1 ASME Research & Technology Committee on Water and Steam in Thermal Systems Executive Subcommittee Meeting April 10, :00-9:00 PM Hilton Hotel, Gaithersburg, MD Present: A. Banweg (Secretary), T. Beardwood (Immediate Past Chair), J. Bellows, D. Bloom, F. Gabrielli, A. Harvey, R. Holloway (Chair), C. Layman (Chair - Water Technology Subcommittee), R. Light (1 st. Vice-Chair), J. Robinson, M. Tinkleman (ASME) Regrets: D. Daniels, M. Rootham, M. Myszczyszyn 1. R. Holloway opened the meeting. 2. The minutes of the Executive Subcommittee (Orlando November 16, 2011) and Properties Subcommittee (Schenectady October 4-5, 2011) fall meetings as posted on the ASME website were accepted. It was noted that Water Technology SC had not posted minutes of the fall meeting in Orlando. 3. A. Banweg presented the committee financial figures on April 11 after they were received electronically. Properties SC has a balance of approximately $50000 and the Main Committee balance is approximately $ Old Business 4. The Business Plan submitted to CRTD in the fall of 2011 was well received by CRTD. Issues were raised regarding marketing of committee products, accuracy of sales records and competent handling of committee submissions have been noted and are receiving attention. CRTD will now have the services of a dedicated, experienced marketer to assist with increasing sales of committee products. A book table is planned at an upcoming ASME Congress and it is hoped committee products may be included in that display. Based on the completeness of the submitted business plan, it will not be necessary to submit another plan. 5. WTSC submitted the final version of the HRSG Feedwater Consensus to CRTD March 6, 2012 for publication. It is hoped printing will occur this month. 6. WTSC s Combined Cycle Pre-commissioning document received final examination at this meeting. Final text reviews of sections 10 & 11 by C.Layman and J. Bellows will make it possible to send the document out for ballot so that any and all
2 objections/suggestions may be addressed at IWC in San Antonio in November. 7. The Boiler Tube Sampling document prepared by Bob Bartholemew was examined and discussed during the working session today. Further study is necessary before it can be balloted for publication. 8. It was decided that the paper on alkalinity limits in boiler water prepared by Bob Bartholemew should be incorporated in the planned revision to the Feedwater Consensus document published in The planned biweekly phone conferences planned to advance completion of the Produced Water Consensus appear not to have taken place so the present status could not be determined. R. Holloway will follow up with the Task Group Chair Melonie Myszczyszyn. 10. The Amine Research Project was discussed with several attendees expressing concerns about continuation. It was disclosed that Digby Macdonald is reducing his work load and that the lab at Penn State is closing. Digby will be working with a small number of graduate students in Berkeley, CA. Concerns were voiced about the validity of lab work as a means of advancing this project. Jim Matthews (EPRI) disclosed to Michael Tinkleman that EPRI seems to have softened their attitude to the application of amines and is undertaking some work. It was decided that before we terminate our project and advise our stakeholders of project termination, discussions should take place with Matthews and Frank Gabrielli will contact Matthews and report the results. An informed decision will hopefully then be possible. 11. Michael Tinkleman updated the status of CRTD as part of the Knowledge Community under the direction of Mike Ireland. CRTD now has the services of a financial planner a will soon add the services of an experienced marketer to assist with increasing our product sales. Representatives are being sought to take part in a Water Management Technology seminar being presented by Michael Tinkleman May It was pointed out by D. Bloom that ASME should be active in the FRAC water technology that is a booming industry. Representatives of companies involved in this process will be at IWC and ASME should make special efforts to make contact. 12. The ASME Summer Congress will be held in Montreal in June and R. Holloway will prepare the required report and attend the CRTD meeting to represent the committee. After checking air fares plus limo and taxi charges at each end, travel by automobile is lower cost and the drive is an acceptable distance. Based on government of Canada mileage rates for 2011, charge will be $0.57/km including fuel. Because gasoline prices are predicted to rise to $6.00/gallon ($1.60/L) by midsummer, a fuel surcharge would be applied if necessary of approximately $ 0.045/km assuming the 2011 gasoline price was approximately $1.20/L. Surcharge would be calculated on actual costs at the time of travel. It was recommended that the conference hotel be used rather than an alternate, perhaps
3 lower cost, hotel as ASME needs maximum sale of rooms in order to maintain the special block rate quoted. 13. After considerable effort, D. Bloom has succeeded in assembling an ASME sponsored session for IWC The theme will be Produced Water with two reports on silicate deposits, one on oxygen testing and one on characterization of deposits. It is essential that this committee continue our practice of organizing one or two ASME sponsored sessions to maintain this conference as a showcase for ASME activity in the area of water and water treatment. If we fail to organize at least one session at future conferences it may be extremely difficult to regain our spot in the conference program. It is the responsibility of the 2 nd. Vice-Chair, as listed in the job description, to organize the IWC ASME sponsored session(s). 14. Because of retirement and reduced participation in IAPWS, Dr. Johanna Levelt Sengers has suggested her status in this committee should be changed to Emeritus Member. Her considerable efforts on behalf of this committee, and the Properties SC, are deeply appreciated and we will honour her request. It is expected she will continue her support but on a diminished scale. Similarly, Emeritus status should be conferred on John Siegmund, ASME Fellow, in recognition of his many years of service to this committee although he has not been able to attend meetings for several years due to his advanced age having just celebrated his 90 th birthday. Unanimous consent of this matter was received from the members at the Main Committee meeting on April 11, R. Light has received no recommendations for full membership in the Main Committee as of this meeting. However, some memberships are expiring and should be renewed. This matter will be referred to Norma Johnston for action. 16. It is necessary for D. Daniels, 2 nd Vice-chair begin planning for one or two ASME sponsored sessions for the 75 th anniversary IWC in Orlando in The call for papers will be issued early and abstracts will be have to be submitted early in 2013 to allow the IWC Planning Committee to select suitable papers and identify designated sessions. The numbers of abstracts received for consideration are increasing each year and there are a limited number of papers that can be scheduled. The number of rejections may be as high as 75% of the submissions. It is highly recommended that a Produced Water Session be planned as well as another that may be recommended by the 2 nd Vice-chair and approved by the Executive SC. In the event the 2 nd Vice-chair is unable to fulfill these requirements, a stand in may be appointed as approved by the Executive SC and provided the candidate is prepared to meet all requirements of IWC and ASME. 17. Allan Harvey spoke briefly about the IAPWS meeting to be held October in Boulder, CO. Further information will be forthcoming but committee members are invited and welcome to attend this meeting that normally is held in a different country each year.

The meeting agenda for WTSC for Wednesday April 11 was discussed and will likely cover the Calculation Tool Box, Assessment Based Training with other topics suggested by members during the meeting. 19. The importance of posting meeting minutes for the WTSC was discussed. The WTSC Chair, C. Layman, advised she will record the minutes and submit them to CRTD as required. 20. The use of the ASME website to store important archival documents that may be extremely important in future to provide background data on literature researched in preparing new products was discussed with M. Tinkleman who will investigate the possibilities open to the committee. 21. Properties activities at present will concentrate on planning and organizing the IAPWS meeting in Boulder. 22. J. Robinson reported there are very few papers on boilers and water treatment problems being presented at NACE conferences at present. Nothing of interest was reported evolving from the recent PPEC meeting except that recorded earlier regarding the use of amines. PTC-31Performance Test Code for High Purity Water Treatment Systems has been completed and printing of the first release was scheduled for this week. Five members of this committee were also members of the PTC-31 committee. 23. The next meeting of the Executive SC will be November 4, 2012 in San Antonio at IWC. The spring meeting is scheduled for April 10, 2013 at NIST Gaithersburg. Because the Hilton Hotel Gaithersburg failed to arrange the Executive SC meeting room as agreed with A. Banweg well in advance, alternative sites for this meeting will be investigated. 24. Michael Tinkleman presented Certificates of Recognition and Thanks to Debbie Bloom and Ted Beardwood from the Society and their coworkers for their dedication and efforts in chairing the Research Committee throughout their terms of office. 25. 5 The next meeting of this Committee is scheduled for April 11-12, 2012 at NIST in Gaithersburg, MD. As previously the Water Technology Subcommittee will meet April 10, 2012 for an all-day working session. The Properties Subcommittee is scheduled to meet in Boulder, CO during the week of Sept. 30 to Oct. 5, 2012 in conjunction with the annual meeting of IAPWS which will also be held in Boulder.
