1 ROUTINE BUSINESS ITEMS: MONTEVIDEO PUBLIC SCHOOLS SPECIAL SCHOOL BOARD MEETING June 27, :00 p.m. Call to Order/Pledge of Allegiance: A special meeting of the board of education was called to order by Chairman Balken at 6:00 p.m. on June 27, Roll Call: Present were: Balken, VanRavenswaay, Helgeson, Kluver, Kubista and Stenson. Others present were Superintendent Heller, Principal Bergeson, Principal Huntley, Principal Sprung and the media. Explanation of the Call: Superintendent Heller explained that the Call of the meeting is to have an end-of-year meeting to close out the fiscal year and to take action on a number of items which cannot be delayed until August. Approval of Agenda: Motion by Director Helgeson and seconded by Director Kluver to approve the agenda, as per the Call of the meeting as amended. The meeting was amended to add a fundraiser request from the Golden Slippers for a GoFundMe page and to cancel the wire transfer (listed in the bills) dated 4/28/16. Motion carried. Ed. & Food Service Annual Designations - Dr. Luther Heller, Superintendent of Schools, or his designee, the authority to invest surplus funds. - Klein Bank of Montevideo, MinnWest Bank of Montevideo, Coop Credit Union of Montevideo, PMA, and the MSDLAF of Minneapolis as depositories for surplus funds. - Set the monthly payday as the 20 th of each month or if the 20 th falls on a weekend or break, the last working day before the 20th. - Set mileage rate at the current IRS rate - MinnWest Bank payroll; Klein Bank finance, petty cash, flex benefit - Montevideo American-News as the official newspaper - Dr. Luther Heller, Superintendent of Schools, or his designee, the authority to initiate electronic transfers Set Board Stipends and Meeting Rates: Maintain the current level for attendance at board meetings and committee meetings. [Current Rates: Regular Meeting - $60 ($80-Chair); Special Meetings and Committee Meetings - $30 ($40-Chair); Negotiations Committee Meetings - $60] Set the Regular School Board Meeting Dates and Times: Second Monday of the month at 6:00 p.m. (exceptions: July-No Meeting; August-third Monday; and November-Tuesday, November 15th). Per Diem meal rates: We have not changed our meal rates for a number of years and the IRS recommendations are increasing annually. These rates would be effective 7/1/2016. Breakfast: $11 (up from $7) Lunch: $12 (up from $11) Dinner: $23 (stayed the same) Custodial Seniority List: The attached seniority list needs your approval. This is a routine item and is a part of the on-going staffing and negotiations process. Fundraiser: Golden Slippers GoFundMe page Action required: Motion to approve the consent agenda. 5 Motion by Director Stenson and seconded by Director Kubista to congratulate the individuals for their accomplishments and to extend to them the District s appreciation on a job well done. Motion carried. Reminder - August Meeting: The regular August School Board meeting has been moved from August 8 th to August 15 th. DISCUSSION ITEMS: First Reading of Policy 721: MSBA has developed a new policy, 721, for compliance with the Federal Uniform Grant Guidance regulations. The policy is a mandatory policy and final approval of this policy will be at the August board meeting. ACTION ITEMS: Revised Budget for : Motion by Director Stenson and seconded by Director Helgeson to approve the FY 16 ( ) revised budget. Motion carried. Budget for : Motion by Director Van Ravenswaay and seconded by Director Kluver to approve the budget for the FY 17 ( ) fiscal year. Motion carried. Approve Annual Policies and Policy Revisions: Motion by Director Helgeson and seconded by Director Kluver to approve the policies that need revised and annual policies. Motion carried. Insurance Renewal Rates: Motion by Director Kluver and seconded by Director Kubista to approve the insurance renewals as presented. Motion carried. Solar Energy: Motion by Director Stenson and seconded by Director Helgeson not to become involved in a Solar Energy Project because of the lengthy contractual commitment. Motion carried.
