2 3. Oral Communications None. 4. Oral Report Citizens Advisory Committee Robert McLaughlin gave the Citizens Advisory Committee report. 5. Minutes of the January 16, 2014 Regional Waste Management Authority Board Meeting Director Pedrozo moved to approve the minutes of the January 16, 2014 Regional Waste Management Authority Board meeting. Seconded by Director Faul. 6. Oral Report Monthly Update Brooks Stayer gave the monthly update report for Merced County Regional Waste Management Authority. 7. Authorize a Request for Proposal for Highway 59 Landfill Valley Fill Environmental Impact Report Director Pedrozo moved to authorize: a. A Request for Proposal process to select a consultant to prepare an Environmental Impact Report for the Valley Fill Project; b. Authorize Valley Fill Capital Project Account #80022; c. Authorize a budget expenditure of $350,000 for the Valley Fill EIR; d. Authorize the award of a not to exceed $350,000 contract to the most qualified consultant; and e. Authorize the Executive Director to sign a contract with the most qualified consultant. Seconded by Director Walsh. 8. Amendment of Existing Contract Number WMA with Remy Moose Manley LLC Director Kelsey moved to authorize the Executive Director to sign a contract amendment with Remy Moose Manley LLC. Seconded by Director Pedrozo. Noes None

Minutes of the January 16, 2014 Transit Joint Powers Authority for Merced County meeting Director Pedrozo moved to approve the minutes of the January 16, 2014 Transit Joint Powers Authority for Merced County meeting. Seconded by Director Davis. 11. Transit Monthly Update Report Oral Report Rich Green gave the Transit monthly update report. 12. Transit Joint Powers Authority for Merced County Draft Title VI Plan, Draft Public Participation Plan and Draft Limited English Proficiency Plan Update 13. Transit Joint Powers Authority for Merced County Bus Wrap Project Director Pedrozo moved to adopt: a. Resolution No. 2014/ authorizing the Executive Director to execute Master and Program Supplemental Agreements; and b. Adopt Resolution No. 2014/ authorizing the Executive Director to execute Master Agreement No R and Program Supplemental Agreement No. N001 for CML-6308(013). Seconded by Director Walsh. 7 14. Caltrans Report Ken Baxter gave the report from Caltrans. Ken announced that Carrie Bowen who was the District Director for Caltrans District 10 was now the District 7 Director in Los Angeles. 15. Consent Agenda a. Minutes of the January 16, 2014 MCAG Governing Board meeting b. Appointment of Citizens Advisory Committee representative Appoint Daniel Caris as the Small Business representative on the Citizens Advisory Committee Director Pedrozo moved to approve the Consent Agenda. Seconded by Director Espinoza. 16. Information/Discussion Only a. Minutes of the February 19, 2014 Technical Review Board meeting (handed out at the meeting) b. Regional Transportation Impact Fee Report Fiscal Year 2013/14 2 nd Quarter c. CALCOG Conference Flyer d. Fiscal Year 2013/2014 Continuum of Care Plan/Application Update e. MCAG FY 2013/ nd Quarter Report October 2013 December Congestion Mitigation Air Quality Program Call for Projects Results Matt Fell gave a brief review of the Congestion Mitigation Air Quality Program call for projects. Director Espinoza moved to approve the Congestion Mitigation Air Quality projects, as recommended by the CMAQ Subcommittee, for programming in the 2013 and 2015 Federal Transportation Improvement Program. Seconded by Director Pedrozo. Noes None 18. Overall Work Program and Budget Study Session
8 One Voice Priorities Lori Flanders reviewed the 2014 One Voice Priorities as recommended by the Technical Review Board. Lori stated that the One Voice trip to Washington D.C. would be May 6-9, Director Pedrozo moved to approve the 2014 One Voice priorities as outlined. Seconded by Director Davis. Ayes- Directors Davis, Walsh, Pedrozo, Kelsey, Espinoza, Villalta, Thurston 20. Appoint Selection Committee Member for the 2014 Anna Maria Fuentes Scholarship Lori Flanders briefly reviewed the Anna Maria Fuentes scholarship program. Lori stated that four scholarship awardees have been selected since 2010, each receiving up to four years of scholarship funds in the amount of $1,000 annually. Director Villalta moved to approve the appointment of Director Thurston to serve on the 2014 Anna Maria Fuentes selection committee. Seconded by Director Pedrozo. 21. Request for Out-of-State Travel Director Kelsey moved to approve out-of-state travel for the Transit Manager to attend NTI s Transit Academy. Seconded by Director Villalta. 22.
