1 [1] Highlights Period Covered 25 Dec Jan Since 5 December, UNHCR has provided non-food items (NFIs) and shelters to some 4,600 IDP households in and in the North West. More than 1,500 IDP households in and in Bossangoa were provided with NFIs during the reporting period. UNHCR continues to strengthen its capacity in CAR. Since the beginning of the emergency, 15 additional staff have been deployed and additional vehicles, equipment and stocks of NFIs have started to arrive in. UNHCR and partners are finalizing an inter-cluster plan of assistance for the airport site coupled with a strategy for the relocation of IDPs who have settled in the custom area. UNHCR conducted several needs evaluations in IDP sites in, including in new displacement sites. The 100 Day Plan came out on 24 December. In total, USD 152.2M is requested by agencies to assist some 2.2 M people in need of humanitarian assistance. Publication of the 100 Day Plan Overall Owing to renewed violence in CAR, several countries have started repatriating their nationals. Thousands of Chadians have already been evacuated. Cameroun also flew home several hundreds of its citizens last week. Senegal and Niger, meanwhile, have asked IOM for help to repatriate their nationals. UNHCR is working with IOM to identify refugees and asylum seekers who have expressed their will to return. In addition, several hundreds of nationals from the Democratic Republic of the Congo have expressed their will to return. compound which has already reached its full capacity. On 31 December, demonstrations were held on the airport tarmac by a group of IDPs from Don Bosco site who were fleeing an attack. The Protection Cluster and the OCHA civil-military coordination focal point were in contact with the demonstrators whose claims were mainly political. The MISCA force dispersed the crowd in the afternoon. According to Médecins Sans Frontières, several IDPs were reported injured and a six-month-old child died. During the reporting period, the level of violence in the city remained particularly high. Following the clashes of December in, 44 bodies were recovered by the Red Cross and a mass grave containing more than 20 bodies was discovered. On 25 December, armed elements broke into the UN dispensary, threatened the guards and took away two computers. With the return of violence in, many of the national staff families were directly targeted and moved out from their houses to some safer locations in such as the BINUCA Bossangoa Several killings, looting and arsons in the area of Bossangoa led to an increase of the IDP population at the Archbishop Site and Ecole Liberté. Bozzoum Several clashes between Anti-Balaka and Ex-Seleka were reported last week. The situation remains tensed in Bozzoum and its area.

3 [4] Update per Sector Protection UNHCR, through its partners the Danish Refugee Council and Mercy Corps, continues to monitor protection cases in the Ouham prefecture and in. The data collected through the monitoring allows UNHCR and its partners from the Protection Cluster to develop tailored protection interventions. UNHCR is also present in Bossangoa where it collects data on protection incidents and refers individual cases to the Protection Cluster. The Protection cluster, led by UNHCR, increased its partnership with OCHA civil-military coordination focal point to enable direct responses for intervention and preventive action. For example, on 25 December, the Protection Cluster was asked to intervene at the airport Site to protect an individual accused of being a Seleka member. The Cluster contacted the MISCA force which successfully extracted him to a safer location. In addition, the Protection Cluster advocated for the MISCA to secure the third and the fifth arrondissements as well as the Don Bosco area as a priority. The Protection Cluster is currently working on a methodology for the collection and the analysis of data on IDPs. In that respect, UNHCR and IOM have already finalized question forms. One of the main challenges in the gathering of IDP figures in CAR is the fact that several IDPs in the country are hiding in remote areas to which agencies do not have access. Displacement figures will be compiled by the Protection Cluster and presented to the Commission Mouvement de Population (within the Protection Cluster). The Commission meets on Wednesdays at UNHCR Office to analyze and validate the data collected. Updated IDP figures will be published on a weekly basis in UNHCR and OCHA updates. The Protection Cluster is currently compiling a 3W Matrix in order to map out all the protection-related activities conducted by humanitarian agencies in CAR. Site profiles for the top 5 sites (Airport, Boy Rabe Monastery, Don Bosco, Saint Joseph de Mokassa and Archbishop/Saint Paul) are being developed. The profiles will be updated on a weekly basis.

4 Site Management and Site Coordination In Bossangoa, UNHCR arranged a 4.5 hectare area at the Archbishop site, home to some 41,000 IDPs in order to reduce congestion. The activation of the Camp Coordination and Camp Management (CCCM) Cluster has been proposed by the Humanitarian Coordinator to the Under-Secretary General for Humanitarian Affairs and Emergency Relief Coordinator. Pending a final decision from the Under-Secretary General for Humanitarian Affairs and Emergency Relief Coordinator, UNHCR was designed as Cluster lead while IOM will function as co-facilitator of the Cluster. In line with the IASC Transformative Agenda, UNHCR as CCCM cluster lead is accountable to the Humanitarian Coordinator for facilitating a process at the cluster level. The CCCM will support service delivery, in line with strategic priorities and inform strategic decision-making of the Humanitarian Coordinator/Humanitarian Country Team through needs assessments and analysis of gaps. The Cluster will also monitor and report on the implementation of the cluster strategy and results and will build the capacity of local actors to ensure a phase out once appropriate. Shelter and Non-Food Items BANGUI Saint Sauveur Church: Kitchen sets, blankets, plastic sheeting, sleeping mats, mosquito nets and buckets were provided to more than 500 IDP households. FOMAC and Lazaristes sites: Covers, sleeping mats, plastic sheeting and mosquito domes were provided to some 600 households. Shelter and Non Food Item Cluster The WASH-Shelter/NFI Cluster has been de-merged into two separate Clusters. UNHCR leads the Shelter and Non Food Item Cluster and ACTED is the Co- Facilitator. UNHCR Shelter and NFIs Cluster Coordinator arrived on 24 December and participated in the first meeting of the Cluster on 30 December. The Cluster s main objective is to harmonize assessment methodologies, strategies and priorities among agencies. The distribution at the Airport Site, the biggest site in, is among the main challenges for the Cluster. As a result, a special Task Force composed of OCHA, UNHCR, UNICEF, WFP, and WHO, has been created to agree on a distribution plan.. Distribution of NFIs at Lazaristes Site in. UNHCR/B.Ntwari

5 BOSSANGOA BANGUI Central African Republic Emergency Archbishop Site: 20 plastic sheeting were provided to COOPI for the establishment of distribution warehouses. Democratic Republic of the Congo Embassy: UNHCR visited the Embassy this week where some 500 Congolese are currently waiting to be repatriated. As people are sleeping under the open sky, UNHCR set up four tents on the site. BOSSANGOA In Ecole Liberté and Archbishop sites, UNHCR provided 322 families with sleeping mats, covers, sanitary napkins, plastic sheeting and buckets. 6 Assessments The Multi-Cluster/Sector Initial Rapid Assessment (MIRA) mission in and the North-West region (Bouar, Paoua, Bossangoa and Kaga-Bandoro) returned to. Despite security and logistics constraints, some 90 per cent of areas targeted have been covered, and teams returned without incident. Data collected during the mission is being compiled by OCHA. Inter-agency visit to Bossangoa: On 29 December, Cluster lead agencies accompanied the Humanitarian Coordinator in his first visit of IDP sites in Bossangoa. The presence of armed elements in both sites: Ecole Liberté and the Archbishop site is of great concern. While several agencies are planning to establish a presence in Bossangoa, procurement of building material, fuel and basic items in general remains one of the main challenges. UNHCR/B.Ntwari Inter Cluster strategy for the airport: Several inter-agency meetings on the assistance to IDPs at the Airport Site, where some 100,000 IDPs are staying, were held during the reporting period. On 28 December, UNHCR Representative, accompanied by the CCCM the Reporting and the PI officers visited the Airport Site and urged IDPs to join Humanitarian agencies in the designing of a strategy of distribution. Cluster leads visited the site on 29 December to meet with site facilitators and to assess humanitarian needs. The main challenge for the distribution remains the lack of security on the site. This has forced several agencies to stop their distribution until security improves. Organizations are now looking at resuming distributions in a coordinated manner. Agencies are in contact with the Sangaris and MISCA forces to secure areas of distribution as well as areas of displacements. A multi-sector strategy is to be finalized this week.
