1 Chad: situation in the Lac region and impact of the Nigerian crisis Situation Report n o 14 (13/06/2016) LC1234un This SitRep was produced by OCHA in association with humanitarian partners and is focused on the recent internal displacements since 21 July It was published by OCHA Chad and covers the period from 30 April to 13 June The next publication will be around 22 June Highlights Despite an overall decline in security incidents, the context remains fragile, with two attacks targeting the armed forces on 12 May and 1 June in the areas of Kaiga- Ngouboua and Kaiga-Litri (no civilian casualties). Rapid assessments and physical verification operations by the Shelter/NFI/CCCM cluster reveal the presence of around 18,613 additional estimated displaced people and 4,747 additional registered displaced people (compared to the figures in the SitRep from 29 April). Multi-sectoral emergency assistance is required for displaced people and Chadian returnees in 8 newly identified sites in the Liwa area, according to the joint assessment mission (UNICEF, HCR, IOM, Help-Tchad, OCHA, CNARR) conducted on May. 4.63% severe acute malnutrition (SAM) rate - well above the 2% emergency threshold - was reported by WFP among the 1,511 children screened at 16 sites. Some 40,000 displaced people benefited from WFP food distributions at 15 sites from 13 to 24 May, coupled with nutritional assistance for 3,300 children. 2 Chad Situation in the Lac region and impact of the Nigerian crisis Situation Report No.14 2 Background With the security lull that has lasted for several months, humanitarian access has gradually improved in the Lac region, particularly in the northern basin where no incident has been reported for eight months. However, some areas remain unstable, as demonstrated by the explosion of two vehicles of the Multinational Joint Taskforce on 1 June on improvised explosive devices between Kaiga-Ngouboua and Kaiga-Litri (14 soldiers killed and 16 wounded). A similar attack took place on 12 May in Kaiga-Ngouboua, killing one soldier and wounding five others. The humanitarian community continues its efforts to expand the assistance coverage area. A joint needs assessment mission was conducted from 24 to 26 May in 8 recently identified sites hosting displaced people in Liwa sub-prefecture. The mission was made up of the United Nations Children's Fund (UNICEF), the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), the NGO Help-Tchad, the Commission Nationale pour l Accueil et la Réinsertion des Réfugiés (CNARR) and OCHA. Seven of the sites host internally displaced Chadians who arrived between July and December 2015 (Loudjia, Nguilbia, Salia, Yare, Yarame, Abourom, Bia), while the Zigueye site reportedly hosts 2,000 Chadian returnees from Niger, who mostly arrived at the end of April. Most sites have never received assistance (except food support in Zigueye and Yarame) and urgent needs are reported in five priority sites including food, drinking water and medical care. In-depth sectoral assessments are necessary to initiate an appropriate response. In addition, the registration process will confirm the number of displaced people. The humanitarian response capacity increases with the arrival of new NGOs and a USD 10- million funding granted by the Central Emergency Response Fund (CERF). These new actors include the NGO International Rescue Committee (IRC), which is planning health activities in the Liwa area and the NGO COHEB, which works in the education sector at Tagal site in Baga-Sola subprefecture. CERF funds will firstly address humanitarian needs in the northern basin of the Lac region (Liwa-Daboua axis) and Kangalom and Tchoukoutalia through life-saving assistance; and will secondly focus on food insecurity and malnutrition in the Sahel (Lac regions, Kanem, Bar-el-Gazal, Guera and Wadi Fira). Intervention sectors include nutrition, food security, health, water sanitation and hygiene (WASH), protection, and shelter/non-food items/cccm. The recipient agencies are UNICEF, the United Nations Fund for Population (UNFPA), the World Health Organization (WHO), IOM, HCR and the World Food Programme (WFP).

3 Chad Situation in the Lac region and impact of the Nigerian crisis Situation Report No.14 3 Affected populations have requested more sustainable solutions during the discussions of the Mini Humanitarian Summit in Baga-Sola, organized by OCHA to coincide with the Side Event on the Lake Chad Basin at the World Humanitarian Summit in Istanbul (23-24 May). The 25 participating displaced people and refugees requested in particular more support for subsistence activities (fishing, livestock farming, agriculture, trade) and more public infrastructure for access to basic services (schools, hospitals etc.). Participants came from the sites of Tagal, Dar-Nahim and Kafia, and Dar es Salam camp. Most of the discussions were broadcast live on Twitter to feed the high-level talks in Istanbul by giving a voice to the affected populations. Needs and Humanitarian Response SHELTER NON FOOD ITEMS - CCCM (Coordination and management of IDPs sites spontaneous sites and host villages) From 7 to 10 May 2016, UNICEF together with UNHCR distributed non-food items (NFIs) to 4,893 people (1,418 households) at Dilerom, Amma, Digou 1, 2 and 3 sites. On 18 May 2016, the NGO Help-Tchad distributed NFI kits to 666 households at Dar Al-Amné site. MSF CH distributed 96 NFI kits at Yarame site (Kiskawa - Daboua axis). The Shelter / NFI / CCCM cluster conducted rapid assessments at Bia and Yarame sites in the Liwa area on 25 and 26 May (1,545 estimated displaced people) and at Iga, Kolom and Foulatari sites (5,869 estimated displaced people). From 13 to 15 April, other cluster rapid assessments took place at five sites and identified 2,000 displaced people at Tataverom 2 site (Daboua subprefecture); 4,000 displaced people at Koudoulou site (Liwa); 2,250 at N'Djalia site (Daboua); 2,150 at Chebrey site (Daboua) and 750 at Moundi site (Daboua). Around 66 households from the Lac region and displaced in the village of Ideter in the area of Am Timan (Salamat region) for several months, returned to the Lac region. They have reportedly not resettled in their areas of origin but rather in IDP sites where they found family members. 16 households are still in the Am Timan area. The NGO Alima-Alerte Santé highlights a need for care and further support for returnees and their host families in the N'Gouri area. The CCCM cluster is planning a rapid assessment mission on site in order to measure the scale of population movements. Distributions of simplified NFI kits are needed in the eight newly identified sites in the Liwa area (Loudjia, Nguilbia, Salia, Yare, Yarame, Abourom, Bia, Zigueye) as well as a "door to door" registration of returnees and IDPs. WATER, HYGIENE AND SANITATION (WASH) UNICEF distributed hygiene and sanitation kits at Diamarom site (3,000 beneficiaries) and Tchoukoutalia site (5,586 beneficiaries). 4 bore holes were completed at the sites of Abouram, Dar Al Nahim, Melea 3 and Moundi, and a water tower was built in Tataverom. Needs are reported in WASH in the 8 newly identified sites in the Liwa area, especially in the 5 priority sites (Yarame, Abourom, Bia, Salia, Zigueye). These include the need for 28 boreholes (equipped with hand pumps) and 280 emergency latrines, the distribution of equipment for drinking water transportation and storage, and the organization of hygiene awareness-raising activities. EDUCATION The 2015/2016 school year is coming to an end. Most schools that are run by community teachers stopped classes at the end of May, in particular because of the non-payment of subsidies to these teachers for several months. Other schools will complete the school year on June 30 as planned.

4 Chad Situation in the Lac region and impact of the Nigerian crisis Situation Report No.14 4 Since March, WFP school meals have been implemented in 37 schools, in partnership with UNICEF (phase 1 of the project). Expansion of school meals to 92 schools is planned, in order to cover the needs of 15,000 pupils. From 16 to 20 May, 400 teachers were trained by UNICEF on hygiene and psychosocial issues. UNICEF also distributed educational materials in both schools of Dar-es-Salam camp for about 500 pupils. The NGO COHEB has started its activities in the education sector at Tagal site, in Baga-Sola subprefecture. It has built two classrooms and distributed educational materials. The non-payment of subsidies to community teachers remains an important issue to address, in particular in preparation of the 2016/2017 school year. In the five newly identified priority sites (Yarame, Abourom, Bia, Salia, Zigueye), it is urgent to set up Temporary Learning Spaces (TLS) and remedial education centres. In addition, Kiskra school s capacity should be strengthened to accommodate the children of Zigueye site. Moreover, awareness-raising activities for parents about the importance of education (for boys and girls) are needed throughout the area. NUTRITION According to the results of a screening for acute malnutrition carried out by WFP in sites located in the sub-prefectures of Daboua-Kangalam, Baga-Sola and Ngouboua in May 2016, nearly 4.63% of the 1,511 screened children suffer from severe acute malnutrition (SAM), well above the emergency threshold of 2%. The NGO IRC is operational in Liwa since 17 May for nutrition activities with confirmed funding for one year. PROTECTION / COMMUNITY SERVICES In Dar-es-Salam refugee camp, children from host communities participate in activities in the Child-Friendly Spaces. According to the Technical Group for Gender-Based Violence (GBV), some 17 cases of genderbased violence were reported in April, and 5 cases in the first half of May, including three refugees and two IDPs. From 17 to 21 May 2016, 133 people (74 women and 59 men), including the Prefect of Kaya, attended the third training on how to fight against GBV. This training was organized especially for the Committee on Sexual and Gender-Based Violence (SGBV), SGBV school clubs of Dar-es- Salam schools, leaders of Dar-es-Salam camp and village, and groups of men involved in the fight against SGBV. MSF CH continues its mental health activities in Dar-es-Salam refugee camp, in Baga-Sola health centre and in mobile clinics. The establishment of community protection networks is necessary to better monitor risks and protection cases as well as to meet the protection needs of displaced people living in sites. In the five newly identified priority sites (Yarame, Abourom, Bia, Salia, Zigueye), a need is reported as regards the establishment of mechanisms for the management and transformation of inter-community conflicts.

6 Chad Situation in the Lac region and impact of the Nigerian crisis Situation Report No.14 6 HEALTH From 13 May to 15 July, UNFPA is conducting a campaign called "Campaign to Accelerate the Fight against Maternal Mortality, HIV Prevention, and the Repositioning of Family Planning in the Lac Region. The activities selected for this campaign include assisted births, prenatal care and family planning. UNFPA also deployed around forty midwives in the field to provide a two-month support in reproductive health. Two midwives are located in each of the 16 primary health centres, four are in Bol regional hospital, and six in mobile clinics. Structures are located in Liwa health district (Liwa urban health centres, Kiskawa, Kiskra, Daboua and Tataverom), Baga-Sola health district (Ngelia, Ngouboua, Tchoukoutalia, Dar-es-Salam health centre and Baga-Sola urban health centre) and Bol (Bol Regional Hospital, Ngarangou Sawa Matafo and Melia health centres). In this context, UNFPA s mobile team in Liwa conducted consultations for 105 pregnant women from 14 to 26 May for their first prenatal visit (CPN1). From 20 to 30 May, two UNFPA mobile clinics conducted eight outings in Baga-Sola health district (Bibi, Tchingam, Tagalog, Koulkime). From 9 to 15 May, UNFPA also supplied 16 priority health centres in the Lac region in medicotechnical equipment, medicines and consumables (contraceptives, oxytocin, magnesium sulphate, antibiotics, etc.). Meanwhile, the NGO MSF CH conducted an exploratory mission on the Kiskawa - Daboua axis and set up a temporary mobile clinic in Yarame. In collaboration with the Ministry of Public Health, MSF CH continues its mobile clinic activities: on the Baga-Sola axis in Forkoulom (2,152 consultations in the last month) and Koulkime (2,087 consultations); on the Liwa-Daboua axis in Djamaron (1,599 consultations); and in the Bol area in Yakoua (2,300 consultations / month on average). The NGO also continues to support Tchoukoutalia health centre and Bol Hospital (paediatrics, gynaecology and obstetrics, and malnutrition). MSF CH also started a vaccination campaign in three rounds targeting a total of 29,000 people in all its intervention sites, in Dar-es- Salam refugee camp and in Dar-Nahim site. Finally, the NGO IRC is currently deploying in the Liwa area for activities in the health sector, with funding provided for a period of one year. Specific health needs are reported in the five newly identified sites (Yarame, Abourom, Bia, Salia, Zigueye): these include considering free access to health care for vulnerable displaced/returned women, children and men, and increasing the capacity of medical facilities and the availability of essential medicines. FOOD SECURITY / LIVELIHOODS From 13 to 24 May, WFP organized food distributions to 40,000 displaced people at 15 sites, coupled with specialized nutritional assistance to 3,300 children under the age of 2 years. During the same period, some 5,400 refugees benefited from WFP food distributions in Dar-es-Salam camp. In late June, WFP plans to introduce a food assistance programme for displaced people in the form of cash transfers in some sites around Bol where markets are functioning and will be able to meet additional demand. This approach will allow displaced people to get various food supplies from local traders. Preparation for this distribution is underway. From 16 to 20 May, the Food and Agriculture Organization (FAO) carried out a mission in the Lac region to monitor its emergency projects underway, including a CERF-funded project. The 60 farmers who are beneficiaries of this project received animal feed endowment in exchange for their animals with the lowest overweight. Some 164 cattle heads have already been removed from storage (as of 1 June 2016). The second stage of the project is being finalized, namely the certification of the dried meat produced with these animals (846 kilos to date). Quality control was conducted by the Centre for Quality Control of Chadian Food Commodities (CECOQDA), and the certification process is underway. During the third stage, dried meat will be distributed by the NGO International Medical Corps (IMC) as part of a nutritional support to pregnant and breastfeeding women and malnourished children. The International Committee of the Red Cross (ICRC) began a distribution of seed, farming equipment and essential household items to 5,300 families (displaced and host populations) in Liwa and Baga-Sola sub-prefectures on 8 June. The goal is to boost farming activities and improve the economic situation of affected populations.

Ten facilities have been set up for fish drying and ten canoes were repaired. Food distributions to displaced people in the five newly identified priority sites (Yarame, Abourom, Bia, Salia, Zigueye) are urgently required. Agricultural support (seeds distribution; training in good practices for market gardening and food producing) is also critical for the displaced and host communities in these areas.
