1 ASME Research Committee on Energy, Environment, and Waste (RC EEW) Revised Notes of Meeting Meeting by Conference Call September 12, 2012 Attendees : Tony Licata, Chair Dave Wilson Paul Lemieux, Vice Chair Joe Santoleri Bob Sommerlad, Secretary Dick Magee Chuck Velzy Floyd Hasselriis Bob Hall Dave Hoecke Norma Johnson, ASME Staff Simon Friedrich Summary The CPM Subcommittee White paper on its plan to use PTC Computer Codes was presented to C&S senior managers by CRTD staff. Likewise Chuck Velzy had and will continue discussions with ASME senior management. A presentation on ReMAP is planned at the EPA-AWMA Information Exchange Conference. A request for an EPA Peer review on Anthrax Remediation is in the works. The 2012 Pioneer Award will be presented to Tony Licata. The RC EEW poster session at the MEGA Symposium was well received. A number of New Business items were identified and plans were initiated. The next meeting will be held on Nov 29, 2012 at EPA in RTP, NC. Action Items are numbered in the text and compiled at the end. Meeting Agenda and Meeting Minutes The agenda and meeting minutes of June 26 were approved. BRTD Meeting and Staff Reorganization Norma gave a briefing of the Board on Research & Technology Development (BRTD) meeting in June 2012 and the Staff Reorganization of CRTD under Engineering Technology and Development (ERTD) which is part of the Knowledge and Community Sector (K&C). She covered the CRTD roles including Research Committees (RCs), and potential mapping of RCs to Technical Divisions. Takeaways include CRTD need not be financially self-sustaining, a new impetus to have RCs communicate with Technical Divisions, and to develop new projects and products such as workshops, handbooks, technical sessions, webinars and podcasts for information interchange among various ASME groups The Research
2 Committee should consider developing content for use on asme.org. The CRTD staff now report to June Ling in Standards and Certification (S&C). CRTD is now fully subsidized but needs more research activities. The Chairs of the various Research Committees are members of the BRTD which will meet at the International Mechanical Engineering Congress and Exposition on Monday, Nov 12, 2012 in Houston, TX. Chuck Velzy, former ASME President, will also attend. Norma will provide a presentation originally presented by Michael Tinkleman and will send an Organization Chart and a list of abbreviations. Action Item (AI)-1 Update of Ongoing Projects Continuous Performance Monitoring Sommerlad Conference Calls were held on July 9, Aug 6, and Sept 9. The final product will be a software template in an electronic format such as a CD including the PTC-34 computations along with a format for integrating same with a data logger. The subcommittee prepared a write up of the product and will approach S&C Management. Steve Deduck had sent an outline after the July meeting. The Chair (Bob Sommerlad) had prepared an Introduction and also the write-up which also included a description of private Computer Codes that some have developed using PTC 4 and 34 protocols. This White Paper was reviewed by the Subcommittee. The subcommittee decided to proceed to get to Standards and Certification Management with three approaches: Chuck Velzy through his S&C contacts CRTD staff up through ERTD to senior staff Steve Scavuzzo as PTC 34 Chair and member of the Standards Committee At the time of this meeting there was no resolution. Tony said the CPM will continue its work pending a final decision by senior management. He also pointed out that EPA is requiring that emissions be tied to unit efficiency in its recent regulations. AI-2 Upgrading of Fuel Delivery Systems - Sommerlad Conference Calls were held on July 16 and Aug 13. FDS Upgrade Costs and Benefits were reviewed in detail for Case Study 1 using pulverized PRB coal in some detail. The costs were reviewed, updated, and approved for a total of $13.2 million or $26.4/kW. Various component savings were assigned to subcommittee members.
3 ReMAP Update Hoecke/Lemieux Tony pointed out that ReMAP was mentioned by EPA in response to litigation on MACT rules. He also related that ICAC made comments regarding EPA MACT rules that there are no commercially available CEMs for measuring HCl as required in the MACT. Bob Hall indicated that the EPA-AWMA Information Exchange Conference in November in RTP has an opening which can be used for a presentation on ReMAP. Dave Hoecke was asked to prepare a presentation. Dave pointed out that ReMAP deals only with precision and not accuracy, and only with particulate emissions not gaseous emissions. Tony suggested that the paper could be expanded into a webinar where ReMAP could be expanded into a generic approach and where measurement accuracy could be covered as well. Bob Sommerlad was asked to contact Steve Lanier, formerly a consultant to the RC EEW on ReMAP, inviting him to the Information Exchange and to determine his interest in working as a consultant on an update. Dave Hoecke indicated that he had sent Norma his Power Point presentation from his talk at the IT3 Conference in 2007 and this was sent to RC EEW members. AI-3 & 4 Project/Program/Peer Review Update Hall/Lemieux/Velzy Tony indicated he will request information from RC EEW members on their expertise and experience to develop a pool of panelists for potential peer reviews. Paul Lemieux indicated that EPA is preparing to solicit an external peer review on Anthrax remediation in about a month. The project deals with identification, remediation, and clean-up of Anthrax present indoors and will cover waste management, cost analysis, and hvac air flow in buildings. AI-5 Old Business Pioneer Award Sommerlad The 2012 Pioneer Awardee is Anthony Licata. Tony has been notified and has accepted the award. He has agreed to receive the award at the IT3 meeting on Oct 24, 2012 and will give a short presentation. All agreed that he is an outstanding and deserving awardee. Financial Reports Johnston Industrial Waste $83,213 and Haz Waste $69,136 as of July 2012
4 MEGA Symposium Poster Session Sommerlad Bob attended the MEGA Symposium in Baltimore on August 20-22, 2012 on behalf of the ASME RC EEW and manned a poster session where the RC EEW, the Continuous Performance Monitoring for Waste-to-Energy Boilers Subcommittee, and the Fuel Delivery System Upgrades for Utility Boilers Subcommittee were featured on a 4 ft x 8 ft poster board. The posters were located in a hallway leading to the exhibit area. The poster generated great interest and hopefully recruited new members. Poster material will be sent to members. Tony Licata pointed out this was the first time the RC EEW did some marketing and echoed the success of the poster session. Bob will attach poster material with the Meeting Minutes. AI-6 New Business Identify new members Mid Career and Early career Engineers from Industry Tony indicated that the RC EEW needs new members from the mid career and early career engineers from the energy, environment, and waste fields. All members are asked to seek new members. Norma will post a notice on the Volunteer Board. AI-7 Strategic Planning Tony indicated that this is a new activity. He will provide an overview and volunteers are sought to serve on a subcommittee. AI-8 ASME Relations Power Division Sommerlad Tony has tasked Bob Sommerlad to make contact with the ASME Power Division and other like groups to alert them of the RC EEW and seek new research projects using the FDS Subcommittee effort as a research project of interest to the power generation arena. Bob will also discuss same at Electric Power and Coal-Gen planning meetings AI-9 ASME Relations Materials in Energy Recovery (MER) Division Licata Tony indicated the MER Division (formerly the Solid waste Processing Division) has been revitalized through its new leadership. He will set up a liaison with the new leaders of the MER Division at the WERT joint meeting being held Oct in NYC... Tony will invite Marco Castaldi to become an RC EEW member. The MER Division is exploring cooperative work with NAWTEC and IT3. AI-10
5 IT3 Joint Meeting Tony indicated that IT3, NAWTEC, and ASME are exploring ways of merging waste conferences. While discussing the IT3 Meeting, Bob Sommerlad indicated he has been invited to give a talk on the RC EEW at the IT3 Meeting at its Plenary Session on Oct 24, preceding the luncheon at which the Pioneer Award will be presented to Tony Licata by Bob. He indicated that IT3 requires a speaker registration of $500 and he estimates the T&L at $2,000. The Executive Committee approved the T&L. Webinar ReMAP During the ReMAP discussion it was suggested that a webinar on ReMAP be conducted based on the Information Exchange presentation Bylaws Tony indicated that a review and possible update of the RC EEW bylaws may be appropriate. Dave Wilson, Dick Magee, and Bob Sommerlad will review and report. AI- 11 Waste Article Simon Friedrich noted that the 10 August 2012 edition (Volume 337) of Science contained a section with a dozen articles on waste management. San Paulo WTE Conference Bob Hall indicated that AWMA has been invited to participate in a WTE conference to be held in San Paulo sometime in the future and AWMA has agreed to participate. Bob thought the RC EEW should offer its support in name only and Tony Licata had approved same. {Note: This support by the committee does not connote ASME sponsorship.] Bob indicated that it is likely the conference will support with T&L for an ASME RC EEW speaker. RC EEW History Chuck Velzy suggested that the history of the RC EEW beginning as an offshoot of the Incinerator Division should be prepared. Chuck Velzy, Dick Magee, Floyd Hasselriis (90 years young), and Bob Sommerlad volunteered with Dick as the coordinator. Chuck Velzy indicated that Len Grillo would be a resource. AI-12
6 EPA-AWMA Information Exchange and next RC EEW Bob Hall reported that the Information Exchange will be held this year after Thanksgiving on Nov 27 and 28 at EPA in RTP. He has arranged a hotel rate at the Governor s Inn ( ) at $89 or $96 with breakfast. Bob Hall will send Norma the IE program. The RC EEW will meet at 10 AM on Thur, Nov 29 at EPA s C Wing with an in-person meeting and conference call arrangement. Tony Licata advised that if the Executive Committee deems it necessary a conference call may be arranged before the November meeting. AI-13 Action Items The following is a summary of the Action Items from the Sept 12 conference call. 1. Norma to send Staff Reorganization presentation to RC EEW members including the new Organization Chart and a list of abbreviations. 2. Chuck Velzy will continue his dialogue with ASME senior staff and keep the CPM Subcommittee apprised 3. Dave Hoecke will prepare and present a presentation on ReMAP at the EPA- AWMA Information Exchange conference. 4. Bob Sommerlad will contact Steve Lanier regarding consulting with RC EEW on ReMAP and invite him to the Information Exchange and the RC EEW meeting at RTP in November. 5. Tony Licata indicated he will request information from RC EEW members on their expertise and experience to serve as panelists on potential peer reviews.. 6. Bob Sommerlad will send RC EEW members the MEGA Symposium poster material 7. Norma will post an announcement for new members for RC EEW on Volunteer Board 8. Tony Licata will send overview on Strategic Planning for the RC EEW 9. Bob Sommerlad contact the ASME Power Division and other like groups to alert them of the RC EEW and seek new research projects 10. A new RC EEW Bylaws Subcommittee of Dave Wilson, Dick Magee, and Bob Sommerlad will review and report on possible revisions. 12. A new RC EEW History Subcommittee of Chuck Velzy, Dick Magee, Floyd Hasselriis, and Bob Sommerlad volunteered with Dick as the coordinator, will prepare a history of the RC EEW. 13. Bob Hall will send Norma the EPA-AWMA Information Exchange conference program
