1 ITEM 8a MCAG GOVERNING BOARD September 25, 2014 MINUTES The regular meeting of the MERCED COUNTY ASSOCIATION OF GOVERNMENTS GOVERNING BOARD held on Thursday, September 25, 2014, at the County of Merced, Board of Supervisors Chambers, 2222 M Street, Merced, CA was called to order by Chair at 3:00 P.M. Oral Report Citizens Advisory Committee Adam Cox gave the monthly report from the Citizens Advisory Committee. 5. Caltrans Report Ken Baxter gave the report from Caltrans. Ken also distributed The Mile Marker A Caltrans Performance Report 6. Consent Agenda a. Minutes of the August 21, 2014 MCAG Governing Board meeting b. Draft Formal Amendment No. 27 to the 2013 Federal Transportation Improvement Program c. Caltrans Planning Grants d. Continuum of Care Executive Board e. Local Transportation Fund Apportionment and Transit Joint Powers Authority for Merced County Claim for Fiscal Year 2014/15 Director O Banion moved to approve the Consent Agenda. Seconded by Director Faul. 7. Information/Discussion Only a. Minutes of the September 10, 2014 Technical Review Board meeting b. Regional Transportation Impact Fee Report Fiscal Year 2013/14 4 th Quarter c. Congestion Mitigation Air Quality Program Status of Federal Obligations d. Three County Senate Bill 375 Target Setting e. Commute Connection Monthly Report July 2014 f. 10 th Annual San Joaquin Valley Regional Planning Agencies Fall Policy Conference So noted.

Regional Transportation Plan / Sustainable Communities Strategy, Federal Transportation Improvement Program, and Corresponding Air Quality Conformity Analysis Matt Fell gave a detailed update on the Regional Transportation Plan seeking direction from the Directors on an adoption of Scenario A or Scenario B. Several members of the audience spoke on the importance of selecting Scenario B which would adopt a resolution that demonstrates a good-faith effort in helping the state meet its greenhouse gas reduction goals while being consistent with local General Plans. Others suggested that now is the time to get on a path to set a model up that will achieve the targets set in the future. Members of the audience that spoke: Daniel O Conner, American Farmland Trust Kenra Bragonier, League of Women Voters Merced County Jaime Moncayo, Leadership Counsel for Justice and Accountability Mary-Michal Rawling, Member of the Public Director Walsh moved to adopt Resolution No. 2014/ adopting the 2014 Regional Transportation Plan / Sustainable Communities Strategy with Scenario B Blueprint, the 2015 Federal Transportation Improvement Program, and the Corresponding Conformity Analysis reflecting Scenario B. Seconded by Director O Banion. Ayes Directors Walsh, Davis, O Banion, Faul, Antonetti, Espinoza, Villalta Noes Director MOTION CARRIED. 9. Regional Transportation Impact Fee Study Update The Board discussed the options and the need for more information prior to proceeding. Director Walsh moved to direct staff to prepare a survey of other MPO s that are nonself-help counties that have Regional Impact Fee programs and bring this information back to the Board with a request of the scope of services for the consultant. Seconded by Director Faul.

4 10. Regional Transportation Impact Fee Budget for Fiscal Year 2014/2015 Matt Fell gave a review of the Regional Transportation Impact Fee Budget for Fiscal Year 2014/2015. Director Faul moved to approve the Fiscal Year 2014/2015 Regional Transportation Impact Fee Budget. Seconded by Director Davis. Minutes of the August 21, 2014 Regional Waste Management Authority Board meeting Director Faul moved to approve the minutes of the August 21, 2014 Regional Waste Management Authority Board meeting. Seconded by Director Davis. 12. Oral Report Monthly Update Brooks Stayer gave the Monthly Update for the landfill tonnage revenue generated at the Highway 59 and Billy Wright Landfills for August Update the Executive Director s Authority to Negotiate and Execute Agreements and Contracts of up to $300,000 and up to Three Years Director Faul moved to authorize the Executive Director to negotiate and execute future agreements and contracts of up to $300,000 and for up to three years. Seconded by Director Espinoza. Local Transportation Fund Claim Form for Fiscal Year 2014/15 Director O Banion moved to approve the Consent Agenda. Seconded by Director Faul. 15. Information/Discussion Only a. Triennial Review Draft Report b. Contracting Out for Transit Services So noted. 16. Oral Report Transit Monthly Update Rich Green gave the Transit Monthly Update and informed the Board of upcoming route changes. 17. Executive Director Contract Director O Banion moved to authorize the MCAG Executive Committee to convene and negotiate a tentative contract with the Executive Director and report their recommendations to the Governing Board in a closed session. Seconded by Director Faul. 18. Executive Director s Report So noted.

Directors Report Director Faul invited the Board to attend the Atwater Fall Festival on October 11-12, Director Espinoza informed the Board that Livingston s Sweet Potato Festival was a success.
