3 Background Increasing number refugees + Funding constraints + Heterogeneous vulnerability situation of refugees = Need of targeted assistance and programme design according to the specific needs March ECHO funded WFP PROFILING EXERCISE UNHCR and UNICEF co-fund some activities Source: UNHCR 22/4/2013 update
4 Objectives GENERAL Provide targeted assistance to Syrian refugees according to multi sectoral vulnerability criteria. SPECIFICS Characterize the refugee population in relation to key multi sector indicators. Estimate the current vulnerable population and the expected caseload. Identification of multi sectoral eligibility criteria and methodology for targeting according to their vulnerability. Apply the eligible criteria and methodology suggested by the results of the assessment and agreed among stakeholders.

6 Census vs sampling Possibility of more in depth questionnaire Reduce data collection time Reduce field staff needed better quality Suggest targeting criteria and methodology based on sound analysis Gives the possibility of reducing number of household visits and/or the information to be collected at the household.
7 Methodology - Phase I Population Syrian refugees registered and awaiting registration with UNHCR Sampling STRATIFICATION according to their registration date Awaiting registration ( 128,000 persons) 2 Registered in the preceding 3 months ( 135,000 persons) 3 Registered in the preceding 3-6 months ( 73,000 persons) 3 Registered over 6 months ago ( 58,000 persons) 3 Within each strata - 2 Stage cluster random selection. 1 st stage cluster selection proportional to population size 2 Numbers based on 10 April 2013 data base provided by UNHCR. 3 Number based on 17 April 2013 update. ttp://data.unhcr.org/syrianrefugees/country.php?id=122
8 Methodology - Phase I Estimated prevalence: 50% Desired precision: 10% Design effect: 3 Population size / strata = 345 HH Total population size = 345 x 4 = 1380 HH Non valid response households: 10% Assumptions Minimum 30 clusters / strata. 2 persons / HH visit (= 1 pair) 5 households / day / pair. 2 pairs / cluster / day (=1 team) 1 supervisor / 2 teams (4 pairs of enumerators) Minimum time for data collection minimum # enumerators
9 Methodology - Phase I Operations 1 team (= 4 persons) / cluster/ day = 10 HH 345 (HH / strata) / 10 (HH / day /team) = cluster/ strata 35 (cluster / strata) * 4 strata = 140 clusters Option 1: 14 teams (56 enumerators) 10 days data collection 7 supervisors (1 per 2 teams) Option 2: 20 teams (80 enumerators) 7 days data collection. 10 supervisors (1 per 2 teams)
10 Methodology - Phase I Method Data collection by electronic devices (ODK) Daily upload Data security provision ensured. HH appointments only on the spot to reduce the risk of preparation by the household A field test will be conducted in advance to ensure the feasibility of the approach. Questionnaire Multi-sectoral Maximum 1 hour long
11 Analysis - Phase I Descriptive statistics of direct and indirect indicators by strata and operational areas. Classification of households according to their vulnerability following the criteria proposed by each sector. Indicators will be classified into 3 groups: Feasible to collect during refugee registration (REDUCED LIST). Feasible to collect without HH visit (EXPANDED LIST). Feasible to be collect only by household visits (HH LIST). Logistic analysis for each set of indicators Criteria identification Inclusion and exclusion error.
