1 ER Nutrition Cluster Meeting May 17, 2017, 9:00 am to 11:30 am, OCHA conference room Meeting minutes Agenda: 1. Welcome and introductions (5 min) 2. 2 Description Action Responsible 1 Further follow up on action points from the previous meeting i. Based on the action point from the cluster meeting, CWS to start nutrition CWS Laghman PNO called a meeting on 6 th April to decide services in the camps on nutrition services provision to the returnees in immediately or inform Gambiri camp. With the strong desire of CWS it has Laghman PNO in case been decided that CWS will deliver both health and nutrition services in Gambiri and Khairokhail, and they are not ready to SCA will cover Baba camp. SCA will provide RUT to provide. CWS based on the caseload in the camps and will report back on its consumption. CWS staff received orientation on nutrition services provision from CWS and SCA to provide Nutrition Extender and tow midwives (one for each weekly report of nutrition CWS and SCA mobile team) received a five-day standard training on services from the camps Nutrition SOP under the IMAM scale up program in Laghman. Though all these supports mad available to to nutrition cluster. CWS, they haven t started nutrition services in the camps yet. ii. WFP resumed distribution of RUSF effective May 2017 to TSFP sites in the region; but yet to decide on its provision to the three emergency nutrition services provision points for returnees (Torkham ZP, IMO TC and UNHCR EC) though AADA submitted a no-cost proposal on RUSF for the mentioned sites to WFP based on their requirement. Floor decided if ER Nutrition Cluster propose through national cluster to WFP Country Office to address this issue. Based on the previous cluster meeting action point, Fatimatuzuhara sentinel site re-location to Najmulqura CHC approved both by NNSS Taskforce at Kabul and PHCC meeting in Nangarhar. A team from PPHD and AADA will go to Najmulqura to officially inaugurate the site and orient the staff. A team from PPHD and AADA led by Dr. Aminullah, Regional Surveillance FP, will go to Najmulqura CHC on May 29 th to officially inaugurate the site and orient the staff 2 Update from the three emergency returnees sites (Torkham ZP, IOM TC and UNHCR EC) Partners (AADA, CHA and RSSAO) updated the floor on provision of emergency nutrition services in Torkham ZP, IOM TC and UNHCR EC to documented and undocumented returnees. Yet the repatriation of returnees are not overwhelming. They are well prepared and have enough supply of (RUTF, Vit-A, Albendazol) but RUSF is not available since beginning of the year. 3 Feedback on the relatively high rate of SAM was shared with them, but they emphasized this is what the actual finding is based on the screening they are doing. WFP providing WAWA MAM to the undocumented returnees in IOM TC for eligible family who have children 6-23 months as Blanket Supplementary Feeding Programme. To support all returnees crossing the border, the floor suggested if WFP could also support Torkham ZP and UNHCR EC with WAW MAM. This might be discussed in National Cluster Meeting to explore the possibility of approval from WFP Country Office level. 3 Update from Nutrition Surveillance System Reports submission rate increased (80%) from the community based sentinel sites compare to the previous 44.4%. Still there is some technical problems in the report which need close monitoring and supportive supervision. More than 45 % pregnant women surfer from anemia in the eastern region, based on the monitoring findings the following could be the possible reasons: IFA stock out in HFs Anemic pregnant women didn t receive curative dosage of iron folic acid Most of the sentinel sites don t have appropriate baby scale for accurate data collection on weight. A digital scale with at least 5 gr sensitivity is required for this purpose. Microcute stock out has been reported in HF based sentinel sites since few months 4 Nutrition Sub-Committees update Nangarhar and Laghman conducted Nutrition subcommittee meetings. The detail agenda and then minutes were share with the partners. The main agenda point discussed in Nangarhar Nutrition sub-committee meeting was very low reporting of Community based NNSS sentinel site, and of Laghman was resuming nutrition services in Gambiri camp. ER Nutrition Cluster to propose through national cluster to WFP Country Office to accept the suggestion of floor on provision of WAWA MAM to Torkham ZP and UNHCR EC as well Nutrition Extenders, PNOs and Nutrition Officer of BPHS implementers to prioritize supervision of community based sentinel sites NNSS Regional Focal Point to share the IFA stock out issue with specific partners in the region and have their feed on it. 4 Kunar and Nuristan haven t conducted Nutrition subcommittee meetings. It has been decided that BPHS will support PNOs for arranging and conducting the meetings. 7 AOB I. IRC has started the full pledge implementation of IHSAN project in Nangarhar. It is decided that IRC will arrange a one day coordination meeting to Nutrition and WASH stakeholders to brief them regarding the activities that are going to be carried out under IHSAN project in Nangarhar by IRC. Kunar and Nuristan PNOs to conduct subcommittee meetings with support from BPHS implementers IRC to call the coordination meeting on 25 th May Kunar and Nuristan PNOs/BPHS implementers IRC II. Save the Children commenced a project (Emergency health, nutrition and protection services for returnees and IDPs in Nangarhar) providing health, nutrition, WASH and Child Protection services to returnees and IDPs in Rodat, Behsood and Surkhroad districts of Nangarhar. Under the nutrition component they will be screening children under-five, providing treatment to the identified un-complicated SAM cases and referring complicated SAM cases to the nearest IPD-SAM site. Besides they will be providing counselling on optimal IYCF to PLWs. Project don t have capacity of procuring RUTF and anthropometric equipment they are going to negotiate provision of this supply with UNICEF. Save the Children to negotiate provision of RUTF and other supply with UNICEF at Kabul level CWS and PU-AMI to share the list of service delivery points in the mentioned three districts to avoid duplication Save Children the CWS and PU- AMI III. HADAAF is implementing IHSAN project in Kunar and Nuristan provinces. HADAAF has started their activities in Kunar and Nuristan in February and March (NERS, CLTS, Home visits and Supervisions). All districts in both provinces are the target area for Nutrition and WASH. Currently in Kunar NERS sessions started in 10 districts, and will start in other four districts as soon as possible; CLTS also started in 10 districts villages are target for this year; Home visits are going on in 14 districts.
