1 : CHAD Situation on the Lake Region and the Impact of the Nigerian Crisis Situation Report n o 03 (11/09/2015) This Sit Rep focuses on the recent waves of internally displaced persons who arrived end of July. This sitrep was produced by OCHA in association with humanitarian partners. It was published by OCHA Chad and covers the period from August 22 nd to September 11 th. Next publication will be on September 21 st. Highlights: Since January 2015, three waves of displacement have taken place in Lac region. The first was in January, followed by another in April, and the latest at the end of July. Some 77,000 people have been displaced as a result of the Nigerian crisis either internally or across international borders. This number includes over 14,000 refugees (of whom 7,134 currently live in Dar al Salam refugee camp), 11,000 returnees, and 52,000 internally displaced persons living either in spontaneous sites or in host communities. All are in need of humanitarian assistance. The most immediate needs are in shelter and non-food items, food security, water, sanitation, and hygiene (WASH), and health. 2 Tchad Situation dans la région du Lac et impact de crise Nigériane Rapport de situation n o 01 2 Background A humanitarian crisis has hit the Lac region over the recent months. Violence attributed to armed groups from neighbouring Nigeria has led to several waves of displacement from Nigeria and Niger to Chad as well as internal displacement in the Lac region. The number of displaced persons (returnees and IDPs) and refugees is currently estimated at some 77,000 people. This includes 48,126 new IDPs who arrived in and around the towns of Baga-Sola and Bol, living in 18 spontaneous sites, in just one month. Estimations Source : Bol District Chief Those population movements are dynamic and are expected to continue as a result of the sporadic attacks still being carried out by armed militias in the islands along the borders with Nigeria and Niger as well as those closer to the mainland. Other contributing factors are the ongoing military operations, secondary displacement of IDPs moving from one site to another spontaneously or due to requests by the Government, and further displacement stemming from tensions with host communities. The Daboua, Liwa and Kangalom sub-prefectures in Lac region, harbouring people who fled earlier in the year are still not accessible to the humanitarian community for security reasons. The Chadian government has begun the relocation of the inhabitants of about sixty islands to the mainland in order to leave the field open for military operations. Advocacy is ongoing, led by the Humanitarian Coordinator, to ensure that civilians are protected and international humanitarian law respected during military operations. These efforts are also underway to ensure that the Government assumes its responsibilities for the protection of, and assistance to, these people many of whom it required to relocate. 2
3 Tchad Situation dans la région du Lac et impact de crise Nigériane Rapport de situation n o 01 3 Needs and Humanitarian Response Priority needs requiring an immediate response are in water, sanitation and hygiene (WASH), health, and shelter. Needs in all 18 spontaneous sites, including those of the IDPs on the Meli-Bol axis are yet to be covered by the humanitarian response. EMERGENCY SHELTERS AND ESSENTIAL HOUSEHOLD ITEMS 100 shelter kits and 302 Essential Household Items (EHI) kits were distributed to 1,622 IDPs in the Dar al Nahim spontaneous site by IOM, between 21 and 28 August. The Regional Delegation for Social Action, in collaboration with UNICEF, distributed 16 tarpaulins, timber and construction tools to 39 former hostages recently released and living in the SODELAC school in Baga-Sola. UNHCR carried out a distribution of EHI, including tarpaulins, blankets, mosquito nets, sleeping mats, jerry cans, kitchen sets, soap, and buckets in Tomboun spontaneous site (Baga-Sola), benefiting 234 households, some 1,000 IDPS. On September 9th, ICRC, together with the Chadian Red Cross, distributed EHI kits to 1,700 vulnerable IDPs in five spontaneous sites of Baga Sola (Kousseri 1 and 2, Kafia, Oulaoula, an additional site facing Kafia). The harmonization of EHI kits is underway in the field to ensure all beneficiaries receive complete kits. The shelter and EHI needs of some 24,000 displaced people are as yet unmet in 16 locations in Bol and Baga Sola, including those on the Meli-Bol axis. WATER, SANITATION AND HYGIENE Activities in the water, sanitation and hygiene sector continue. UNICEF, ADOSSOL and ADERBA have completed construction of 5 additional boreholes in Koulkimé (2) and Kousseri (2) spontaneous sites (in Baga-Sola), and in the localities of Tchoukoutalia, Liwa and Tétavérom. These additional boreholes benefit some displaced people. 2, 417 households comprised of 9, 685 IDPs have received WASH kits (composed of bucket, soap, and water disinfectants) from UNICEF in Bol village and Koulom spontaneous site (on the Meli-Bol axis). 24 planned latrines have been built, 10 in Kafia and 14 Dar al Nahim spontaneous sites (Baga- Sola). Sensitisation sessions on prevention of waterborne diseases are underway by UNICEF. The NGO HELP Chad has constructed 4 boreholes in Oulaoula and Tagal spontaneous sites (Baga-Sola), and rehabilitated 8 boreholes, 5 of which in Baga-Sola. This benefits some 6000 IDPs. 18 additional boreholes need to be built in order to cover 34% of remaining urgent water needs in Samiya, Toumoun, Tagal, Toumboun Kouta, Walerom, and Wala (Baga-Sola) spontaneous sites, and on the Meli-Bol axis. In terms of sanitation, 94% of IDPs do not have access to latrines meaning 1,579 emergency latrines need to be built. 3

NUTRITION Screening activities for malnutrition among children aged between 6 and 59 months has been carried out in Kafia, Tagal, Kousseri, Dar Al Nahim, and Koulkime spontaneous sites (Baga-Sola) by UNICEF, CELIAF and Al Nadja NGOs, and the Health District of Baga-Sola. 3, 083 children have been screened and a rate of 9.2% of moderate acute malnutrition (MAM) and 2,8% severe acute malnutrition (SAM) recorded. MSF-Switzerland screened 155 children of whom 5 were suffering from SAM in Forkoloum, near Baga-Sola. 22 cases were admitted to the nutritional programme. Several actors including UNICEF, UNHCR, WFP, IMC, MSF-Switzerland, and the health districts of Baga-Sola and Liwa plan to bring preventive and curative nutrition health care to refugees, returnees and IDPs in Yakoua spontaneous site (near Bol), in Bibi, Dar al Nahim, Kafia, Kousseri, Koulkime, Forkouloum Ngouboua, Tchoukoutalia, and Liwa. This activity will also reach those returnees and internally displaced who arrived since January Interventions for the prevention and treatment of malnutrition with community-based training of health workers and community volunteers, the positioning of nutritional inputs, and expanding access to health care and nutrition to all new sites by fixed and mobile strategies are being planned by the health and nutrition sub-cluster for the Lake region and its members, including UNICEF, IMC, MSF-Suisse, ICRC, UNHCR, Health Districts of Baga-Sola and Liwa, and Al Nadja and CELIAF NGOs. As part of the blanket feeding program, WFP plans to assist 1,000 children from among the 1,230 children in Dar Es Salaam refugee camp. Screening activities are still needed in Wala, Tomboun Kouta, Salmiya, Weleron, Koloum, Damatchali, Kaya, Koudouboul, and Tomoun spontaneous sites. 230 refugee children (6 to 59 months) in Dar El Salam refugee camp are not covered by blanket feeding activities. PROTECTION / SERVICES COMMUNAUTAIRES IOM with the support of the CNARR and the CRT are registering IDPs in the spontaneous sites of Kousseri 1 and 2 at the request of WFP for a food distribution that is expected in the coming days. 26 children, former captives of an armed group in the Lake region, beneficiated from family reunification process by UNICEF and the Regional Delegation for Social Action. Gaps : Profiling and registration activities have not covered all the spontaneous sites such as Bibi, Samiya, Damatchali, Oulaoula, Wala, Welerom et Tomboun Kounain the sub-prefecture of Baga- Sola. SANTÉ 72 health workers have been trained and deployed by UNICEF in five regional health districts in the Lake region. 24 were deployed in Baga Sola and 22 in Bol. 1,775 consultations for children under 5 and for prenatal and reproductive health were conducted in the localities of Sola and Baga-Bol by MSF-Switzerland and IMC. IMC mobile clinics provided health assistance in Dar al Nahim, Kafia, and Kousseri spontaneous sites (Baga-Sola). Acute respiratory infection (ARI) and malaria are still the most common diseases within the IDP population. With MSF-Switzerland support, a new midwife is deployed at Bol regional hospital and a hospital room has been converted into a pharmacy that is supplied with drugs. MSF-Switzerland conducted 524 mental health consultations in Baga-Sola since March The main mental health disorders are depression and psychosis. Diagnoses: MSF-Switzerland mobile clinics in Forkoloum village and Koulkimé spopntaneous sites - weeks 33 to34 (Source: MSF- Switzerland) Acute respiratory infections malaria Watery diarrhea Bloody diarrhea W33 W34 Four additional mobile clinics are required to cover Samiya, Tagal, Tomboun Kouta, Welerom, Wala, Damatchali, Kollom, Oulaoula, Koudouboul and Kaya, spontaneous sites, representing more than 19,000 IDPs. More health centers and mobile clinics are needed for Koulkimé, Tagal, and Bibi, according to the health and nutrition sub-cluster. SECURITE ALIMENTAIRE / MOYENS D EXISTENCE WFP distributed a 15-day ration consisting of sorghum, oil and beans for 15,267 IDPs in Bol village, and in Yakoua, Kaya and Koudoule spontaneous sites (near Bol), between 17 and 26 August. WFP also distributed food ration in Kousseri (5,000 beneficiaries). The Chadian Government, via the Regional Delegation of Social Action has distributed 400 bags of rice to 1, 505 households in Yakoua, Kaya, and Koudouboul spontaneous sites. The 39 former captives of an armed group also received rice, salt, sugar, tea and flour from the regional delegation of social action and UNICEF people are still in need of food assistance. 5

Toby Lanzer, carried out a mission to Chad from 24 to 28 August He visited the Lac region where he met with partners, vulnerable populations and local authorities. N'Djamena: The Inter-Cluster Coordination meeting was held on Wednesday, September 9. An emergency response plan for the next three months targeting people affected by the recent movements is being developed. This plan will highlight gaps, response capacities, and mobilization of resources. HCT will validate response plan as well as the funding requirements on Wednesday, September 16 th. The operational Task Force meeting was held on September 1 st and the next one will be on September 15 th. Field: The weekly coordination meeting for refugees, including discussions on the needs of returnees and internally displaced persons, was held August 27 in Baga Sola.
