1 RETURN OF UNDOCUMENTED AFGHANS MONTHLY SITUATION REPORT JANUARY 218 Highlights 1,881 undocumented Afghans returned from Pakistan 47,266 undocumented Afghans returned from Iran 1,881 total returns from Pakistan since 1 Jan % of returnees individuals) assisted from Pakistan (1,665 4% of returnees from Iran (2,11 individuals) assisted 336 Unaccompanied Migrant Children (UMC) from Iran among those assisted, 5 from Pakistan 314 Special Cases (SC) from Iran among those assisted, 32 from Pakistan HE Governor of Nimroz Sami and HC/RC Toby Lanzer at Melak Sayed Abdul Sadat, IOM 218 Return from Pakistan A total of 1,881 undocumented Afghans spontaneously returned or were deported from Pakistan through the Turkham (Nangarhar) and (Kandahar) border crossings during January 218, according to the Border Monitoring Team of the Directorate of Refugees and Repatriation (DoRR). Of the total returnees, 1,663 were spontaneous returnees and 218 were deported. This number marks a 5% decrease compared to the previous month (1,987). The total number of undocumented Afghan returnees from Pakistan since 1 January 218 is now 1,881. IOM provided post-arrival assistance to 89% of undocumented Afghan returnees from Pakistan (1,665 individuals), including 1,155 individuals in poor families and 478 individuals in single parent families, 32 individuals as special cases (SC), and 5 unaccompanied migrant children (UMC). The assistance provided includes meals, accommodation, basic medical screening, Non-Food Items (NFIs), onward transportation cash grants and referral services, as well as support from partners. 35 Medical Cases (MC) from Iran among those assisted, from Pakistan. Out of the total assisted, 5% (177) were Female HH Inter-Agency Missions IOM supported inter-agency missions to Kandahar and Nimroz provinces on February 14 and 15. The delegation was led by HC/RC Toby Lanzer and was joined by representatives from DORR, AIHRC, IOM, WFP, WHO, UNICEF, OCHA, UNFPA, UNMAS. In Kandahar, the delegation reviewed preparedness measure of Government counterparts and UN agencies for potential mass returns of Afghans from Pakistan in 218. In Nimroz, the delegation observed the progress on improving the assistance to vulnerable Afghan returnees from Iran in 218 by UN agencies and Government counterparts. Situation Overview IOM is responding to a substantial increase in the return of undocumented Afghans from Pakistan and Iran. Since 1 January 218, over 49,147 undocumented Afghans have returned due to diverse push factors, including deteriorating protection space in Pakistan and Iran. Most of those returning have lived outside of Afghanistan for decades, and will need support from the government and humanitarian actors both on arrival and as they seek to reintegrate. As the rate of return is influenced by a number of political, security and other related factors both in Afghanistan and neighboring countries, another surge in returns could occur at any time. The governments of Afghanistan and Pakistan together with UN counterparts are presently discussing options to extend Proof of Registration card validity for 1.4m Afghan refugees in Pakistan and to begin the issuance of Afghan Citizenship Cards for more than 8, undocumented Afghans. IOM is working to scale up its support to returnees in coordination with the Government of Afghanistan and other humanitarian partners in line with the 218 Humanitarian Response Plan (HRP). 2 RETURN OF UNDOCUMENTED AFGHANS Situation Report January 218 Return from Iran A total of 47,266 undocumented Afghans spontaneously returned or were deported from Iran through the Milak (Nimroz) and Herat (Islam Qala) border crossings during January 218, 8% less than in the previous month. Of the total deported undocumented Afghans, 9,323 individuals were deported through Islam Qala (Herat) and 14,535 were deported through Milak (Nimroz). Of those who spontaneously returned, 17,688 returned through Islam Qala (Herat) and 5,72 through Milak (Nimroz). Out of the total deportees, 1,28 individuals (5%) were deported with family members whereas 22,578 (95%) were deported as individuals. This brings the total number of undocumented returnees from Iran since 1 January 2178to 47,266. IOM provided post-arrival humanitarian assistance to 2,11 (4%) undocumented Afghans deported from Iran at its s in Nimroz and Herat, including 866individuals in Deported Families (DF), 336 Unaccompanied Migrant Children (UMC), 314 Special Case (SC), 35 Medical Cases (MC), 44 Unaccompanied Elderly (UAE), 38 Single Parents (SP), 37 Physical Disabled (PD), 33 members of a Poor Family (PF), 19 Drug Addicted (DA), 9 Single Females (SF), 6 Chronically Ill (CI), and 4 Mentally Ill (MI). Furthermore, during the reporting period 17 dead body returned from Iran. 5 RETURN OF UNDOCUMENTED AFGHANS Situation Report January 218 Annex 5: Case Study of a Woman who had Breast Cancer and Treated in Kabul with IOM Financial Assistance Firooze is 3 years old and is suffering from breast cancer. Her family, unable to afford to pay for her treatment in Iran, decided to return to Afghanistan after having lived in Iran for almost 1 years. IOM assisted her with humanitarian post arrival assistance, case management and facilitated her operation which was successfully done in the government hospital in Kabul. She is feeling better and will continue her treatment until she can leave the hospital and be reunited with her parents, husband, and three children in Baghlan province of Afghanistan.
