1 RETURN OF UNDOCUMENTED AFGHANS MONTHLY SITUATION REPORT DECEMBER 217 Highlights 1,987 undocumented Pakistan Afghans returned from 51,751 undocumented Afghans returned from Iran 98,191 total returns from Pakistan since 1 Jan ,361 total returns from Iran since 1 Jan % of returnees from Pakistan (1,737 individuals) assisted Returnee families from Pakistan are registering for their Winterization in Eva Schwoerer, 217 6% of returnees from Iran (2,982 individuals) assisted 732 Unaccompanied Migrant Children (UMC) from Iran among those assisted, 5 from Pakistan 439 Special Cases (SC) from Iran among those assisted, 29 from Pakistan 441 Medical Cases (MC) from Iran among those assisted, from Pakistan ACC Registration Pakistan Return from Pakistan A total of 1,987 undocumented Afghans spontaneously returned or were deported from Pakistan through the (Nangarhar) and (Kandahar) border crossings during December 217, according to the Border Monitoring Team of the Directorate of Refugees and Repatriation (DoRR). Of the total returnees, 1,87 were spontaneous returnees and 179 were deported. This number marks a 42% decrease compared to the previous month (3,436). The total number of undocumented Afghan returnees from Pakistan since 1 January 217 is now 98,191 provided postarrival assistance to 87% of undocumented Afghan returnees from Pakistan (1,737 individuals), including 1,17 individuals in poor families and 594 individuals in single parent families, 29 individuals as special cases (SC), 5 unaccompanied migrant children (UMC) and 2 Mentally Ill (MI). The assistance provided includes meals, accommodation, basic medical screening, NonFood Items (NFIs), onward transportation cash grants and referral services, as well as support from partners. As of 2 January 218, the Government of Pakistan s National Database and Registration Authority (NADRA) supported by the Government of Pakistan and has received over 665,495 applications from undocumented Afghans for Afghan Citizen Cards (ACC) across 21 registration centers. The cards themselves are currently in production and have yet to be issued. The registration exercise commenced on 2 July 217 and is expected to continue into next spring. ACC cards grant undocumented Afghans temporary stay in Pakistan, pending their return to Afghanistan, to regularize their legal status by acquiring a passport and visa. Situation Overview is responding to a substantial increase in the return of undocumented Afghans from Pakistan and Iran. Since 1 January 217, over 56,552 undocumented Afghans have returned due to diverse push factors, including deteriorating protection space in Pakistan and Iran. This figure represents a significantly lower rate of return than in previous year. Most of those returning have lived outside of Afghanistan for decades, and will need support from the government and humanitarian actors both on arrival and as they seek to reintegrate. As the rate of return is influenced by a number of political, security and other related factors both in Afghanistan and neighboring countries, another surge in returns could occur at any time. 2 RETURN OF UNDOCUMENTED AFGHANS Situation Report December 217 Return from Iran A total of 51,571 undocumented Afghans spontaneously returned or were deported from Iran through the Milak (Nimroz) and Herat (Islam Qala) border crossings during December 217, 6% less than in the previous month. Of the total deported undocumented Afghans, 11,84 individuals were deported through Islam Qala (Herat) and 12,853 were deported through Milak (Nimroz). Of those who spontaneously returned, 19,637 returned through Islam Qala (Herat) and 7,277 through Milak (Nimroz). Out of the total deportees, 1,53 individuals (6%) were deported with family members whereas 23,154 (94%) were deported as individuals.
