAC partners with the following details. - Kunar 5 clusters: only 5 districts (Chapadara, Dare Pech, Watapur, shegal, Ghaziabad) in these clusters were classified in Phase 3 the rest of the clusters are in Phase 2. - Laghman 3 clusters: only 3 districts (Dawlat Shah, Alishang, Mehtarlam) classified in Phase 3. - Nangarhar 8 clusters: 8 districts (Achin, Khogiani, Pachir Wagam, Nazyan, Durbaba, Mohmandara, Lalpur, Jalalabad city) were in P3. - Nuristan 3 clusters: only 2 districts (Barge Matal and Kamdesh) are in P3. The duration of this analysis acute food insecurity is from May July 2017 considering pre-harvest. Clusters were based on population and livelihood zone. The IPC secretariat is working to endorse the result by the steering committee and will announce the result very soon. To share the IPC final map and report with FSAC partners. 3 SFSA 2017 partners accessible districts and 3W map (FSAC) 15 minutes reported that it was coordinated with ER provincial DAIL offices related to the accessibility to all districts which got the feedback that in Nuristan province only Barge matal, Mandul and Duab districts are not accessible, in Laghman/Kunar provinces there is no problem, in Nangarhar province there is only accessibility problem in Hesarak district. This year the SFSA will be implemented by FSAC all over the country. The 3Ws map was shared with the partners and requested from them if any agency who has ongoing projects in the field of food, cash, livestock and agriculture and would like to reflect their activities in FSAC 3Ws map they are most welcome. In addition, Mr. Rahmati from shared the following information related to SFSA 2017 with regional FSAC partners. Objectives - Understand the status of Food Security by Province and Household Type - Understand the causes of Food Insecurity (Shocks / Poverty) - Better understand livelihoods in insecure areas. Topics of interest this year: - Migration flows? - Understand livelihood opportunities for recent migrants (returnees, IDPs, labour migrants)? - Effect on host communities, including access to services, and social tensions? FSAC Contribution: 2 teams of 2 enumerators/ province. 2 FSAC ER Minutes of Meetings- 14 June, 2017
3 o o At least 1 team of extension workers per province. Additional team of 2 enumerators in most insecure provinces, recruited from partners local IPs. - National training in Kabul - Monitoring, training and coordination in Kabul, Herat and Nangarhar and Balkh (and Badakshan?) - National Coordination - Data Entry - Analysis, report, and presentation. Partners contribution: - Just one staff contribution per province preferably with SFSA experience - FSAC Partners to finance coordinators trip to Kabul for 1week training, - Recruitment of up to two enumerators from local IPs (transport and DSAs paid by FSAC) - Province level monitoring, coordination and training of enumerators - 3 weeks field monitoring and coordination. - Replacements provided in advance. No more than 10% of sample. 4 Updates on humanitarian situation-er OCHA OCHA shared the information concerning humanitarian situation in ER. 1. Conflict induced Displacement: 3020 families or population displaced within ER as a result of armed conflict and cross-border shelling as of 11 June Refugee Returnees from Pakistan: Documented: 1889 families 8108 individuals voluntary returned to ER during Jan to 30 May 17 under UNHCR mandate. Undocumented: 8080 families or individuals returned to ER as 12 June 17 under IOM mandate. 3. Environmental Hazards: 12 natural disaster events (Rainfall, Snowfall, Flood, Avalanche etc.) were recorded during Jan to June 2017 and affecting about 723 families or 5044 individuals and destroying 86 households. 4. Epidemiological Outbreaks: a total of 17 incidents of disease outbreaks (mostly measles, ARI and Pneumonia) were recorded during Jan to June 17 in the ER and affecting 1402 individuals and killing 10 individuals. OCHA added that according to HRP 2017 totally 9.3 million people are in need which 5.7 million are targeted and required 550 million USD. For FSAC totally 3.2 million people required assistance in 2017 which 2.5 million were targeted and required for 136 million USD to 2000 families are on the way to be displaced from Khogiani district due to recent conflict (reportedly). OCHA shared maps in term of IDPs and returnees if you have any view to revise the map please share your opinion with OCHA to improve it. FSAC will target 2 categories of beneficiaries; - Category A - emergency relief needs; conflict displaced, natural disaster affected, and doc. & undocumented returnees. - Category C: shock-induced acute vulnerabilities; conflict displaced, Pakistan refugees, severely food insecure Priority response modalities will include: - Provision of life-saving food or cash assistance to undocumented vulnerable returnee households for 6 months covering their immediate and winter food needs - Documented Afghan refugee returnees will also receive full ration assistance for 4 months from January 2017 to cover winter months - Provision of livelihood support to targeted returnee households Key challenges: 1. In security, which caused hindered accessibility, restricted humanitarian operations and shrink humanitarian space. 2. Protracted conflicts and frequent Skirmishes caused surge and continues internal displacement. 3 FSAC ER Minutes of Meetings- 14 June, 2017
4 3. Presence different Non-state armed groups (NSAG) conflicting access negotiations. 4. Tense or threaten environment to humanitarian workers. 5. Temporarily suspended ICRC operation in the region. 6. Population discrepancy (SCO and NIDs) DAIL Laghan director said that there are many problems to respond but better to have contingency plan to assist these people. OCHA said that better to share all this information with us and we shouldn t only rely on humanitarian assistance and better to use government support and possibilities as well in this regard. also said that we shared DAIL Laghman information with National FSAC and better to have such kind of information which could help us to include it in next planning for assistance in early recover and development projects. 5 Update on Displacement and Returnees Executive Committee (DIREC) for durable solution UNHCR UNHCR updated the FSAC partners that the main problem nowadays are returnees and IDPs in ER. UNHCR added that in 2002 the returnees started but in 2014 and 2015 the return process was very slow. In July and June 2016 the number of returnees (documented and undocumented) including IDPs were very high and at national level it was decided to have forum to response to the needs of these people so based on these facts DIREC created at national level which UNHCR,, IOM, UN-Habitat and UNDP have the membership. In addition, the number of IDPs and returnees were high in ER so on 17 and 18 April there wad two days workshop in Jalalabd to prepare a response plan. Furthermore, it was suggested to have a P-Direc at provincial level that should be chaired by the governor and this was presented to governor on 14 May 2017 and endorsed and the forum established. In P-Direc UNAMA, OCHA, UNDP, IOM and UN-Habitat have the membership and DoRR is the secretariat role where all the member will provide technical support. UNHCR added that due to problems between two countries in one day we had 1400 family were returned to Afghanistan from Pakistan. Totally individual returned to Afghanistan in In central region in Kabul with president level and response to these people a National high migration board and then DIREC were created chaired by H.E president. The structure was created in Nangarhar and this is the 2 nd region. 80% returnees settled in Nangarhar. On 12 June there was a meeting in UHCR office. It was agreed to make plan for emergency midterm and long term assistance. - District and villages selection districts were selected. - 3 villages should be selected in each district. - Profiling will be done by HLP- TF and Habitat. - September 2017 is the deadline to provide the plan. One of the questions was raised by one of the participants that is there any system to compare documented with undocumented because some of the families are going back. It was answered that now there is biometric system at the gate which all the documented and undocumented are registered there. UNHCR will share all the documents related to P-DIREC with FSCA partners. 6 Update on returnees response and next plan WFP Assessment of returnees in Kunar, Laghman and Nangarhar provinces, selected vulnerable families Jan-17 assessment of returnees of 2016 conducted one-month food ration in December-16: - 5,656 HHs for undocumented returnees - 18,532 HHs (129,724 individuals) of documented returnees received one-month food ration 4 FSAC ER Minutes of Meetings- 14 June, 2017
5 - 8,521HHs received three months cash assistance of 6000AFN/month in HHs of undocumented returnees registered but still pending to receive cash assistance TSFP (PLW and MAM children) for the returnees Covered 6 districts in Nangarhar with total 2280 PLW and 3040 Children. - Bihsud - Batikote - Jalal Abad - Khogiani - Rodate - Sarkhrud Kunar covered Asad Abad 60 PLW and 80 children, Laghman Covered Mehterlam 150 PLW and 100 children. Above assistance on-going in 2017 WFP response to returnees in 2017: - Above 95% of undocumented returnees crossing the border received one-month food ration in Torkham through IOM - 1st Jan up to 8th June the number of undocumented returnees countrywide # of Families Individuals Assisted Deportees Assisted to Families individuals 8,014 46,477 7, WFP response plan in 2017 for returnees: (around 5,000 returned East). - Undocumented returnees - Planned in two rounds 5500 families in Kunar, Nangarhar and Laghman for the first round, 6400 families are planned for 2 nd round in Documented returnees - Planned in two rounds 1500 families in Kunar, Nangarhar and Laghman for the first round, 1500 families are planned for 2 nd round in WFP reflected that The plan is based on the existing resources. 7 Updated WFP vulnerability criteria WFP WFP explained that it has 12 criteria which is based on ALCS, SFSA and others. - Women HoH without adult male. - HHs with dependency ration of 9 or more - HHs with no adult male of working age - Person with disability o elder as HoH. - HHs with poor assets holding. - HHs staying with relatives - HHs living in temporary shelter - HH relying only borrowing, begging or Zakat. - HHs relying of casual labor. - HHs without any livelihood source - Child headed household. 5 FSAC ER Minutes of Meetings- 14 June, 2017
6 - HHs referred by protection agencies. In Torkham only 5 criteria applied by IOM. - Women HoH without adult male. - HHs with dependency ration of 9 or more - Person with disability o elder as HoH. - Child headed household. - HHs referred by protection agencies. 0 5 not sufficient vulnerable 6 - above vulnerable In Torkham there is no scoring because all these 5 criteria reflecting vulnerable HHs. Vulnerability criteria should be shared with FSAC members 8 ER FSAC Partner update WFP/ WFP and requested from all regional FSAC members to share their updates according to WFP matrix which could help us for planning and avoid duplication. SOFAR: is implementing Commercial 500 Broiler Production Projects in Nangarhar and Kunar provinces, The Donor of the project is NHLP/MAIL, Total 4 districts are covered 2 in each province, Surkhrod and Behsood in Nangarhar Province and Asad Abad and Watapur in Kunar province, in each district has targeted 6 beneficiaries. Furthermore, SOFAR is implementing WFP Projects (Food for Work) in Batikot, Achin and Kot Districts of Nangarhar province. Each beneficiary receives 50kg of Wheat flour each month for the period of 2 months. APA: Provided School feeding to students in Kunar, Nangarhar and Laghman provinces during the month of April, May and June 2017 for 197 schools.
