1 IOM South Sudan IOM OIM SITUATION REPORT SITREP # April 2014 Assembling shelters in the UN House Protection of Civilians site in Juba Harish Murthi/IOM OVERVIEW OVERVIEW The security situation in South Sudan remains highly volatile and unpredictable. Sporadic events of insecurity have been reported in Jonglei, Unity and Upper Nile states. The early start of the rainy season in many parts of the country has raised concerns over road access to reach conflicted areas where vulnerable displaced communities are located. According to UN estimates, 60% of roads are likely to become impassable by June due to flooding. To ensure that humanitarian assistance reaches vulnerable displaced communities, aid agencies are prioritizing the prepositioning of medical supplies, shelter and non-food items (NFIs) and WASH supplies in Jonglei, Unity and Upper Nile between April and June. There are currently an estimated 62,825 displaced people seeking refuge in PoC areas in eight UNMISS bases across the country. Around 803,200 people are HIGHLIGHTS Airlift of civil works machinery and site improvement equipment to Malakal is on-going to expedite site improvement and expansion 2,875 displaced people provided with relocation assistance from UNMISS Tongping to UN House displaced across South Sudan and over 270,000 people have fled to neighbouring countries since December As of 7 April, a total of 2,875 internally displaced people (IDPs) have been provided with movement assistance from UNMISS Tongping to UN House. This figure represents 1,530 new arrivals at Tongping, who were relocated immediately to UN House, and 1,345 already living in Tongping who voluntarily relocated to UN House.
2 IOM RESPONSE WATER, SANITATION AND HYGIENE IOM is the Upper Nile State focal point for water, sanitation and hygiene (WASH) assistance covering Malakal, Melut, Wau Shiluk, Rom and Dethoma. IOM also provides WASH support to IDPs in Turalei and Aweng, Warrap State. Upper Nile State Malakal An average of 200,000 litres of water from the main treatment plant is being delivered and distributed to 18,033 individuals in the UNMISS Malakal PoC site on a daily basis. 12 litres Water availability per person per day (ideal standard = 15 l/p/d) 1:64 Latrine availability (below standard of 1:50) IOM and WASH partners are stepping up hygiene promotion activities with special focus on cholera awareness education and social mobilization for the cholera vaccination campaign which started on 9 April. Melut An extension to the UNMISS Melut PoC site was completed this week along with four latrines and three bathing units. 59 The total number of functional latrines at the Melut PoC 19 litres Water availability per person per day (above the ideal standard of 15 l/p/d) An average of 20,000 litres of safe water is being delivered to IDPs in the Melut PoC on a daily basis. Hygiene promotion activities are ongoing in the PoC site and surrounding areas, focusing on water-borne disease prevention. On 6 April, critically-needed WASH supplies arrived by road from Maban to reinforce operational and humanitarian needs in the PoC. Warrap State Turalei The IOM WASH team completed the construction of 11 bathing units (six in Pagal and five in Agany) and 525 bars of soap were distributed in Pagai. In addition 10 boreholes are undergoing rehabilitation in Gogrial East. HEALTH IOM is the primary health care provider for IDPs, returnees and host communities in Renk and Malakal (Upper Nile State) and Bentiu (Unity State), operating mobile and semi-static clinics. Upper Nile State Malakal IOM is working closely with the Health Cluster to prepare a Cholera Preparedness and Response Plan aimed at mitigating the risk of an outbreak during the rainy season. Plans are also underway to establish Oral Rehydration Posts inside the UNMISS PoC site, as a contingency measure and as a referral system if suspected cases are identified. While the current situation in the PoC is concerning, an outbreak of cholera or other waterborne diseases including hepatitis E and typhoid is not inevitable as of yet. Prevention and containment will require surge resources to ensure behaviour change messaging is communicated effectively to the IDP community. 2

IOM and UNHCR co-lead the CCCM Cluster, in coordination with ACTED. IOM continues to act as CCCM state focal point in Upper Nile, Jonglei and Warrap states, providing technical assistance and operational support to CCCM partners according to their needs. CCCM GRANTS Through the support of the UN Central Emergency Response Fund (CERF), IOM has disbursed grants to seven partners to support the establishment of CCCM structures in 17 counties covering Central Equatoria, Eastern Equatoria, Jonglei, Unity, and Upper Nile states. These grants will provide over 100,000 IDPs with lifesaving CCCM support and will enable partners to set up camp management structures and rapidly respond to the needs of vulnerable displaced populations. Site improvements will also be carried out to improve living conditions of the IDPs as they await more durable solutions. 3
4 Malakal, Upper Nile State Addressing the issue of over congestion in the UNMISS Malakal PoC is a CCCM priority. The space currently available in the PoC site stands at four square meters per person. IOM is working with CCCM partners and UNMISS engineers to improve living conditions and expand the PoC site. IOM 2014 On 8 April, IOM started an airlift of civil works machinery and site improvement equipment to Malakal to expedite site improvement and expansion. The first consignment of machinery airlifted includes tractors, backhoes and trailers. Humanitarian Hubs The CCCM Cluster is establishing humanitarian hubs for aid workers at key displacement locations throughout the country. To date, humanitarian hubs are operational on the UNMISS bases in Bor and Awerial. In addition, the cluster is rolling out mobile hubs to increase humanitarian response outside of UNMISS bases. The mobile hubs enable the quick establishment of a base camp for humanitarian operations in deep field locations, where teams will be able to deploy rapidly to conduct life-saving operations. SHELTER AND NON-FOOD ITEMS As lead of the Shelter and Non-Food Items Cluster in South Sudan, IOM provides essential household items and emergency shelter materials to conflict- and disaster-affected populations as well as returnees. IOM also manages the Shelter and NFI Core Pipeline, a mechanism to ensure that key NFIs and emergency shelter materials are prepositioned in strategic locations and ready to be deployed rapidly. Central Equatoria State Distribution of shelter reinforcement kits and gravel to raise floor elevation is on-going at the UN House PoC in Juba. Shelter and NFI partners are conducting assessments at the UNMISS Tongping PoC to identify rain damaged shelters. heavy mechinary being airlifted from Juba to Malakal The mobile hubs will be set up and run by CCCM partners. Locations identified for deployment of these mobile hubs include Melut and Malakal in Upper Nile State and Panjiyar in southern Unity State. More locations will be identified and prioritized as the humanitarian community expands operations beyond established PoC sites. 378,080 People received NFI assistance since the onset of the crisis 43,950 People also received shelter assistance Unity State Distribution of NFI kits reached 2,000 households (HH) out of the 5,500 HHs targeted in Mayendit. Unity State 171 HHs received NFI kits at the UNMISS Melut PoC this reporting peroid and 1,800 HH are targeted for NFI distribution Dethoma 1 and 2 in the coming week. In Rom, 813 HHs received NFI assistance and distribution is on-going to reach 1,700 HHs. 4
5 REFUGEE RESPONSE Doro refugee camp As lead provider of WASH response at the Doro camp, IOM continues to meet the needs of the camp s refugee population. All key water, hygiene and sanitation indicators are currently above the minimum UNITY standards. However, there remains a need to maintain these standards to prevent the outbreak and spread of waterborne diseases amongst the refugee population and surrounding host communities once the rainy season starts. JONGLEI UPPER NILE Maban 18kms The total water pipeline distance laid at the Doro refugee camp 1:14.5 Crude figure of camp latrine coverage 1:23 Crude figure of bathing facilities per person 27 litres The amount of safe drinking water available per person per day this reporting period Twenty bath shelters (10 stances each) were built in the villages of Belila Dawala and Zeriba. Nine family shared pit latrines were decommissioned in the villages of Belila Dawala (3), Ingassana (2) and Zeriba (4). A total of 2,860 latrines and hand washing facilities were assessed at Doro camp, of which 2,497 (87.3%) were found to be functional. 8,293 individuals were reached through hygiene promotion visits and open sessions this reporting period. Disclaimer: The boundaries and names used in the map are not endorsed by Government of South Sudan or IOM COMMON TRANSPORT SERVICE The IOM-operated Common Transport Service (CTS) is a free service for transporting humanitarian supplies in South Sudan. As of 10 April, 36 NGOs (national and international) and UN agencies have utilized CTS capacity to move humanitarian cargo. There are currently 13 trucks facilitating the transport of aid supplies in Central Equatoria (two in Juba), Jonglei (one in Bor), Unity (one in Benitu and one in Yida) and Upper Nile (two in Malakal and six in Maban). Through RRF support, Samaritan s Purse International Relief (SP) has undertaken an emergency WASH intervention in Nimule, Eastern Equatoria, to improve water and sanitation conditions for over 8,000 conflictdisplaced individuals as well as host community members. RAPID RESPONSE FUND The Rapid Response Fund (RRF) is a flexible funding mechanism managed by IOM under the direction of USAID and the US Office of Foreign Disaster Assistance (OFDA). The fund allows for immediate disbursement of grants through NGO/Community-Based Organization (CBO) partners in response to rapid onset emergencies. There are currently 12 active projects in crisis-affected areas of the country being supported across a range of sectors. Hand pump technicians repair a broken borehole in Motoyo West, Nimule, supervised by the Head of the Payam WASH Department and an SP WASH Officer Samaritan s Purse, South Sudan,
6 In cooperation with local technicians and the Payam WASH department, 10 hand pumps have been repaired and two water treatment systems installed along the Anyama River, which has greatly improved access to safe drinking water while increasing capacity among communities to operate and maintain existing water points. The construction of sanitation infrastructure including latrines and bathing stalls is ongoing, while in mid-march SP conducted a mass hygiene/sanitation education campaign among seven high-usage water collection points to convey safe water messages. Hygiene promotion volunteers and community mobilizers have been trained and are conducting doorto-door hygiene promotion visits among IDP and host community households.
