3 8.3: Refugee Claimant Use of Peel Region Adult Shelters Since 2016, Region s adult emergency shelters have been at or beyond the maximum occupancy From Jan 1 May 31, 2018 total number of refugee claimants increased to 12% of shelter residents Refugee family claimants accounted for 37% of shelter residents at Peel Family Shelter On May 30, 2018 Ministry of Housing held a conference call with Commissioners of selected urban municipalities to ask for assistance in providing ongoing and regular information related to excess capacity in local shelter systems it is to help refugee claimants make informed decisions on where they choose to stay while their claim is processed by the federal government City of Brampton (Comments from Government Relations) Close cooperation between Federal, Provincial and Municipal governments will be essential in addressing this issue Federal government indicated that addition resources will be provided The Province signaling its reluctance with greater involvement or providing further funds Staff Recommendations Approve Recommendation 3

4 12.1: Adapting to Changes in Land Use Planning Legislation Changes to Planning Act now require that municipal comprehensive reviews be Region-led The Region is required to create a Planning Advisory Committee with members to be appointed by Council - must include at least one resident There is no impact to the budget resulting from this change City of Brampton (Comments from Planning and Legal Services) The City continues to work collaboratively with Peel to advance their growth plan conformity review in conjunction with the City s official plan review and the implementation of the 2040 vision. 5 14.2: Diabetes in Peel As of 2015 in Peel alone 161,342 residents (15%) were living with diabetes - 7% in 1996 The estimated healthcare costs associated with diabetes, over 10 years ( ) is approximately $689 million The issue of chronic disease, including diabetes, in Ontario is becoming an increasing concern City of Brampton (Comments from Economic Development and Culture & Planning) Brampton City Council endorsed the Brampton 2040 Vision which details the underlying potential the city contains in moving forward and being future ready in regards to urban planning and city building The sixth vision statement, of seven, in particular is focused on improving the overall health and vitality of the city Economic Development Office working with several private sector life sciences firms to support diabetes management in Brampton The City of Brampton collaborates with Public Health Ontario, the Region of Peel, and other stakeholders, in promoting healthy living, preventing diabetes while supporting those living with diabetes Staff Recommendations Receive Report 5

6 14.6: Interim Cannabis Revenue Sharing Agreement Between the Region of Peel, the City of Brampton and the City of Mississauga Staff at the Region and cities of Brampton and Mississauga has reached a 2-year interim agreement regarding the distribution of revenue incurred from cannabis legalization. Revenue allocated will be split between the Region and Cities 75/25, respectively City of Brampton (Comments from Corporate Services Legal Services and Finance) Currently, allocation of the $40M allocated to Ontario municipalities is based on the relative number of households (allocations have yet to be identified). Principles of the agreement include revenue being divided on increased costs on new/existing services (direct/indirect) to Brampton/Mississauga; reconciliation being based on proportionate new expenditures incurred by each municipality. A review of the impact of legalization of cannabis will be done in the last 6 months; will inform future agreements. Staff Recommendations Approve Recommendations 6

7 Provincial Government Update June 29: Doug Ford Sworn-in as Ontario s Premier Premier and his Cabinet Ministers took their oaths of office with Lt.-Gov. Elizabeth Dowdeswell at Queen s Park The Cabinet A smaller, 20 Ministers Cabinet (28 Minsters prior to the election) Christine Elliott, became the Deputy Premier and Health Minister Vic Fedeli appointed the new Minister of Finance Sylvia Jones (Caledon) appointed Minister of Tourism, Culture and Sport Prabmeet Sarkaria (MPP Brampton South) became Parliamentary Assistant to Minister of Community Safety and Correctional Services Several Ministries combined A rare summer session of the Legislature July 11: Ontario s 42 nd Parliament will convene to elect the Speaker July 12: Lt.-Gov. Elizabeth Dowdeswell will deliver the Throne Speech July 16: summer session begins 7

8 Provincial Government Update Initial Announcements from the Ford Administration Key Initiatives to date: June 15: Premier Ford Announces an End to Ontario's Cap-and-Trade Carbon Tax June 18: Freeze on hiring and discretionary spending June 19: Green Fund Ontario ($377 million) closing down June 30: OHIP+ program - benefits to focused on those without existing prescription drug benefits July 4: Premier Ford puts new police oversight laws on hold (Bill 175) July 4: Ed Clark, Business Advisor to the former Premier; Alan O'Dette, Chief Investment Officer and Dr. Molly Shoichet, Chief Scientist loose their posts July 4: New Ontario government puts anti-scalping law on hold (Ticket Sales Act) July 4: Ford Halts Introduction of additional anti-vaping rule July 5: Minister MacLeod advised that the province is stepping back from its involvement in resettlement of asylum-seekers Throne Speech on July 12 is expected to provide clarity on the direction and priorities of the government. Staff will provide an overview and initial analysis. 8
