The Commission made a substantial number of changes to the electoral districts that were outlined in its original proposal. The revised electoral districts in Brampton reflect the recommendations put forth in the City's written submission (dated October 24, 2012) and representation to the Committee (on November 2, 2012). The most notable revisions to the electoral boundaries in Brampton are that: The proposed "Brampton-Gore" electoral district, which as originally proposed would have spanned the Brampton-Mississauga border, has been revised so that it aligns with the municipal border and has been renamed "Brampton East". All five of the electoral districts in Brampton now represent Brampton exclusively; and Downtown Brampton and the community of Heart Lake, each divided between several electoral districts in the original proposal, are now each located within a single electoral district. The revised electoral districts are not yet final. The process for electoral boundaries readjustment requires consideration of the Commission's report by a parliamentary committee, after which the Commission may, at its discretion, modify any boundaries or district names. Elections Canada estimates that proclamation of the final electoral district boundaries will take place in the fall of Recommendations: 1. That the report from J. Given, Manager, Growth Management and Special Policy, dated March 12, 2013, to the City Council meeting of March 27, 2013, re:

2 IS-3-2 Report of the Federal Electoral District Boundaries Commission for the Province of Ontario, be received; and, That this report be circulated to all Members of Parliament that represent the City of Brampton, along with a request that they support the federal electoral district boundaries for the City as described in the Report of the Federal Electoral District Boundaries Commission for the Province of Ontario. Background: In response to an increase in the number of federal electoral districts in Ontario (from 106 to 121), the Federal Electoral Boundaries Commission for the Province of Ontario (the Commission) released a proposal for the redistribution of districts in the province in September The Commission determined that population growth in Brampton in the ten year period between 2001 and both total population growth and the focus of growth in certain parts of the city - justified the creation of one new federal electoral district and required major realignment of the four current districts1. As proposed, Brampton would have a total of five federal electoral districts (see Appendix 1 for a map of the proposed districts). Of the five proposed federal electoral districts focused on Brampton, four would have represented areas of Brampton exclusively (Brampton Centre, Brampton North, Brampton South, and Brampton West). One proposed district (Brampton-Gore) would have spanned the Brampton-Mississauga border. City staff prepared a written submission to the Commission, dated October 24, 2012, that addressed the concerns identified by staff and Council members with the proposed federal electoral districts in Brampton (see below for a summary of the concerns). Mayor Susan Fennell and Chief Administrative Officer John Corbett made a representation to the Commission at a public hearing held on November 2, 2012 that further emphasized the City's recommendations. The written submission and representation to the Commission recommended that: The proposed "Brampton-Gore" federal electoral district be revised to align with the Brampton-Mississauga border and that the district be renamed "Brampton East". This was the City's key recommendation to the Commission; The Commission reconsider its proposed federal electoral boundaries, taking into account both data from the 2011 Census and the population forecasted for Brampton, so as to achieve more equitable representation in the federal electoral districts in Brampton over the next ten years; and, 1 The Commission's proposal speaks to three existing federal electoral districts in Brampton and the addition of two new districts (they consider the existing district of Mississauga-Brampton South to be in Mississauga). The end result, however, is the same: five federal electoral districts focused on Brampton.

3 IS-2-3 As the City sees merit in having Brampton's Downtown being within a single federal electoral district in the future (as it approaches its forecasted density of 200 persons and jobs per hectare as part of the Downtown Brampton Urban Growth Centre), this should be an objective of the next federal electoral district redistribution exercise. Revised Federal Electoral Districts in Brampton: Following a series of public hearings held in October and November of 2012 and the consideration of written submissions, the Commission revised its initial electoral districts redistribution plan. The Commission submitted its report to the Chief Electoral Officer of Canada on February 14, The revised electoral districts, however, are not yet final. As detailed in the Next Steps section of this report, the process for electoral boundaries readjustment requires consideration of the Commission's report by a parliamentary committee, after which the Commission may, at its discretion, modify any boundaries or district names. The Report of the Federal Electoral Districts Boundaries Commission for the Province of Ontario notes that the Commission made a substantial number of changes to the electoral districts that were outlined in its original proposal. In addition to creating 15 new electoral districts, the Commission has changed the names, boundaries, or both, of all but 22 of the electoral districts in the province. The revised electoral boundaries in Brampton (see Appendices 2 and 3) reflect the recommendations put forth in the City's written submission and representation to the Commission. Most notably, the proposed "Brampton-Gore" electoral district, which as originally proposed would have spanned the Brampton-Mississauga border, has been revised so that it aligns with the municipal border and has been renamed "Brampton East". All five of the electoral districts in Brampton now represent Brampton exclusively. The Commission's report also acknowledges the concerns they received about the division of communities of interest in Brampton among electoral districts (specifically, the historical core of the City and the community of Heart Lake). The revised electoral districts address those concerns; both Downtown Brampton and the community of Heart Lake are now located within single electoral districts. The Commission notes, however, that addressing those concerns required changes to the boundaries of other electoral districts in Brampton in order to balance population. This is most apparent in the revision to the boundary dividing the "Brampton South" and "Brampton West" electoral districts (the boundary has been changed from Bovaird Drive/the CN rail line to Embleton Road/Queen Street West). The Commission's report further acknowledges the need to be cognizant of projected population growth when establishing electoral district boundaries. The report states that the electoral districts in Brampton (and in the Kitchener, Hamilton, Niagara, Barrie,

4 I8-3-^ Toronto and Ottawa regions of the province) provide some flexibility for population growth. Underlying all of the Commission's revisions was their need to be mindful of the statutory obligation to establish electoral districts with populations as close to the provincial quota (106,213 persons) as reasonably possible. The populations in the revised electoral districts in Brampton (below) are all close to the provincial quota; all are well within the permitted plus or minus 25 per cent variance. Federal Electoral District Revised Population Variance (%) 2011 Brampton Centre 103, Brampton East 99, Brampton North 105, Brampton South 107, Brampton West 108, Next Steps: The Electoral Boundaries Readjustment Act requires that the Report of the Federal Electoral Boundaries Commission for the Province of Ontario (along with the reports of the Commissions for the other provinces that were allocated additional electoral districts) be sent to the Speaker of the House of Commons through the Chief Electoral Officer of Canada. The reports are then tabled and referred to a designated parliamentary committee. Members of Parliament then have 30 days to file written objections with the parliamentary committee. The committee considers any objections and returns the reports, with copies of the objections, to the provincial Commissions. The provincial Commissions then have 30 days to consider the objections and to decide whether to modify any boundaries or district names. The provincial Commissions must then provide final certified copies of their reports to the Chief Electoral Officer. Once the Chief Electoral Officer has received the final reports of all of the commissions across Canada they prepare a draft representation order describing and naming the electoral districts established by the commissions. Within five days of receiving the draft representation order, the Governor in Council must publicly announce the new boundaries in a proclamation, which must then be published in the Canada Gazette. Election Canada's timeline for the redistribution of federal electoral districts estimates that the proclamation of the new boundaries will take place in the fall of (The timeline provides a date of September 2013 for this, but notes that this does not account for possible extensions, such as a two month extension that was granted for the submission of the provincial Commission reports to the Chief Electoral Officer.) City staff will monitor the process and inform Council when the revised federal electoral boundaries for Brampton and the rest of Ontario have been published in the Canada Gazette.

The Commission made a substantial number of changes to the electoral districts that were outlined in its original proposal. The revisions to the electoral districts in Brampton reflect the recommendations put forth in the City's written submission and representation to the Commission, resulting, most notably, in all five electoral districts in Brampton representing Brampton exclusively and in Downtown Brampton and the community of Heart Lake being located within single electoral districts. The Electoral Boundaries Readjustment Act requires consideration of the Commission's report by a parliamentary committee, after which the Commission may, at its discretion, modify any boundaries or district names.
