2 Call to Order The meeting of the ASME Power Division Heat Exchanger Committee was called to order on Wednesday, December 9, 9:00 AM. Introductions Heat Exchanger Committee officers, members and guests were introduced. The Chairman is Richard Pearce from KCP&L; the Vice Chair is Frank Michell from American Electric Power; the Secretary is Dennis Schumerth from Valtimet, Inc. and the Program Coordinator is Steve Kidwell from Burns & McDonnell. Membership Coordinator is Jim Mitchel from Plastocor and George Saxon, Jr. Chair of Past Chair Council. Meeting Minutes A motion to approve the Committee Meeting Minutes from the July 21, 2009 was made by Dan Janikowski and seconded by Joe Bruno. A Committee roster was distributed among the attendees to insure complete and accurate information. Special Elections Item 1: Mr. Pearce reported that by a 12-0 vote, the By-laws Revision dated August 21, 2009 was passed. This change in the By-laws provides for the formation of a Past Chair Council made up of past Chairs of the Heat Exchanger Committee. The Chair of the Council is the immediate past Heat Exchanger Committee Chair and shall serve for two (2) years and shall be replaced by the out-going Heat Exchanger Committee Chair. Item 2: The following elections were held for the position(s) of Committee Chair, Committee Vice-Chair and Secretary. 2.1 Committee Chair Nominations were made and seconded in favor of Mr. Frank Michell. No other nominations were placed into consideration. A total of 12 votes in favor of the nomination were formally entered and approved. 2.1 Committee Vice-Chair Nominations were made and seconded in favor of Mr. Joe Bruno. No other nominations were placed into consideration. A total of 13 votes in favor of the nomination were formally entered and approved. 2.1 Committee Secretary Three formal nominations were made for the position of Committee Secretary. They included Ms. Kim Massey and Mr. Gary Fischer. Mr. Jamey Smith Jr. announced in advance of the meeting that he would not be a third candidate. Mr. Janikowski closed all further nominations. 3 The candidates were excused from the meeting and the Secretary read the resumes of both candidates and solicited questions from the membership. There being no objections to either candidate, a 9-6 vote in favor of Ms. Massey was tallied and approved. Congratulations to all elected officers. Formal duties will be assumed by the newly elected officers during the ASME Power Conference 2010 in Chicago July 13-15, Executive Committee Report Administrative Committee Reports Membership Roster The Secretary reminded all members that in order to maintain active Committee membership, the By- Laws require a minimum attendance of two (2) meetings in a two-year period unless excused. Corresponding members must attend one (1) meeting in two (2) consecutive years. Public Affairs Eric Svensson, in his first report as Public Affairs Committee Chair, provided the following. Honors and Awards The Albuquerque Conference was well attended resulting in new membership, new attending engineers and training seminars. There may be a Feedwater Heater Workshop scheduled for ASME Power 2010 in Chicago. The HEC may wish to add additional workshops. In the interest of recruiting new engineering members into the Power Davison, the HEC announces two (2) upcoming seminars. o Feedwater Heater & Maintenance June th (Sponsor Powerfect) o Condenser & C. Tower January (Sponsor Burns Engineering) We thank Bob Boberg for has past contribution as past PA Committee Chair. The Committee remains anxious to develop and expand a web-based, interactive bulletin board capable of responding to questions and answers from interested readers. Mr. Catapano provided the following Committee report. Newly elected Committee Chairman for Honors & Awards is Robert Scott (Alstom) We are reminded that the best paper award has a $200 cash prize attached. The Best Paper will also be considered as a candidate for the Prime Movers Award. Comments from Chris Blazek EXCOM o Jane Hutt is looking for a paper reviewer. Mr. Janikowski is interested in the position. o The James N. Landis Award review and award Committee has an opening. The Committee is looking for volunteers to serve. Page 3

4 o Mike Catapano is working on several Fellow applications. Frank Michell & Richard Pearce offered their assistance in preparing the application. Education & Research Dr. Harpster was not present and did not submit a report. We understand that Dr. Harpster recently underwent surgery. We wish him well in his recovery. Comments from Chris Blazek EXCOM The ASME is looking for speakers representing the ASME. This was part of the Distinguished Lecturer Program. This program has ended replaced by the ASME Speaker Forum. Mr. Vince Dillworth can provide additional information (dilworthv@asme.org) Local ASME Sections are encouraging these forums. Travel and expense reimbursement is available. International Relations Dr. Padmanabhan was unable to attend the HEC meeting but submitted the following report. During ASME Power 2009, an international panel was organized to discuss global needs for engineers and operators for the Power Industry. Participation was rated as good. The Panel stressed pro-active participation at the university and high school level There are no plans for ASME Power 2010 Comments from Chris Blazek EXCOM o o o o ASME to establish a Latin America Outreach Program Purpose: Promote ASME Codes & Standards vs. competing codes Considering overseas workshops on Codes & Standards EXCOM Secretary will establish an international data base of fabricators that have foreign operations. (Messrs. Blessman & Smith offered assistance) Program Coordination George Saxon provided the following EXCOM report on ASME Power 2009 and upcoming ASME Power For 2010 ASME Power will combine the Power Division with the Nuclear Division. For 2010, the following is current: o 82 Abstracts received o 52 Being considered o 29 Accepted to-date o 22 of 29 Assigned o Four (4) workshops are planned (Powerfect Workshop would make 5) Note from EXCOM on Codes & Standards o A one-day Workshop is planned to address implementation of ASME PTC-10.0 In the future, Panel Sessions will be required to publish the presentations in PDF format. In addition, author sign-offs and talent release forms will be available thru the internet. Page 4

5 ASME Power Profit level $50,000 ASME Power Overall rating very good ASME Power 2009 Registrations up ASME Power 2009 Technical tours were cancelled ASME Power 2009 No Professional Development Courses were scheduled by HEC ASME Power Tech tours in the planning stages ASME Power Abstracts for the Nuclear Section are needed ASME Power ,000 direct mail campaign underway soliciting abstracts Steve Kidwell provided the following HEC Program Coordination report. The HEX Committee has committed to 4 Paper Sessions and 1 Panel Session. Several foreign authors are included in the 3 Paper Sessions. They would include the following general subject areas. Power Uprates Cycling Cooling Towers Heat Exchangers for Renewable Energy Panel: Closed Feedwater Heater Startup & Shutdown As of the 12/9/08 meeting, we have 6 ½ papers submitted to the HEX Committee 6 have been accepted. The one-half is an abstract submitted with no details/write-up. It can be noted that 4 of the 6 papers are from academia. As of 1/27/2010, a total of 16 abstracts have been accepted for presentation in Track 3. The following chart identifies the Track Chair and Vice-Chair assignments. Track 3 Heat Exchangers & Cooling Systems Track Chair: Steve Kidwell Track Co-Chair: Joe Bruno Track Co-Chair: Frank Michell As noted above, the HEX Committee is scheduled to present 4 Paper Sessions and 1 Panel Session within Track 3. The following are the details of the Sessions and Panel. During the meeting, the following individuals volunteered to participate in ASME Power 2010 in as either a Session Chair or Session Co Chair. Professional Development Courses There were no ASME Short Courses scheduled for ASME 2009 by the HEC. Messrs. Catapano, Weber and Saxon have presented in the past and may wish to consider Chicago Miscellaneous Business Page 6

7 There was a short discussion suggesting the Committee needs to maintain the PDH s for the sessions and any Professional Development Courses. The PDH forms need to be sent in a more expeditious manner to the PE in the organization due to renewal requirements. R. Pearce will need to discuss and determine, with the EXCOM, how to capture these technical discussions with PDH s for the PE engineers in our group. Technical Presentation There were no technical presentations at this meeting. It was duly noted however that the Committee continues to be interested in and encourage Technical Presentations. Heat Exchanger Committee Reports Nominating & New Membership Mr. Mitchell reported that of the initial $500 budget, $342 has been used as Conference mailers (promotion of ASME Power 2009 Panel). Mr. Mitchell also introduced Mr. Kevin Boone of Hydro Dyne as a guest and possible member. EPRI & HEI Reports Dennis Schumerth Mr. Schumerth provided an updated report on EPRI & HEI activities during the past six months (see Attachment). Other newsworthy items would include: We continue to suggest that an EPRI representative be invited to join our HEX Committee (open item). Possibly Jeff Stallings would be a candidate Holtec has been approved for membership in HEI Power Plant Heat Exchanger Section Hydro Dyne has joined the Power Plant Heat Exchanger Section HEI is contacting plate heat exchanger manufacturers in regards to developing a new Section within HE HEI is contacting expansion joint manufacturers in regards to developing a new Section within HEI Yuba/Ecolaire has been sold to SPX Corporation. New name will be SPX Heat Transfer EPRI FWH Symposium tentative schedule: 2010 EPRI BOP Symposium scheduled for August 9-11 (Stevenson, WA) Frank Michell to provide information on EPRI Cooling Tower Technology Conference Cooling Tower Institute (CTI) & EPRI Cooling Technology Conference Updates Mr. Michell provided the following Cooling Tower Institute update. The EPRI Cooling Tower Technology Conference was held at the Hyatt Regency in Cincinnati, Ohio August A total of 25 technical paper presentations and 2 panel discussions were on the conference agenda. The conference was well attended by a number of utilities, suppliers and manufactures. The EPRI Cooling Tower Technology Conference is held every three years alternating with the Feedwater Heater and Condenser Technology Conference which are on three year cycles. The 2010 Annual CTI Conference will be held in Houston February Highlights of the Conference include: o Twenty-six (26) technical papers in concurrent Tracks o Owner-operator Seminar o Ask the Expert Session o Education Program Session Page 7

8 o CTI President Elect for 2010 & 2011 Jess Sewell Development of Past Chair Council Mr. Saxon reported the By-laws revision passed formally providing for the formation of a Past Chair Council. The results of the vote are noted in several places in these minutes. ASME - PTC - Air-Cooled & Surface Condensers Mr. Weber was not in attendance. It is prudent however to review the current status of relevant ASME PTC s The ASME PTC 30.1 for Air Cooled Condensers is available through the ASME at a cost of $ The ASME PTC 12.2 for Surface Condensers is currently in Committee being revamped and is scheduled for completion in one (1) year. Mr. Jack Karian is the ASME contact for PTC The ASME PTC 12.1 for Closed Feedwater Heaters will be revamped. Committee Chair is Mr. Gerry Weber Professional Development Continuing education or Professional Development credit hours (PDH s) will continue to be supported through the ASME. It is expected that ASME Power will again provide all of the following for the 2010 Conference. ASME Short Course hours will be available. All subject matter for Short Courses is welcome. Short technical presentations during the meetings are encouraged and welcomed. It was suggested that in order to attract more industry-relevant abstracts, our search must extend beyond the scope of just the HEX Committee. EXCOM has an interest in expanding and revitalizing the ASME Newsletter. Web Page Update Mr. Eric Svensson is the new Public Affairs and HEC webpage representative and had the following report. The HEC Committee is anxious to develop and expand a web-based, interactive bulletin board capable of responding to questions and answers from interested readers. NACE currently has such a bulletin board in its CORROSION publication. Page 8

9 It may be prudent to link the HEC to the ASME service forum site entitled Peerlink (under ASME.org). Mr. Svensson will investigate. Mr. Michell noted that the CTI website forum entitled Ask the Expert has allowed a positive and dynamic interaction among the participants. Meeting Invitation Mailings The HEC has remaining budget monies to send out meeting invitations, announcements, etc. Mr. Mitchell should be contacted for any opportunities. Nominations for ASME Awards New Business Elections of officers was noted earlier in the minutes. Presentations at Future Committee Meetings Voted as the best paper for Power2009 was Avoiding Common Pitfalls in Cooling Tower Pump Intake Design Related to Hydraulic Performance by Timothy Sassaman of Alden Research. Congratulations to Mr. Sassaman and his co-authors. Voted as the paper selected for Energy Tech publication in 2011 was Design Methodology and Valve Sizing for Heater Drain Systems by Casey Loughrin of Sargent and Lundy. Congratulations to Mr. Loughrin for his efforts. General comments were presented from the membership in attendance. The Committee needs to recruit new members especially utility candidates. It was again noted that Energy Tech Magazine be expanded to include a regular session on Ask the Heat Exchanger Committee. This would be a question and answer section devoted exclusively to our HEC. There was discussion on video taping Panel Sessions and posting to the HEC website and webinar capabilities. Energy Tech Magazine No news to report Special Notes None Next Meeting The next meeting of the ASME Power Division and Heat Exchanger Committee is scheduled for the week of July 13-15, 2010 during the ASME Power 2010 Conference.
