1 ASME Research Committee on Energy, Environment, and Waste (RC EEW) Meeting at ASME Washington Center and by Conference Call June 26, 2012 Attendees (* by phone) Bob Hall, Chair Tony Licata, Vice Chair Michael Tinkleman, ASME Staff Norma Johnston, ASME Staff Don Corwin Ken Wittle Simon Friedrich Bob Sommerlad, Acting Secretary Joe Santoleri Dave Hoecke* Paul Lemieux* Dave Wilson* Summary: Officer Nominees along with the results of the mail ballot voting were announced. The new officers were elected for one year terms. The ASME BRTD meeting and a recent staff reorganization were reported. Four subcommittee reports were made. A vote not to merge the RCs on EEW and Energy Sustainability was passed. Under Old Business progress on the 2012 Pioneer Award was reported. Under New Business discussion was held on identifying new members and on strategic planning. An in-person meeting is planned to coincide with the Information Exchange in late Nov. Most other meetings will be by conference call. Previous officers (Hall and Licata) were awarded certificates. Norma Johnston was presented with meritorious award certificate. Meeting Agenda and Meeting Minutes: The agenda and meeting minutes of May 9, 2012 were approved. Financials: Industrial Waste $80,373 and Haz Waste $65,042 as of May 2012 Election Results: Tony Licata, Chair; Paul Lemieux, Vice Chair; and Bob Sommerlad, Secretary for a one year term from July 1, 2012 until June 30, BRTD Meeting and Staff Reorganization: Michael Tinkleman presented Update on CRTD, ASME, K&C, ERTD covering the CRTD roles, credentials, projects, Research Committees (RCs), a potential mapping of RCs to Technical Divisions and how CRTD, K&C Engineering Knowledge, and Emerging Technologies staff are organized under the new structure called Engineering Research and Technology Development (ERTD). Takeaways include CRTD need not be self-sustaining but must generate new products and services such as projects, workshops, technical reports, handbooks, technical/panel sessions, and webinars. There is new impetus to have RCs
2 communicate with Technical Divisions for information interchange among various ASME groups. Ongoing Projects: Continuous Performance Monitoring (CPM) for Waste-to-Energy Boilers Subcommittee The CPM Subcommittee has been meeting monthly since October, 2011 by phone for 1-1/2 hours. The last meeting was on April 24 with four members being at the NAWTEC Conference. The next meeting will be held on July 9. Recent news includes: The performance test in Honolulu will be conducted in late July. Our subcommittee member, who was going to perform a CPM during the PTC- 34 performance test, has been assigned other duties and will not be on site during the tests. A CPM demo on a coal fired unit is gaining momentum. A subcommittee member has agreed to translate a performance calculation spreadsheet to make it adaptable to a data logger but on his own time. Bob Sommerlad attended the ASME Performance Test Code Standards Committee, formerly the Board of Performance Test Codes, in Chicago on Wed, May 16 to inform them of our subcommittee and the results to date, and also to alert them to the publishing problem we expect when we are successful with our CPM demonstration. Fuel Delivery System (FDS) Upgrades for Utility Boilers Subcommittee The Subcommittee has been meeting monthly since November, 2011 by phone for 1 1/2 hours. The last meeting was on April 24, 2012 and a report was provided at the last RC EEW meeting. The next meeting will be held on July 16, The subcommittee has determined that all suggested upgrades are worthwhile and that all are major modifications costing at least >$100/MW or about $50 million each. Future work will focus on determining budgetary costs for the upgrades, and resulting benefits, as well as savings. Remap Update Lemineux reported successful translation of REMAP PC files to Mac files using a free software called Virtual Box which partitions the computer s memory to allow the use of different operating systems. This software can be found at An attempt will be made to repurpose a previous REMAP technical paper to use at a technical conference or in a webinar.
3 Peer Review Paul Lemieux reported that various contacts among RC EEW members and EPA staff have moved ahead with the likelihood that the RC EEW may be called up for future EPA peer review assignments. EPA s Office of Research & Development has reorganized into six programs: 1) Air, Climate, and Energy, 2) Safe and Sustainable Water Resources, 3) Sustainable and Healthy Communities, 4) Chemical Safety for Sustainability, 5) Human Health Risk Assessment, and 6) Homeland Security ( RC EEW has expertise to assist in areas 1 and 6 while other research committees can provide assistance in area 2. Ken Wittle suggested the RC EEW make up a flyer to send to federal agency staff and others focusing on the Committee s past activities and accomplishments along ASME s past peer review efforts including our attributes of Technical knowledge of the membership Unbiased neutral party Credible Tony Licata asked committee members to provide a list of their areas of expertise. Potential Merger of RCs EEW and Energy Sustainability Beginning in 2011 with the demise of RC EEW activity, ASME CRTD staff began to advocate the merger of the RC EEW and the RC on Energy Sustainability (RC ES). The latter had emerged from the RC on Corrosion and Deposits from Combustion Gases which had no activity for over a decade. RC ES Chair Larry Baxter made a presentation and was made a Member of RC EEW. At the RC EEW May 2011 meeting, the RC EEW voted not to merge at that time, but to explore possible merger and decide in one year. After some discussion a motion was made and unanimously approved not to merge the RC EEW with the RC ES. While maintaining two separate RCs, it was recommended that the RCs keep in touch since activities may emerge for collaboration in joint areas of interest. Old Business: Pioneer Award Subcommittee The ASME subcommittee members have reviewed several candidates and plan to meet with IT3 members shortly to report on its recommendation.
4 New Business: Meetings New Members - Several potential new members were identified. New Associate Members on the CPM and FDS Subcommittees will be canvassed for potential move to member. A notice regarding membership will be made on the ASME Volunteer Opportunity Bulletin Board. New members will hopefully come from mid- and early-career engineers from industry. Strategic Planning - The planning focused on communicating within and outside ASME by using webinars, upgrading the REMAP technical paper, and reviewing the RC EEW web site for opportunities to add content. Travel & Living Expenses - Bob Hall pointed out that his provision for accepting the Chair in May 2011was based on being reimbursed T&L for attending RC EEW and BRTD meetings and the RC EEW voted to provide same. He recommended that new officers likewise be provided T&L. A motion was made and unanimously approved to provide T&L expenses for RC EEW officers from RC EEW funds. In-Person and Conference Calls - Bob Hall suggested at least one in-person meeting in Washington or in RTP, NC at the A&WMA-EPA Information Exchange Seminar in November. Tentatively, an in-person meeting is scheduled for RTP in November. Action Items: Peer Review flyer aimed at federal agency staff and others ASME Staff (first draft) Announcement for new members for RC EEW on Volunteer Board ASME Staff REMAP update of previous technical paper Dave Hoecke Add more content to RC EEW web site ASME Staff with input from committee members Post Meeting News: Chair Tony Licata appointed Dave Hoecke and Bob Hall to the Executive Committee ASME has rejoined the American Academy of Environmental Engineers and Dick Magee has been reappointed as the ASME representative to the AAEE Board of Trustees.
