Note My explanatory comments, if any, are within [.]. 1. The TC-VP Geraets called the meeting to order. It was followed by the approval of the Agenda by a voice vote. 2. The Minutes of the August 21, 2012 telecon were approved by a voice vote. [These are to be posted on the ASME PeerLink under K&C Technical Communities (Resources/Minutes) & at the TCOB website, 3. Announcements/Reminders Geraets a. Only the following 17 of the 32 Divisions have submitted their custodial fund usage summary reports. The TGLs should follow up on the missing reports. Applied Mechanics, Bioengineering, Computers & Information Engineering, Design Engineering, Dynamic Systems & Control, Electronic & Photonic Packaging, Fluid Power Systems & Technology, Fluids Engineering, Heat Transfer, Information Storage & Processing Systems, Manufacturing Engineering, Materials Handling Engineering, Microelectromechanical Systems, Plant Engineering and Maintenance, Process Industries, Safety Engineering and Risk Analysis, Solar Energy b. The DSA Award nominations by the TGLs are due at K&C by November 15, 2012 to: hackleyd@asme.org with CC: luc.geraets@gdfsuez.com Information/Form: c. Interim (FY 13) VP, Finance, K&C Jared Oehring 4. Informational items Gupta a. ASME Representative US National Committee-Theoretical and Applied Mechanics (USNC-TAM). Previously, Tayfun Tezduyar was approved [TCOB 1/18/12; BOG 2/26/12], but he has withdrawn due to his other commitments. The USNC-TAM has modified its rules and wants to pick one from the two nominees recommended by the TCOB for term 11/12-10/16. The two TCOB nominees are: Robert McMeeking Nadine Aubry
2 As the BOG will consider only one nomination for one open USNC-TAM position, Gupta will next check with the USNC-TAM before sending one of these two nominations to the BOG via K&C. [This procedure was developed after consultations with the ASME and the USNC-TAM] b. CSC Chair-Elect - Julie Chen, term 11/12-11/13 5. Geraets reported on the progress for the Fall 2012 CoD (Face-to-Face TCOB meetings) in Houston on November (Saturday-Sunday). Stephen Crane and Melissa Torres are the assigned ASME staff members. The latest CoD schedule [version v08] is attached. Send additional potential items for the TCOB meeting on Sunday morning to luc.geraets@gdfsuez.com and guptakc@aol.com. The Board/Committee Chairs should send the requests for audio-visual equipment needs for their meetings to cranes@asme.org, hackleyd@asme.org, and luc.geraets@gdfsuez.com. Confirm attendance for the Saturday, November 10 Group Dinner with cranes@asme.org and luc.geraets@gdfsuez.com. The TCOB will cover nonrefundable economy class airfare and one day ASME per diem for the attendees that do not have their own institutional funding for travel. The location for the CoD is the IMECE/Congress hotel Hilton Americas. Hotel reservation information: 6. Reports from Groups: a. BEG Cowan [for Papadopoulos] noted that the BEG is following up with the custodial account reports and annual plans from its Divisions. He asked why the custodial account reports were needed. Geraets answered that there appeared a lack of appreciation for the purpose of the Divisional custodial funds at the upper echelons of ASME, so he decided to have the 2008 report [by Hogan, Skocypec] updated. The By-Laws of the AMD and FED Divisions are being revised. James Klausner, the MAL for the SPC, is engaging the Divisions under BEG in identifying potential items for SPC to address. The AMD continues to work on the ASME Representative for the World Energy Council. b. ETMG Long and Lyver said that the previously sent custodial fund and annual plan reports will be resent to Geraets. The MAL for the SPC is to be identified. The Group has now decided to meet at the CoD on Saturday evening and the latest CoD schedule will reflect that. c. MTG Bagchi noted that the Group was in a good shape. The annual plans for its Divisions have been submitted. The By-Laws/Operation Guides for the MED and PEMD are being revised. There have been some issues with the NDE, so Bagchi, Huston and Torres had a telecon with Springer (Chair, NDE). There will be a follow up, a survey of the NDE
3 members and an exploration of link-up of the NDE with other Divisions within the MTG as well as beyond. The MED, in collaboration with the Emerging Technology Committee, is organizing a workshop (November 13) on advanced manufacturing initiatives at IMECE 2012 [attached]. e. SDG Lee noted the activities of the SDG calendar of meetings, slate of appointments, status of annual plans (6 of 7 received), member statistics, By-Laws/Operation guide status, Division review cycle and approach, Group nominating committee, and SDG By-Laws revision. The detailed report is attached. 7. Appointments requiring the TCOB vote: a. TCOB/CoH Chair Kaufui (Vincent) Wong, term to 6/30/13 (FY13), was approved by a voice vote. b. CSC Chair Pradeep Lall, term 11/12-11/13, was approved by a voice vote. 8. a. Bagchi noted that several issues, including term limits, were discussed by the BDS in its recent telecon. It has received the Operation Guide from CoAF and that from CoH is expected soon. Cetinkaya [for Proctor] reported that the CoAF Operation guide is now with the BDS. The CoAF needs MALs from the ECG and MTG. [As Cetinkaya had to leave early, this report was presented out of sequence, ahead of the BDS report] Ortega noted that the CDOT has received less than half of the Annual Plans from the Divisions; there seemed to be a correlation between the missing or delayed plans and the performance of the respective Divisions. The CDOT will have intense training sessions on Sunday afternoon (November 11) at the IMECE 2012 for Divisions that are in need of some help. It will have a session on unit assessment, with a focus on Divisions, at the LTC 2013; it will also have a boot camp for Divisions there. b. Tzou noted that the BTKD Operation Guide is now with the CoAF. The CSC leadership is set for FY 13. The TCPC has been successful in resolving errors by Thomson Reuters in the impact factors for the ASME journals and it has led to significant improvements in the data for several journals. The ICC has been discussing creating a new identity for the Nanoengineering Council (NEC) or an extension for 3 years. The upcoming NEMB 2013 Conference in Boston should be quite successful. The SPC Task Force on Thermal Energy Storage will have 2 technical sessions and 2 panel sessions (November 13 and 14) at the IMECE The SPC Task Force on
4 Integrated/Sustainable Buildings Equipment & Systems will have a symposium with 6 technical sessions and a panel session (November 13) at IMECE The Energy-Water Nexus Council will have multiple technical sessions and a panel session (November 14) at IMECE There are upcoming webinars on nanotechnology (October 2) and energywater nexus (December 4). [attached] c. Lloyd noted extensive activities of the CRTD Research Committees. There have been significant collaborative efforts with the Nanoengineering Council (NEC), the Energy-Water Nexus (EWN) Council, and the Manufacturing Engineering Division (MED). A Chair for the Emerging Technologies Committee is to be identified. [attached] d. Cowan reported no new activity from P&A. 9. Old business none 10.
