1 Civic League Proposes By-laws Changes by John W. Robertson, Secretary The Colonial Place/Riverview Civic League Board of Directors will propose changes in the Civic League s by-laws in the upcoming months. By -laws changes will be introduced and discussed at the next general meeting on May 8, A vote by the attending membership to accept the proposed by-laws will be held at the Civic League s Annual Meeting on June 12, Many changes proposed are intended to clean up vague and confusing language and to fix grammar and syntax errors, but there are several proposals that will have a significant impact on the way the Civic League operates. A brief overview of the changes: - addition of a non-discrimination section to set forth that the Civic League does not and will not discriminate on the basis of...race, color, religion (creed), gender, gender expression, age, national origin (ancestry), disability, marital status, sexual orientation, or military status... ; - clarification that the membership term runs yearly and expires December 31st of each year unless renewed; Civic League Meeting: Monday, May 8, :30 p.m. Eggleston s Guest Speakers: Interim Sheriff, Joseph Barron and Paul Forehand, Bike Lanes Construction All CPRV Civic League meetings are now on YouTube! Visit YouTube.com and search CPRVCL or Colonial Place - addition of a section to allow proxy voting, if instituted by the Board of Directors, and guidelines for how it will be accomplished; - clarification that Directors holding more than one position in the Civic League at the same time are only allowed one vote on a motion; - addition of a Dog Park Committee which will manage the Colonial Greenway Dog Park and whose chairperson will sit on the Board of Directors. This change has been requested by the City of Norfolk to facilitate our partnership with them in managing the Dog Park; - reinforces that the membership-approved budget may not be exceeded without additional approval from the members; Continued on Page 5

We need YOU! EARNN Program Is Looking For a Couple of Green Neighbors The EARNN Program is a city sponsored program that awards neighborhoods for the environmentally positive activities of its residents. The civic league has participated in the EARNN Program since its inception due to the efforts of Audrey Webb and Jack Kennedy, who have been CPRV s representatives. The program allows us to accumulate points for recycling, clean-up efforts, environmental presentations, adopt-a-spot, and even planting trees. The points convert to monetary awards that come back to the civic league to benefit various environmental projects that continue to enhance our neighborhoods. CPRV is usually one of the top EARNN ers. Jack Kennedy and Audrey Webb are now ready to hand over the reins of the EARNN Program to new leadership. It requires two people and Audrey will be happy to meet with anyone interested to discuss EARNN Program details. This year's program ends May 31, 2017 and training for the year is scheduled for May and June. Training takes about an hour and is conducted at the Ernie Morgan Center (located in the park next to the Zoo). We look forward to hearing from you and thank you. 3

5 Civic League Proposes By-laws Changes (cont d) by John W. Robertson, Secretary - clarification of the process for creating and approving the Civic League budget each year; adds language that emphasizes that the Board of Directors is responsible to the membership for implementing the budget, - changes the number of members required for a quorum from the current 20 members to 15 members. As fewer people attend meetings in person, we increasingly find ourselves unable to take important votes on matters, such as approvals of Special Exception Permits for new restaurants, because we simply lack the required number of members in attendance. This change is consistent with our attendance over the past few years, and will allow us to continue to operate effectively; - removes the prohibition against an officer serving more than two consecutive terms. We have had instances where officers were willing to continue to serve in a particular office, but were unable to because of this by-law. Removing the prohibition will allow us to retain capable and sorely-needed officers, while having no effect on our present ability to remove officers for cause, should the need arise. The full text of the proposed changes may be viewed or downloaded by visiting the Civic League web site at. If you are unable to obtain a copy this way, please call or any officer listed on the back of this newsletter and we will be glad to mail a copy to your home. Please make every effort to attend the CPRV Civic League general meeting on May 8, 2017 to ask questions and provide your comments on the proposed by-laws changes. During that meeting, any member may suggest additional changes to what is being proposed. At the conclusion of that discussion, we will ask for a vote on whether or not to include any changes proposed at that meeting. After all changes have been made, we will describe the revised version in our June newsletter and publish the resulting document on our web site. At our general meeting on June 12, 2017, we will ask the membership to vote to approve the final version of the by-laws. Even if you have no comments on the proposed changes, we ask that all members who are able attend the June 12 meeting, so that we have good representation as we vote on the changes and elect new officers for the coming year. 5

7 COLONIAL Place / Riverview Civic League General Meeting Minutes April 17, 2017: Eggleston Center President Serafim opened the meeting at 6:34pm. NPD Neighborhood Resource Officer White presented the monthly report concerning crime activity. He reported 15 separate incidents across our area, the majority of which were larcenies from autos. The single aggravated assault was between persons who knew each other. Officer White asked us again to please call any suspicious activity in to the Non-Emergency # at Officer White distributed a survey dealing with our experiences with the NPD. Joe Dillard, a candidate for the 89th District House of Delegates seat, made a presentation on his campaign and answered questions. Terry Hurst, another candidate, was a no-show. Ted Warren, President of the Riverview Village Business Association, spoke about the RVBA s plan to host a 1k run in October. It will coincide with the dedication of the Riverview Village gateway signs. More information will be forthcoming. Treasurer s Report: An ending balance of $15, was reported. Questions were asked and answered concerning recent expenditures. Membership Committee we currently have 92 members. Environmental Committee the neighborhood cleanup is scheduled Saturday April 15th and Sunday April 16th. Report amounts collected to Audrey Webb. The President asked that anyone interested in volunteering to help with the Adopt-A-Spot contact her. She also announced that we would be electing new officers at our June meeting and called for nominations. May meeting speakers: Acting Sheriff Joe Barron and a representative on Norfolk s recent bike lane construction. The President adjourned the meeting at 7:38pm. Respectfully submitted, John W.
