3 Transportation Committee Minutes of February 6, 2008 MINUTES OF THE MEETING OF THE GATEWAY CITIES COUNCIL OF GOVERNMENTS TRANSPORTATION COMMITTEE Chair MTA Director Bonnie Lowenthal Gateway Cities Office, Paramount Blvd., Paramount February 6, 2008 Call to order and roll call. The meeting was called to order by Gene Daniels at 4:35 p.m. Roll call was taken by self introduction. A quorum was reached and the Minutes of the December 5, 2008 meeting were approved. Reports #4 on the Eastside Alternative Analysis was moved up. Kimberly Yu, MTA Project Manager, gave a report on the alternatives analysis process as the first step in determining where a transit line is built. She also outlined the relationship between project definition and funding. This project study begins at the terminus of the Metro Gold Line Eastern Extension currently under construction. The process will look at alignment, station locations and mode. The goal of the process is to produce a Locally Preferred Alignment, Project outreach will continue throughout March and April. There were questions about the outreach and the need to include the COG in the loop as the project moved forward. There was a discussion of alignment and various trip generators located on the project area map. There is a project area TAC that includes participants from SGV and GC COGs. The line is expected to terminate in the vicinity of Whittier and there was discussion of TOD potential. Nancy Pfeffer, GCCOG Director of Transportation, went over COG staff concerns with the SCAG Regional Transportation Plan (RTP). One of the larger issues is the relationship between the proposed High Speed Regional Transportation System (HSRT) and the possible alternative technology mode in the I-710 EIR/EIS; how does the program concept of SCAG relate to the project concept with the I-710? Pfeffer also brought up the continued discussion by LA City Council (Council members Hahn, 3

4 Transportation Committee Minutes of February 6, 2008 Rosendahl and Smith) to build a spur to the San Pedro Bay Ports, through the implementation of the HSRT from West Los Angeles to Ontario. Pfeffer also discussed the differences between the baseline and forecast growth scenarios. She cited differenced between density and land use changes between the two forecasts. There was discussion and the recommendation to comment on the RTP to move forward with the baseline forecast. Brynn Kernaghan went over comments on SCAG setting transit performance standards and looking into fare structure; areas usually reserved for the MTA and for municipal operators. A MOTION was made to modify the draft letter to include a recommendation for the baseline forecast only and to include the comments regarding the transit studies. (Final Letter Attached) Ken Farfsing, City Manager s Steering Committee, discussed the GCCOG prioritization of transportation initiatives that took place in November. The Steering Committee assessed the consistency of the Orange Line Authority project with other GCCOG priorities. The Steering Committee met to discuss this and also met with Ornage Line Authority Executive Director, Al Perdon. The Steering Committee addressed the issue through a Motion. There was a general discussion of the City Mgrs. Motion as well as the status of recommendations from the forthcoming OCTA/MTA Cross-County Study. A MOITON was made to refer the City Manager s Motion on to the entire Board. Karen Heit, Transportation Deputy to MTA Director Lowenthal, described the additions to the Gateway Cities profile and project lists for the MTA Long Range Transportation Plan (LRTP). The profile was reviewed and a suggestion was made to send it to the cities for review and comment. The Draft LRTP is expected for release in early March Alex Clifford, Gateway Service Sector General Manager, discussed the upcoming service changes and highlighted the elimination of a segment of Line 258. He urges the Transportation Committee to send a letter to the San Gabriel Valley Governance Council to reconsider the cancellation of the line segment. (Final Letter Attached) Yvette Kirrin, I-5 Executive Director reported on the I-5. The I I-710 EIR effort kicked-off. Public scoping meetings have been scheduled. The segmenting study for the project implementation has been completed. There was a discussion of segmenting as well as construction dates. All segments must be under contract by As the project is not fully funded the suggestion was made to pursue funding through the CTC. The meeting adjourned at 5:36 p.m. 4

8 Multi-County Goods Movement Action Plan (MCGMAP) In 2004, executives from the five county transportation commissions and SCAG banded together to address the movement of goods through the five county SCAG region. The goal of this study was to create a multi-county action plan which balances community issues (environmental, congestion concerns and economic impacts) with the need to move goods through the region from the San Pedro Bay Ports, the Port of Hueneme, regional airports and the highway system. This process has resulted in the development of seven technical reports and goods movement framework plans for each county. The presentation by MTA staff and their consultant team will transmit findings and recommendations for the Los Angeles County portion of the plan. 8
