Assessment Finding and Recommendation in brief: The security situation in Ghor and Badghis provinces has worsened in 218 due to fighting between AOGs and government authorities in the districts of Jawand and Qadis (Badghis), Kohistan (Sar-e Pul), Charsada, Chaghcharan, Pasaband, Dawalatyar, Taywarah, Saghar, Dolaina and Sharak district of Ghor. This has prompted displacement to Chaghcharan city which remains under the control of government. IDPs from Jawand and Qadis likely came to Chaghcharan because AOGs have blocked the road between Jawand, Qadis and Qala-e-Now. In Chagcharan city, the assessment team consisted of WFP, UNHCR and DoRR under the leadership of ACF. The team identified 62 HHs as eligible under AC28 one HH remained from AC22 and added in this caseload and totally 63 HH are eligible for ERM and 69 HH are eligible for ERM partners.
2 Assessment findings: Household compositions (total # individuals: 347 Individuals) ü All 63 HHs were displaced during the month of August 218. ü 61 HHs (97%) are hosted with their relatives and host families who have been temporarily hosted and provided them with their unused rooms of poor condition for free of charge, 2 HHs (3%) are living in rented house and they promised will pay 1AFN per month. According to the assessment findings, their living and shelter conditions were poor and as winter is coming their rooms need some protection and no one could maintain the privacy, safety and security of the HH members and their belongings. ü 48 IDP HHs (76%) are using hand pump or dug well water as host families have enough water, 15 HH (24%) were found using pipe and river/stream that was apparently not safe. 62 IDP household women were fetching the water reportedly. ü Out of 63 HHs, 24 IDP HHs do not have access to latrines, all the rest use family latrines. For those families that do not have access to latrines, UNHCR will distribute hygiene kits and the ERM program will construction of emergency latrines for them after a detail WASH assessment. ü All 63 IDPs household (1%) reported that during the displacement period they have lost their assets, expensed their cash, and their coping mechanisms are borrowing or relying support by their relatives and host community. Before displacement, 1% of them had different livelihood sources, but after displacement, they do not have income and do not have any livelihood source. Being displaced from remote areas, there is not much daily work and IDPs are not familiar in CCN city to find work moreover, they do not feel safe to leave their family alone while they are at work. ü 49 HHs (78%) of them reported that their food stocks are less than one week and the remaining 11(17%) IDP households reported that they have food stock 1-3 week and three HH (5%) declared that they have more than three weeks Food stock. ü 42 IDP (67%) HHs reported that they have to pay back more than 8AFN, 2 HHs (31%) have 2-8AFN debt and 1 HHs (2%) have 2AFN debt. ü 1% of the respondents shared that they have easy access to the market and the average distance to the market was found less than 3 KM. ü In terms of food security indicators, assessment finding revealed a critical situation. 1% of the HHs were found in high category in terms of coping strategies while 98% of the HHs were having a poor FCS and only 2% have borderline FCS. ü 1% of the HHs mentioned that they did not receive any type of external assistance since the displacement; the only support they received is from their relatives and communities. ü Food, NFI kits, health, rental/shelter support, transportation and provision of hygiene items were found as their immediate needs. As compared to in kind-support, people preferred to receive cash support to address their immediate needs. The assessment team consisted of WFP, UNHCR and DoRR, led by ACF. 165 HHs were recorded through the petition system however after the assessment 62 HHs were found as eligible for cash assistance and one HH were remain from AC22 caseload added to this caseload in total 63 HHs are selected for response. After the joint assessment, joint team shared their recommendations, which were endorsed by the joint coordination team later. Ø Top up multi-purpose cash assistance for all 63 HHs. The total amount for 63 HHs will be 24,AFN in one installment and distribution will be on 5 Nov 218. Ø ARRA (UNHCR partner) will distribute NFI and hygiene kits for 69 IDP HHs and 6 HH are not eligible as per ERM criteria. 3. Sectorial Issues: Food Security, Nutrition and Livelihood: The overall food security situation is found to be critical. All 63 IDPs families (1%) reported that during the displacement period they have lost their assets and spent their entire cash savings. They also shared that they were borrowing or relying on their relatives and host family support. 49 HHs (78%) of them reported that their food stocks are less than one week and the remaining 11 (17%) IDP households reported that they have food stock 1-3 week and 3 HH (5%) declared that they have more than three weeks Food stock. None of 63 HHs earn anything because daily work activities are rarely available in Chaghcharan city and they are not familiar with the labour market (formal and informal). All IDP HHs have been hosted by their relatives or hosted in a new area. Influx of IDPs to their relatives in the safe areas has not only affected the communal resources adversely but also the hosting communities/families have started utilizing their level food stocks. Assessment findings show that all 62 HHs (98%) have a poor FCS and the coping strategies of 63 HHs (1% is high, the level of debt is high, 42 IDP (67%) HHs reported that they have to pay back more than 8AFN, 2 HHs (31%) have 2-8AFN debt and 1 HHs (2%) have 2AFN debt..

5 A) NFI: (provide detailed information about NFI items lost due to disasters/crises as well as what type of NFI is needed for how many families and when? NFI can include cooking items, kitchen items, hygiene items, bedding, clothing, fuel etc.) 63 IDP HHs reported that they were not able to carry their NFI items while fleeing from their areas. For the moment, hosting families have offered some of the NFI items like blankets and plates etc., however, this will help only a short period of time. UNHCR through ARRA will provide NFI and hygiene kits for the 69 IDP HHs. How many people live in open space, sheltered with host families, etc. What kind of shelter support/assistance is needed and for How many families). Are there land ownership issues?) 61 HHs (97%) are hosted with their relatives and they have been temporarily hosted by their relative/ host community and provided them their unused rooms free of charge, 2 HHs rented house and they promised will pay 1AFN per month. However, these residences are not in a good condition and the room IDPs using are in a bad condition. The weather is also getting colder (winter approaching). Therefore, to ensure the safety and dignity of the IDPs cash for rent is recommended so that the displaced families could live in safe and protected dwellings or at least live with dignity by paying rental fee. Recommendation: ACF will provide the full amount of cash allocated to Shelter as per the SMEB calculation to the 63 IDP HHs. C) WASH: (provide detailed information about Water sources, affected water source, sanitation (latrines, used water and solid waste management) and hygiene issues. What is recommended in WASH sector and when?) IDPs and host families are sharing the same water source. After detail WASH assessment ACF will responded with emergency both and latrine construction to the HHs need for both and latrine, D) Protection: (provide detailed information about protection issues, protection needs, PSN and EVIs (Female H, elderly HHs, child HH, chronically ill members, disable members) and provide precise recommendation regarding IPAs) Females are leading four HHs. Referrals will be made to the relevant organizations if needed at a later stage. The point about protection was discussed in the joint coordination team meeting. F) Health: (provide information about health issues, damaged/destroyed health facilities, current/available health facilities, access to health services and recommended assistance in this regards) All families displaced to Chaghcharan center have access to provincial hospital; health services are almost free of cost. ACF will however cover the transportation and health-related expenditures through its cash assistance.
7 Recommendation: ACF will cover the transportation and health-related expenditures through its cash assistance (top up SMEB). H) MARKET ASSESSMENT: (provide summary information regarding the local market, accessibility, security constrains and fill the table if a market assessment has been conducted) All IDP households are hosted in provincial center and villages are near (around 3 KM) away from the market. IDPs have access to the market, therefore, cash support is preferred modality. ERM team did market assessment the price of each food item is found as follow. Needs were identified by the joint assessment team and it has been decided in the coordination meeting that joint team did the assessment, would address the priority needs through food, NFIs and cash assistance to cover other needs respectively. 4. Urgent Priority needs of affected people (as per affected point of view) (Provide detailed information about top 3 priority needs of affected population as per the opinion of affected population and provide your recommendation how and when identified needs shall be addressed) According to the findings of the assessment and prioritization by IDPs, food, NFIs, Shelter and transportation are their top priority needs. These needs have to be addressed within 8 days after the completion of the assessment in line with the ERM Common Rationale. Ranking of Priority Needs by IDPs

IDPs are scattered in city; therefore, our assessment took more time. Filling the HEAT on the tablet takes a little time; our partners do not use HEAT, and criticized ACF for wasting their time. 5..
