1 Buccaneer Bay Newsletter April, 2016 Note from the Editor It is time for our April showers to brighten up the neighborhood with nice green grass and spring time flowers. I have always been very fond of tulips and lilac bushes. But I have no knack for keeping any type of plant or flower alive so all we have growing is grass and hopefully it greens up soon. I think my reluctance to growing flowers or a garden stem back to my childhood days. My Dad grew up on a farm and though we lived in town we always had a really large garden. Once the garden started producing it was Mom and us girls that got to take care of the crop. We always had corn, tomatoes, radishes, green peppers, and green beans. So it was up to Mom and us girls to can or freeze what we grew for the winter months. I will admit I loved fresh tomatoes right out of the garden. We lived across the street from a park and we would sneak tomatoes and the salt shaker and hide out by the fountain and eat the tomatoes until we were full. I think Mom knew all along what we were doing as later in life she used to tell us all the things we did that we were sure she had no idea what was going on. I spent most of my career dealing with computers, mostly with larger mainframe IBM computers writing or testing programs that would produce bills for customers. I have always though myself a quick learner on PCs but I am really struggling with my conversion to Windows 10. I took my computer to a PC shop and had them upgrade it and I absolutely hate the new system. Now it won t even allow me to get into Microsoft Outlook so I can manage my s, so I do most of s on my phone, which is going to make it very hard to let everyone know the newsletter is posted on the Buccaneer Bay website. Hopefully I will figure out something. I will have to take it back to the PC shop to get it fixed. I hate working with hardware! I am hoping to hear sometime this month if the county will be able to offer the Household Hazardous Waste Collection again this year. We should know by mid-april if we received the Nebraska Environmental Trust grant to cover this project for the next three years. I will make sure it gets publicized as soon as I know. I have offered to help out at the middle school for the next 5-weeks working with a couple other ladies teaching the kids how to crochet. Our first class was last week and it was fun. It was exciting to watch kids who are actually interested in learning a craft to make something that they could actually use. Hopefully by the time we are done they will have made a pot holder and possibly started a scarf. Speeding in Buccaneer Bay Speeding in Buccaneer Bay has been an issue for years. The County has set the speed limit to 25 mph throughout the sub-division. The Sheriff s Office can issue tickets and occasionally will monitor the area. Recently a small dog was hit by a driver on Treasure Island Rd. and had to be put down. With summer months coming and most schools being out beginning May 20 for the summer there will be more activity on the neighborhood streets. The SID was asked to check into adding more stop signs along Buccaneer Blvd. The county responded that stop signs cannot be used to control the speed of traffic. With Buccaneer Blvd. being the main road through Buccaneer Bay, stop signs are not allowed on this street. Running yellow or red lights. In can increase your chance of a crash. If the light turn yellow before you reach the intersection, you should stop. 5. Disregarding the speed limit. 18 SID#5-Buccaneer Bay Survey for One Waste Collection Company Provided by the SID Results 59 Surveys were returned, along with one letter that had been forwarded to neighbors with their thoughts, with no vote on it, so they may have submitted a separate survey. 23 MINUTES OF THE MEETING OF SANITARY AND IMPROVEMENT DISTRICT NO. 5, CASS COUNTY, NEBRASKA Meeting convened at 6:00 p.m. on March 21, 2016 in the Community Room of Plattsmouth State Bank, 446 Main Street, Plattsmouth, Cass County, Nebraska. Attached hereto are: the agenda for the meeting; the Affidavit of Printer regarding publication of notice of the meeting, which communicated the availability of the agenda, in the Plattsmouth Journal, Plattsmouth, Nebraska; advance notice of the meeting as provided to the County Clerk of Cass County and all Trustees; and the Trustees acknowledgment of receipt of said notice and agenda. All proceedings were taken while convened with attendance open to the public. ITEM 1 Meeting called to order at 6:00 p.m. ITEM 2 The locations of the Open Meetings Act and the documents related to the agenda were announced. ITEM 3 On roll call, those present: Trustees W. L. Morrison, Jr.; Kenneth A. Grigsby, Sr.; Janet McCartney; David L. Martin and James Grotrian. Those absent: None. ITEM 4 Mike Manning appeared before the Trustees in regard to a request for speed calming devices at or near Windward Drive and Cedar Creek Road. ITEM 5 Trustee Grigsby advised that he would be meeting with the engineer to commence work to finish last year s project for street maintenance and repair, and to devise a repair and maintenance project for the summer of Trustee Grotrian recommended that the installation of some street calming devices be considered in the 2016 plan for Windward Drive and Cedar Creek Road. ITEM 6 There were no issues with grounds noted. ITEM 7 The finance report is attached. ITEM 8 There was no Water and Wastewater Committee report. ITEM 8a Trustee Morrison noted that there was an error in the reported balance due on the Nebraska Department of Environmental Quality loan for the construction of the wastewater treatment plant, which is paid off December 15, The corrected amount is $640, ITEM 8b No action was taken after discussing the possibility of directing the Water and Wastewater Committee to study options to automate manual monitoring of water/wastewater verification of the systems. ITEM 8c No action was taken after discussing that jagwireless provides the monitoring system for the water and/or wastewater systems. ITEM 9 Reports on water and wastewater, and water billing, from Urban Utilities are attached. Ms. Nelson reported that the heater at the wastewater treatment plant failed and required repair. Ms. Nelson also reported that maintenance during the summer will include Page 23 of 27
24 running a camera in a portion of the sanitary sewer lines and as needed use the sewer jet truck to clean the same when the camera shows a need. ITEM 11 The Chair laid over the report from Crystal Rhoades, due to her absence, regarding the railroad blocking the street for extended periods of time. ITEM 12 Following a report from Trustee McCartney on the responses to a partial of the District residents, the Chair asked Mr. Johnson to finalize the request for proposals for the establishment of a single trash hauler for the District and to bring the same before the Trustees at their next regular meeting. ITEM 13 Following discussion with Mr. Nathan Keith, a resident who would volunteer his time to plant trees at the main entrance to the District, the Chair requested that Mr. Keith work with Trustee Martin to bring back to the Trustees at their next regular meeting a formal proposal which would include the types of trees, their size and prices. No formal action was taken. ITEM 14 Trustee McCartney advised that the City of Plattsmouth was working on determining the cost of an Interlocal Cooperation Agreement with the City for access to the facilities and use of services offered by the Plattsmouth Public Library. No action was taken. ITEM 15 No action was taken following discussion to make payment to Mr. Ron Toman for the relocation of a storm water sewer and the repair of erosion on Lot 5R, Block 1, Buccaneer Bay Subdivision. Discussion involved reiteration of the fact that the District had an obligation to manage its storm water runoff and to repair damage to the lots, but that it needed assurance that the work was complete. The Chair requested that Mr. Grigsby have the District s engineer inspect the work and advise whether payment would be appropriate. Thereafter, a motion was made by Grotrian, seconded by McCartney, to direct the preparation of a warrant payable to Ron Toman in the amount of $5,000 for consideration at the next regular meeting of the Board of Trustees, for the relocation of the storm water sewer and the repair of erosion on Lot 5R, Block 1, Buccaneer Bay Subdivision, resulting from storm water run off from the streets as previously agreed. ITEM 16 Mr. Grigsby advised that he had solicited bids from 3 street sweeping companies. Two bids were received: Clean Sweep a flat $2,000 regardless of disposal of the waste on or off site; Omaha Sweeping Service $1,250 with disposal of waste on site and $2,000 with disposal of waste at the land fill. Motion my Martin, seconded by Grotrian, to award the street sweeping contract to Omaha Sweeping Service in an amount not to exceed $2,000, but with a request to dispose of the waste materials on site at a cost of $1,500, with the on site disposal being on the road to the wastewater treatment plant, spread at locations determined by Urban Utilities. ITEM 17 No action was taken following general discussion regarding possible approaches to increase the farm income from land owned by the District and currently cash leased. ITEM 18 Mr. Johnson advised that Ms. Stockman signed the required affidavit of lost warrant and signed an indemnity agreement for the Trustees to proceed with the cancellation of lost general fund warrants to Steven Stockman and the reissuance of a warrant to his surviving spouse.
