I joined ASCE 5 years ago when I first moved to the area. I had originally viewed the decision as a chance to establish connections and relationships within our Civil Engineering community. As the years have progressed, ASCE has become so much more to me than just a way to network. It stands as an opportunity to shape the future of our industry through service and positive outreach. It stands as an opportunity for each of us to grow together as engineers. Please join me in welcoming the next slate of officers for our Branch Board of Directors and Committees. These volunteers are generous enough to give their time to you and our many members. I invite you to join us as a regular participant and to consider joining us to serve on a committee. There s plenty of room on board to get you involved in something you re passionate about! Please contact me if you're interested. As you ve probably already recognized, our Branch is working hard to team up with other local societies in efforts to bring you the best connections and programs. 3 ASCE Social! The Jacksonville Branch of ASCE recently teamed up with the Gainesville and Tallahassee branches for a Habitat for Humanity day in Lake City on Saturday, Septmeber 25. Fifteen volunteers showed up for the afternoon to help build a house for a family in need. Thank you so much for everyone that helped. Keep a lookout for the next ASCE Habitat for Humanity Outing! 4 Amendment 4 grinds business development to a halt in an already sluggish economy By Justin Damiano Contributing writer to the ASCE Newsletter While not an engineer myself, I am one of the newest members of ASCE. I have been tapped to provide a monthly update to members on upcoming elections and charged governmental topics. I decided to kick things off with a column on Amendment 4, an issue particularly relevant to the members of ASCE. In Florida, Vote No signs on Amendment 4 are being planted in every city around state. That s a good thing too, because with this issue, what we ll sow is what we ll reap. Amendment 4 calls for every change to a city or county land-use plan to be put to a vote. That could mean more job losses, higher taxes and more wasteful lawsuits. Florida's economic output could be reduced by $34 billion annually, according to a study conducted by The Washington Economics Group. The ASCE s official position is to Vote No on Amendment 4; and they re not alone. Small business owners, big business leaders and union workers have been brought together in opposition of Amendment 4. Across the state, reporters from the Florida Times Union, St. Pete Times, Bradenton Times, Tallahassee Democrat and the Gainesville Sun have made recommendations to reject Amendment 4. Amendment 4 will be a skull and crossbones on the map of Florida, said Congressman Adam Putnam. Businesses looking to relocate will select states, like Georgia, that will welcome their new jobs. According to the Florida Supreme Court, even changes as simple as a traffic circulation element, a sanitary sewer or a public school could force voters to the polls. This will increase costs for the Supervisor of Elections offices around the state and increase risks for the business wishing to develop here. 4 Simply put, Amendment 4 grinds business development to a halt in an already sluggish economy. As a college student, he was elected to the office of Student Body President at the University of North Florida (UNF). During his term, he was appointed as a Trustee to the UNF Board of Trustees. Later, he interned with the office of Jacksonville s Mayor, John Peyton. Justin served in the U.S. Marine Corps and attained the rank of Sergeant before receiving his honorable discharge in He holds a Bachelor of Business Administration degree in Economics from UNF, where he was also a member of the Kappa Sigma Fraternity and later, class VIII of College Leadership Florida, a division of Leadership Florida. As a resident of Jacksonville since 1995, he is actively involved in many academic, industry, and community organizations.

9 A BENEFIT FOR CLEAN WATER DEVELOPMENT P ROJECTS Dear Prospective Sponsor: Thank you for your interest in Wine for Water, a benefit for clean water projects throughout the developing world. This event is being held to help provide impoverished communities with access to clean water, sanitation and other basic quality of life improvements. This fundraiser is hosted by the following valued partners: Engineers Without Borders (Jacksonville), the Florida Section of the American Water Works Association, the Florida Water Environment Association, and the Rotary International (District 6970). The Haskell Company has generously donated their facilities for this event which will be held on Thursday, November 4, 2010 from 6:00pm-9:00pm. After years of working together on clean water projects, members of the hosting organizations have established the World Water Alliance of Florida to raise funding solely dedicated to these life improving projects. This non-profit will continue to collaborate and represent its valued partners across Florida to help raise the standard of living in developing countries. All projects will meet needs identified by the communities and will be constructed using labor supplied predominately from the communities the projects will service.
