Minutes of the August 18, 2016 Regional Waste Management Authority Board meeting Director Villalta moved to approve the minutes of the August 18, 2016 Regional Waste Management Authority Board meeting. Seconded by Director Samra. 5. Oral Report Monthly Update Marty Yerrick gave the monthly update for Regional Waste. 6. Oral Report Highway 59 Litter Collection Marty Yerrick gave an update on the Highway 59 Litter Collection and steps being taken to remove litter. Minutes of the August 18, 2016 Transit Joint Powers Authority for Merced County Board meeting Director Samra moved to approve the minutes of the August 18, 2016 Transit Joint Powers Authority for Merced County Board meeting. Seconded by Director Price. 8. Oral Report Transit Monthly Update Rich Green gave the Transit monthly update. 9. Caltrans Transit Joint Powers Authority for Merced County Master and Program Supplemental Agreements Director Walsh moved to adopt: a. Resolution No. 2016/ approving Master and Program Supplemental Agreements, and authorizing the Executive Director to execute them; and b. Resolution No. 2016/ authorizing the Executive Director to execute Program Supplemental Agreement No. 004-F for CML-6308(018). Seconded by Director Samra. 10. Transit Joint Powers Authority Authorization of Federal Transit Administration Section 5311 Program Grant Application and Program of Projects for Merced County Transit Rural Transit Operating Expenses Federal Fiscal Year 2016 Director Samra moved to adopt Resolution No. 2016/ Seconded by Director Villalta. 11. Changeable Message Sign Pilot Project Director Pedrozo moved to authorize staff to move forward with the Changeable Message Sign Pilot Project. Seconded by Director Samra. Final Drafts of 2017 Federal Transportation Improvement Program and Corresponding Air Quality Conformity Analysis c. Draft Formal Amendment No. 17 to the 2015 Federal Transportation Improvement Program: Federal Transit Administration 5311(f) Planning Grant Award to Yosemite Area Regional Transportation System d. Social Services Transportation Advisory Council Appointment e. Appointment of Citizens Advisory Committee Representatives f. Final Draft 2016 Public Participation Plan Director Walsh moved to approve the Consent Agenda. Seconded by Director Price. 14. Information/Discussion Only a. Minutes of the August 10, 2016 Technical Review Board meeting b. Bicycle/Pedestrian Plan Update c. MCAG Newsletter August and September 2016 d. MCAG Letter of Opposition to FHWA NPRM MPO Coordination and Planning Area Reform e. Caltrans Sustainable Transportation Planning Grant Program FY f. Civic Spark Wrap Up Presentation g. Atwater-Merced Expressway Segment 2 Funding Request Letter Director Villalta commented on Item g, stating the fact that the County has five votes on the MCAG Governing Board. 15. Regional Transportation Plan Amendment 1 Director Pedrozo moved to adopt Resolution 2016/ , which corresponds to the May 2016 adoption of the 2014 RTP/SCS Amendment 1 and the Corresponding Air Quality Conformity Analysis. Seconded by Director Samra. 16. Adding Highway 33 to the National Highway System Director Samra moved to adopt a resolution amending the National Highway System to include State Route 33, from Interstate 5 to State Route 152. Seconded by Director Villalta.

7 One Voice Program Stacie Dabbs gave an update on the status of the 2017 One Voice Program Regional Transportation Plan/Sustainable Communities Strategy Public Outreach Plan Stacie Dabbs gave an update on the 2018 Regional Transportation Plan/Sustainable Communities Strategy Public Outreach Plan stating that this item will come back to the Board at a future meeting for action. 19. Short Range Transit Plan Subcommittee Stacie Dabbs gave an update on the Short Range Transit Plan Subcommittee. Staff requested two nominations from the MCAG Governing Board to serve on this subcommittee. Director Thurston nominated the new City of Merced, MCAG Governing Board Director to serve on the Short Range Transit Plan Subcommittee. Seconded by Director Villalta. Director Samra nominated Director Villalta to serve on the Short Range Transit Plan Subcommittee. Seconded by Director Thurston. 20. Executive Director s Report Marjie Kirn thanked Directors Villalta and McDaniel for their participation in Valley Voice. 21. Directors Report Director Villalta asked that we add Water as a topic of interest and of concern for the 2017 One Voice Program. Director Pedrozo asked about the opportunity to have a debrief session on the TIGER grant. Director McGlynn invited everyone to attend the Cotton Festival in Dos Palos. Director Walsh informed the Board of grants that are now available for electric vehicles. Director Price welcomed everyone to the City of Atwater and thanked MCAG for the opportunity to host the MCAG Governing Board meeting. Director Samra invited everyone to the Sweet Potato Festival October 1 st and 2 nd.
