City Councillor Richards declared a conflict of interest with regards to Item E 1. re: PROVINCIAL ADVANCED FUNDING PROGRAM because his wife is the Executive Director of the Brampton Arts Council which is receiving a portion of this funding. Howorun, Director of Administrative Services, dated January 15, 1999, re: PROVINCIAL ADVANCE FUNDING PROGRAM (File G65AO) City Councillor L. Jeffrey declared a conflict of interest with regards to Item E 1. re: PROVINCIAL ADVANCED FUNDING PROGRAM because her husband is a member of the Heart Lake Rotary Club which is receiving a portion of this funding.

4 WORKS AND TRANSPORTATION COMMITTEE MINUTES January 20, City Councillor Richards declared a conflict of interest with regards to Item E 1. re: PROVINCIAL ADVANCED FUNDING PROGRAM because his wife is the Executive Director of the Brampton Arts Council which is receiving a portion of this funding and left the Chair during discussion on this matter. City Councillor Cowie assumed the Chair. Staff responded to questions regarding roster allocations and explained the criteria used for determining them. City Councillor Hames informed staff that one of the charities might have been given the wrong amount of shares as they conducted a Monte Carlo Event and Committee directed that staff investigate this and report back to Council. Marshall, Director of Transit informed Committee that the transit connection between Pearson International Airport and Union Station should not affect any future GO Transit plans for Brampton. WT That the Report from G. Marshall, Director of Transit, dated December 1, 1998 to the Works and Transportation Committee Meeting dated January 20, 1999, re: A RAPID TRANSIT CONNECTION BETWEEN PEARSON INTERNATIONAL AIRPORT AND UNION STATION (File T50/T60) be received; and That the following recommendations be sent to: The Minister of Transport, Government of Canada The Minister of Transportation, Province of Ontario The City of Toronto The Town of Georgetown The Greater Toronto Area Mayors Committee The Chair, 2008 Toronto Olympic Bid Corporation (BIDCO) The President and Chief Executive Officer, Greater Toronto Airports Authority The Managing Director, GO Transit The Regional Clerk, Regional Municipality of Peel WHEREAS a number of interested parties including but limited to the Federal Government, Provincial Government, City of Toronto, The Greater Toronto Airports Authority, GO Transit, The Region of Peel, The Toronto Olympic Bid Corporation, The Toronto Board of Trade and Tourism Toronto; are endorsing the concept of upgrading the Georgetown (Weston) Rail Corridor for the purpose of establishing a rapid transit connection between Pearson Airport and Union Station, it is recommended by Brampton City Council: That the concept of a rapid transit connection between Pearson International Airport and Union Station be endorsed; and That the City of Brampton transportation staff be included in all future physical operational and financial feasibility studies pertaining to this initiative; and That the conclusions of Provincial and Federal studies that the corridor adjacent to Highways 409 and 427, as shown on appendix 1, should be protected for a rapid transit connection between Pearson Airport and the CN Western rail corridor, and the request of the Province of Ontario, Transport Canada, the City of Mississauga, the Region of Peel, and the Greater Toronto Airports Authority to pursue measure to protect the corridor be endorsed; and That the extension of the internal airport transit system from the airport to the upgraded GO rail service on the Georgetown rail corridor as the preferred rapid transit option on the five to ten year time frame and request Transport Canada (in conjunction with the City of Brampton, City of Toronto, City of Mississauga, Ministry of Transportation, GO Transit, The Greater Toronto Airports Authority and The Region of Peel) conduct a physical, operational and financial feasibility study for this extension be supported; and That the Greater Toronto Airports Authority consider technologies for the internal airport transit system which would be capable of being extended into the CN Weston rail corridor for a transfer-free connection to Union Station; and That the Province and GO Transit ensure that the upgrading of the CN Weston rail corridor for all-day GO service to the airport is a high priority for GO Rail expansion; and

6 WORKS AND TRANSPORTATION COMMITTEE MINUTES January 20, That GO Transit plan for two-way, all day GO Rail service to Brampton in conjunction with the infrastructure improvements to the Georgetown rail line; and That the Greater Toronto Airports Authority to continue to plan for an internal airport transit system in a manner which serves passenger convenience, and to be prepared to build the transit system in conjunction with the upgrade GO Rail service, or prior to, if demand warrants; and That Transport Canada make arrangements through the Greater Toronto Airports Authority to fund the capital construction costs and long term operational costs of the rapid transit airport link to the Georgetown Rail Line; and That the Province of Ontario implements a dedicated source of funding for public transit within the Greater Toronto Area. On a priority-listing basis, this funding would be allocated for GO Transit, the Airport Rapid Transit and the Municipality operated transit systems. G. JEAN BREBUF SCHOOL (File G26) be received; and That there be two lanes painted on the driveway, one marked for the bus loading zone and the other one marked drive-thru; and That parking lines be painted in the parking lot at the front of the school to achieve additional parking; and That No Parking signs be posted in front of the dumpster area; and That pedestrian lines are painted across the driveway; and That No Parking signs be posted on Glenforest Drive in front of the school. SC That there being no further business the Brampton Safety Council adjourned at 10:30 a.m. to meet again on Thursday, January 7, 1999 at 9:30 a.m. K. OTHER/NEW BUSINESS K 1. Discussion, re: SNOW REMOVAL (File T11) L. Koehle, Commissioner of Works and Transportation and A. MacMillan, Director of Maintenance of Operations responded to questions regarding the snow removal procedures. L. Koehle, Commissioner of Works and Transportation agreed with Committee to a briefing with Members of Council in October, 1999 regarding the snow removal procedures to be utilized in November, December 1999 into the winter months of the year Discussion took place regarding the use of the Corporate Communications Division to get Brampton snow emergencies and cancellations announced in other forms of media announcements besides the Brampton Guardian and Rogers Cable. Direction was given that: A. MacMillan, Director of Maintenance and Operations provide Members of Council with a copy of the letter which was circulated to various residents in Brampton regarding snow removal procedures; and That a paragraph be added to the letter regarding the sub-contractors assigned snowplow routes. WT That Council extends congratulations to the Works Department for their best efforts for the snow removal during this past storm; and That the Chairman of the Works and Transportation Committee and the Commissioner of Works and Transportation be instructed to extend Council s thanks to the staff who assisted, including the Council Office Staff Lynn Bell and Bev McCarthy.

10 WORKS AND TRANSPORTATION COMMITTEE MINUTES January 20, L. QUESTION PERIOD 1. G. Marshall, Director of Transit responded to questions regarding snow removal from the bus shelters. 2. City Councillor Jeffrey requested in future that all correspondence regarding Go Transit be circulated to Members of Council and a Go Transit update be provided preferably at the next Works and Transportation Committee Meeting. 3. Questions regarding cars blocking fire routes at churches will be investigated and the findings will be reported to a future meeting.. 4. When the issue of clearing snow from sewer grates was asked, A. MacMillan, Director of Maintenance and Operations advised that the Works Department is in the process of clearing snow from them. M. Minaker, Manager of Traffic Engineering Services addressed the concerns of Mr. Heeley by indicating that the reason for the limitation on the number of boxes was to protect the stores that sell newspapers. He advised Mr. Heeley that he would be able to keep the same amount of boxes that the Toronto Sun has now in the downtown core, just that the locations may have to change.
