Welcome & Introductions The TCAG Active Transportation Advisory Committee was opened by Chair Macaulay at 8:36 a.m. on January 26, 2017 at the Tulare County Association of Governments (TCAG), 210 N. Church Street, Ste. B, Visalia, CA Roll Call was provided. 2. Public Comments Public Comments opened and closed at 8:37 a.m. No public comments were received. 3. Action: Approval of Meeting Minutes for November 17, 2016 Upon a Motion by Member Minnick, and seconded by Member Wallis-Dutra, the TCAG Active Transportation Advisory Committee (ATAC) unanimously approved the Meeting Minutes for November 17, Action: ATAC Guidelines Amendment No. 1 1 Mr. Brady highlighted the draft amended ATAC Guidelines attached to the agenda and discussed the inception of the ATAC committee and how it was formed out of the former bicycle committee. Mr. Brady stated the purview of the committee had grown to include active transportation which was a major component of TCAG planning and programming activities and to be an advisor in that capacity. Mr. Brady noted the committee had evolved and had become a standing committee with a formal group with developed guidelines for taking vote on actions, determining who could vote, sending out meeting minutes, quorum, member terms, postponement of recommendation or action items to be decided by a majority of members present and stated the guidelines were open to discussion and revise at all times. Mr. Brady 1 Agenda Item No. 4 heard out of agenda order and before Agenda item No. 3. 1

4 clarified that unlike the TCAG Board, only a majority of persons present were needed to take action as this allowed for the committee to speed along which was in line with the time schedule planned for doing the active transportation plan. Ms. Alvez listed the recommended changes noted in the amended ATAC guidelines attached to the agenda included the following: Quorum- a basic majority as defined by the committee could include those majority members present with the option for the committee to postpone recommendation and action until such time all majority members were present with final action for approval by the TCAG board. Member Representative- Caltrans District 6 was no longer an ex-officio member and was now listed as a voting member. Member Alternates- Not counting the Chair and Vice-Chair, primary members could have agency representatives cover in their absence with authority to approve recommendation and action items with the option of the committee to postpone recommendation and action items until such time a majority of members present were needed by primary members. Member Terms- Guidelines were approved a year after the ATAC committee was formed so all member terms have been reset to coincide with the adoption of the guidelines by the TCAG Board or all members would be expired. Mr. Brady added the ATAC committee could expand the membership, as not all agencies were represented which could include adding new seats as members are identified from each city or interested groups as recommended by consensus by the ATAC committee. Mr. Brady stated the guidelines could be an open discussion and requested recommendations and input for improvement from the committee. Upon a Motion by Member Carrillo, and seconded by Member Wallis-Dutra, the TCAG Active Transportation Advisory Committee (ATAC) unanimously approved the ATAC Guidelines Amendment No Information: Tulare County Public Health Bicycle and Pedestrian Fatality Update Ms. Minnick reported a bicycle and pedestrian fatality update and provided a handout that listed the fatalities in 2016 in comparison to that of the 2015 year. Ms. Minnick stated there were 18 pedestrian and four bicycle fatalities and stated according to her handout, the deaths indicated were Tulare County residents however, the fatalities did not necessarily happen in Tulare County. Ms. Minnick reported that most fatalities included adults with one fatality less than 18 years of age. Ms. Minnick reported that she would be working with an intern who was a public health UC Davis student and he would be analyzing and formatting a SWITRS database to formulate data that included pedestrian and driver accidents and fatalities which would include alcohol or weather issues. Ms. Minnick stated the intern also needed to complete a safety and outreach component before the early summer and asked the committee to include him in safety events. Ms. Minnick stated she would report additional information when it became available. The committee discussed the elements of the SWITRS report and what information was needed for a detailed analysis with Ms. Minnick stating it would be good to have a broader data set. Member Beal added that the coding including in SWITRS regarding use of cell phones was not as accurate to determine cause of accidents since there were not enough resources to initiate a warrant on cell phones unless it was a more serious investigation, driver impairment or fatality. 2

5 Member Beal reported CHP would be doing training on the impacts of teen distracted driving and stated there was another program for adults. Member Beal stated there was a contest every year and videos that depict different scenarios of distracted driving which included eating cereal while driving which engaged the students. Ms. Minnick stated the fatality report did not include recent data such as the fatality of a 40 year old Visalian who was in a sole bike collision outside of Visalia or in Exeter. Chair Macaulay requested that TCAG review a cross walk not utilizing a crossing guard during school hours near Mineral King School and whether this falls into the purview of ATAC. 6. Information: Active Transportation Program (ATP) Update Mr. Gutierrez reported that at the last ATAC meeting it was reported that no projects from the Tulare County region were selected for funding under the statewide ATP component. Mr. Gutierrez reported that the selection committee had completed their review of applications for funding under for the local ATP component with two projects being awarded for funding- City of Farmersville Safe Routes to School Project on East Walnut Ave and the Woodville Sidewalk Improvement Project. Mr. Gutierrez provided a handout that reflected the projects awarded, project scoring, project cost and scope. Mr. Gutierrez discussed project segment or phasing of projects and Tulare County s priority project selection of Woodville over other higher scoring projects and stated he hoped during the next cycle of project that they scored better in the statewide competition. Mr. Gutierrez stated he was submitting the local ATP selection recommendation to the CTC with final approval by the CTC in March. The committee discussed the scoring of projects, the statewide competitive process, specifications before submission of an application for projects that were granted an award and the difference between state and federal funding. 7. Information: Bike and Stride Update Ms. Moore provided a Bike and Stride update and highlighted page fifteen of the ATAC agenda that listed the TCAG activities in the last year. Ms. Moore stated Bike and Stride had concluded and would be creating a compilation video that would highlight the safety efforts under the Bike and Stride Program which would be available at the next ATAC meeting. Ms. Moore stated while the Bike and Stride Program had ended TCAG had decided to forge ahead and continue the safety outreach efforts with the additional grant funding of $750 received and the 120 bike helmets that will be received by the end of the month. Ms. Moore discussed the strategies that TCAG would be doing in finding additional locations to promote safety outreach and highlighted the bike and pedestrian safety demonstration at the TCAG Board on January 30 th that included the fixie bike and melon drop demonstration. Ms. Moore added that the Rock and Roll Art work would be placed at the Imagine U Museum in January and at the Visalia County Library in February and the possibility of another unknown location in March until its return to TCAG and encouraged the committee to visit the locations. 8. Information: Bike and Pedestrian Safety Discussion Mr. Shabanov stated this agenda item was an open discussion item for recommendations for outreach ideas such as the previously discussed fixie bikes, gift cards handed out by the police and Bike and Stride outreach suggestions. Ms. Alvez asked Member Beal if he had any CHP fatality report information or safety outreach endeavors his agency was doing in the community and whether he would be interested in provided a report under this segment at each ATAC Meeting. 3

6 Member Beal discussed the grant funding received from the National Highway Transportation Administration to initiate a Bus Sting with a uniformed officer on a school bus to ensure safety at the crosswalk. Member Beal discussed the Bakersfield CHP motor team and the press release for the safety initiative and stated further training would be needed by CHP before the safety initiative commenced. Member Beal requested feedback and recommended for location areas that needed this safety measure. The committee recommended Tonyville, Tooleville, Spruce Road, and on Houston and Ben Maddox in Visalia. 9. Information: Sixth Annual Local Motion Awards Ms. Alvez stated the 6 th Annual Local Motion awards was January 26 th at 11:30 a.m. at the Visalia Convention Center and recommended the ATAC committee to attend. Ms. Alvez stated registration was still open and thanked the sponsors for their donations to help make the event successful. Ms. Alvez stated nominations were scored and the judges had a hard time making a decision as all projects were good, helped the community, cities/county and citizens. Ms. Alvez stated lunch would be provided with a guest speaker, Susan Branson, Executive Director from the California Transportation Commission. 10. Information: Visalia Waterways and Trails Projects Update Mr. Barnes listed the trails under construction along Mill Creek and Modoc Ditch which had Class I roads, listed the City of Visalia s priority projects and discussed the draft plan for implementing park rules along pedestrian walking trails which would be provided to the ATAC committee once available. Mr. Barnes discussed the naming conventions being discussed to connect the trails to the city such as Belt, Beltway or Greenway. 11. Information: Caltrans District 6 Update Mr. Ramirez provided a status update on the California Bike and Pedestrian plan which would be ready sometime in March or the beginning of April, the public review period in early February and the public forum in Fresno. Mr. Ramirez discussed that the plan included a lot of policy the state had given for bike and pedestrian improvements and access. Mr. Ramirez commented that the TCAG link for Caltrans District 6 was old and asked if it could be fixed and discussed green lanes. 12. Other Business Chair Macaulay reiterated if TCAG could review if ATAC could assist with the Mineral King School s crosswalk concern as student safety was a priority. Member Minnick stated the first week of April was National Public Health week and stated she was compiling a list of outreach locations that can be linked to public health. 13. Adjourn Upon a Motion by Member Beal, and seconded by Member Minnick, the TCAG Active Transportation Advisory Committee (ATAC) unanimously approved to adjourn the ATAC meeting at 9:31 a.m. Chair Macaulay stated the next scheduled TCAG Active Transportation Advisory Committee meeting is Thursday, February 23, 2017 at 8:30 a.m. at TCAG. 4

Information: Bike and Stride Update Ms. Moore provided an overview of programs in the region related to promoting bike and pedestrian activity and safety. Ms. Moore provided a video compilation of activities for the Bike and Stride Program which ended December 2016 and discussed budget and financing of outreach activities for
