1 Buccaneer Bay Newsletter December, 2016 Note from the Editor WOW! I can t believe it is December, and as I finish up this month s newsletter it is only 13 days till Christmas. We have already had two Christmas family gatherings. It seems that the older our families get the harder it is to get together. We had our Iowa Christmas December 4. Then we had our Christmas gathering with one of our sons on Dec. 11. Not sure when we will get with our other son and his family. They are expecting a new grandson any day now. We did all at least get together for Thanksgiving. Of course, the biggest thing happening at Buccaneer Bay has been the project by the SID Board, which I am a board member, working on getting down to one trash hauler coming through the sub-division. There are at least 3 different haulers that go through and each seems to have at least 2 trucks come through, some on different days of the week. The SID Statute was modified awhile back that now allows for contracting with sanitation companies. This is a great opportunity for SIDS to reduce the number of heavy truck traffic that travels on our roads every week, almost every day of the week. The revised section of Chapter of the state statutes state the following: Sanitary and improvement district; organized by proceedings in district court; purposes; powers; articles of association; contents; filing; real estate; conditions; terms, defined. (1)(a) A majority of the owners having an interest in the real property within the limits of a proposed sanitary and improvement district, situated in one or more counties in this state, may form a sanitary and improvement district for the purposes of installing electric service lines and conduits, a sewer system, a water system, an emergency management warning system, a system of sidewalks, public roads, streets, and highways, public waterways, docks, or wharfs, and related appurtenances, contracting for water for fire protection and for resale to residents of the district, contracting for police protection and security services, contracting for solid waste collection services, contracting for access to the facilities and use of the services of the library system of one or more neighboring cities or villages, and contracting for gas and for electricity for street lighting for the public streets and highways within such proposed district, constructing and contracting for the construction of dikes and levees for flood protection for the district, and acquiring, improving, and operating public parks, playgrounds, and recreational facilities. The SID has received a high response of surveys returned, what appears to be very supportive. Many have questions on them. The board will be holding their December 20 meeting at the Bay Hills Club House to answer questions. The SID has two options of paying for the service, pay through taxes or have the hauler collect, which is how the SID decided to go at this time. If you still have questions, please attend the December 20 th meeting. Celebrate America thru February 25, 2017 The museum will pull from storage several prints that have not been on exhibit for a while: the Declaration of Independence, a quote from a speech by Abraham Lincoln, and prints of Presidents Washington and Lincoln. The Bill of Rights and You thru February 25, 2017 The 225 th anniversary of the Bill of Rights is December 15. This pop-up exhibit distributed by the National Archives and the Nebraska Humanities Council spotlights one of the most remarkable periods in American History. Isaac Wiles and the Great Seal of Nebraska January 3 thru June 4, In conjunction with Nebraska s sesquicentennial celebration, we are installing an exhibit about Isaac Wiles who proposed the idea for the state seal and the motto Equality Before the Law. Wiles was from Plattsmouth and served in the state Legislature. The exhibit has been approved as an official event of the 150 th celebration and is listed on the NE150.org website. Membership Information Individuals and Families: - Patron - $1,000 and up - Benefactor - $500 and up - Investor - $250 and up - Century - $100 and up - Promoter - $50 and up - Booster - $30 and up - Friend - $15 and up Christmas Trees: German immigrants brought them to America in the 1600s and 1700s, but they didn't catch on until the 19th century, when Queen Victoria put up a Christmas tree for her German husband, Prince Albert. Since celebrities were just as influential then as now, average Americans decided they had to have them in their homes. Trees were originally for table tops, though today they usually stand full-grown. If you couldn't afford one of your own, there were always "community trees," which neighbors would decorate with presents to hand out to their families after church services. Santa Claus: St. Nicholas, Father Christmas, Joulupukki. Santa went by a lot of different names, before the character got the Clement Moore treatment. In his famous poem, The Night Before Christmas. Moore gave the man his trademark jolly, happy disposition. But even before that, political cartoonist Thomas Nast was commissioned to draw Santa, eschewing traditional depictions of a thin, somewhat mean-looking figure for the now familiar round, short, stout man donning a burgundy-red suit lined with white fur. Ultimately, it was Coca-Cola that gave him his current image and his bright red clothes. Stockings: English and Welsh immigrants brought the stockings tradition to Vermont and upper New York when they arrived. If families did not have a fireplace mantle, then the stockings were hung at the end of the bed. As immigrants moved across the country, so did this formerly New England tradition spread westward. Typically, the stockings would be filled with small gifts, such as oranges, little candies, or a pair of mittens. A-wassailing: Back in the 16th and 17th century, the English had a tradition in which they would go to their neighbors' homes and sing carols. When they finished singing, they were to be invited in for a beverage, otherwise known as wassail. This was a spiced, hard (alcoholic) apple cider or a beer. Sugar Plums: Dating back to Elizabethan times, sugar plums were either nuts or herb seeds (like fennel) that would be given a hard candy shell, similar to a Jordan almond. Page 2 of 17

Applying the gas slowly to accelerate is the best method for regaining traction and avoiding skids. Don t try to get moving in a hurry. And take time to slow down for a stoplight. Remember: It takes longer to slow down on icy roads. Drive slowly. Everything takes longer on snowcovered roads. Accelerating, stopping, turning nothing happens as quickly as on dry pavement. Give yourself time to maneuver by driving slowly. The normal dry pavement following distance of three to four seconds should be increased to eight to ten seconds. This increased margin of safety will provide the longer distance needed if you have to stop. Don t stop going up a hill. There s nothing worse than trying to get moving up a hill on an icy road. Get some inertia going on a flat roadway before you take on the hill. Stay home. If you really don t have to go out, don t. Even if you can drive well in the snow, not everyone else can. Don t tempt fate: If you don t have somewhere you have to be, watch the snow from indoors. Page 3 of 17

13 MINUTES OF THE MEETING OF SANITARY AND IMPROVEMENT DISTRICT NO. 5, CASS COUNTY, NEBRASKA Meeting convened at 6:00 p.m. on November 15, 2016 in the Community Room of Plattsmouth State Bank, 446 Main Street, Plattsmouth, Cass County, Nebraska. Attached hereto are: the agenda for the meeting; the Affidavit of Printer regarding publication of notice of the meeting, which communicated the availability of the agenda, in the Plattsmouth Journal, Plattsmouth, Nebraska; advance notice of the meeting as provided to the County Clerk of Cass County and all Trustees; and the Trustees acknowledgment of receipt of said notice and agenda. All proceedings were taken while convened with attendance open to the public. ITEM 1 Meeting called to by order by the Chair, David Martin, at 6:00 p.m. ITEM 2 The locations of the Open Meetings Act and the documents related to the agenda were announced. ITEM 3 On roll call, those present: Trustees David L. Martin; James Grotrian; Gary Petersen; and Carol Walker. Those absent: Janet McCartney. ITEM 4 No persons were present at the meeting wishing to address the Trustees on items not otherwise on the agenda. ITEM 5 Motion by Grotrian, seconded by Walker, to approve the documents and authorize the publication of a request for proposals to lease space on the District s water tower for Internet and other such services by a provider. On roll call those voting aye: Martin, Grotrian, Walker and Petersen. Voting nay: none. Absent: McCartney. Abstaining: None. The Chair declared the resolution adopted. ITEM 6a A representative of Papillion Sanitation was present at the meeting. The representative confirmed that 75% participation would be sufficient for the company to provide services; that if the survey was returned satisfactorily that the roll out could be as soon as February 1, 2017; and that the yard waste bin used for grass cuttings and leaves only could be used for trash in the off season. ITEM 6b Motion by Grotrian, seconded by Petersen, to approve the form of the survey for trash hauling District wide as amended at the meeting, and to provide for multiple methods to distribute the survey. Trustee Grotrian advised that he had received a few calls regarding the possible bond for street repairs that will be taken up in 2017; that the 2015 street repairs were completed and Mr. Dan Dolezal and he had inspected the same and the work was acceptable; and that the culvert repair would be delayed until the spring to delay the expenditure from the general fund. ITEM 8a Motion by Grotrian, seconded by Petersen, to approve Change Order No. 2, Old Castle Midwest Materials contract for asphalt repairs within the District, Street Repairs On roll call those voting aye: Walker, Petersen, Martin and Grotrian. 14 ITEM 9 Trustee Martin announced that he had contacted the mowing contractor and advised him to stop mowing. ITEM 10 Trustee Grotrian advised that Mr. Meisinger was out of town and unable to prepare a formal report regarding finances. Trustee Grotrian proceeded to provide a verbal report concerning approximate balances in the General and Service Fee Funds following payment of invoices presented at the meeting. The approximate General Fund balance will be $53,191 and the approximate balance in the Service Fee fund will be $62,713. ITEM 11 There was no committee report on water and wastewater. ITEM 11a Motion by Grotrian, seconded by Martin, to approve payment of the semi-annual interest, principal and administrative fee for the Nebraska Department of Environmental Quality State Revolving Fund loan, in the amount of $41,294.98, for the construction of the wastewater treatment plant, and direct delivery of the same on or before December 15, On roll call those voting aye: Martin, Grotrian, Walker and Petersen. Voting nay: none. Absent: McCartney. Abstaining: None. The Chair declared the resolution adopted. ITEM 11b Trustee Martin noted that the amount due on the Nebraska Department of Environmental Quality loan for the construction of the wastewater treatment plant, which is paid off December 15, 2025, is $585, ITEM 12 Reports on water and wastewater, and water billing, from Urban Utilities are attached. Ms. Nelson reported that HOA had installed its antenna on the water tower to provide monitoring services for the water level in the tower.
