Call to Order and Introductions Acting Chairman Jon Loker called the meeting to order at approximately 3:40 PM. Chairman Roy Fleet joined the meeting in progress. A sign-in sheet was distributed and each attendee was introduced. In accordance with Article 2 of the Bylaws, a quorum of regularly appointed members was present. 2. Review and Adoption of Agenda The meeting Agenda was distributed for corrections, additions, and deletions. Several nonsubstantive corrections were proposed and accepted. The corrected Agenda was adopted by vote of the committee. See ATTACHMENT Approval of Minutes The minutes of the July 17, 2007 meeting was presented to the committee. No corrections, updates, or deletions were suggested. Approval of the minutes was moved and seconded and the minutes were approved by unanimous vote of the members. See ATTACHMENT
2 4. Work In Progress Project Pipeline Repair Video A. J. Del Buono received pipe repair video from Norma Johnston and confirmed that the glitch has been fixed. There was also a problem with the listing of the DVD in the ASME catalog that has now been corrected. The 18-minute DVD on Pipeline Repair with Full-Encirclement Sleeves is now available for $88 ASME members and $110 non-members. This project is now complete. Need to promote DVD to pipeline companies, state pipeline safety offices, and OPS. Can DVD be referenced on OPS web site? Work with Norma Johnston on creative advertising of DVD. Project Applications Guide for Yield Strength of In-Service Pipe by Evaluating Hardness Two project reports on development of the Applications Guide were received before this meeting. Project Report No. 2 discussed need to identify hardness testing instruments. Members agreed that this is Battelle s report, but that it should be footnoted to avoid promotion of a specific product. The report could cite independent standards, especially conversion tables, Rockwell, Brinnel, etc. Project start was delayed from June to August 2007 due to need to include indemnification clause in contract. Completion is delayed until after December We need to complete this cookbook quickly because pipeline companies need it to implement the December 1999 report. Currently, hardness testing is not allowed in Appendix B of 49 CFR Part 192 a waiver (now known as a special permit ) is required. GPTC has requested OPS to allow hardness testing in the regulations. Members noted that hardness testing doesn t estimate specified minimum yield strength (SMYS), but is a conservative lower bound on the possible SMYS of a pipe segment. An extension of the current work might use spectroscopy to address pipe chemistry and hardness to more closely approach actual SMYS of pipe. Jon Loker reports that he has convinced project financers to up their contributions to this effort. Rich Arita emphasized need to see early drafts of each section of the Applications Guide as they are completed by Battelle. None. Project: Fitness-for-Purpose (FFP) Appendix to ASME B31 Code Roy Fleet reports that FFP appendix was first proposed to address high cost of pressure testing North Sea pipelines. It was letter balloted by ASME B31.8 and several negative comments were received, although only one comment was fundamentally opposed to FFP. ASME B31.8 then removed this item from their docket and it has languished ever since. Roy Fleet acknowledged that question is whether GPSRC (probably Roy Fleet and Mike Rosenfeld of Kiefner Associates) could review the FFP appendix, update to current references, peer review the document, and publish it as an ASME CRTD research report? Members raised questions on the time and money needed to resurrect this document. Discuss with Mike Rosenfeld (Battelle) N. Aschcraft Find project number for FFP appendix R. Fleet - 2 -
3 Project 06.x - Sulfur Project Bob Becken is project leader, but was unable to attend this meeting. Southwest Gas and the OTD companies are willing to do in-kind testing on their systems, and share results from Project OTD 2.7.H (GTI 20505) on sulfur deposition. See ATTACHMENT 3. Specifically, Southwest Gas may be willing to share GTI/OTD sulfur project results. Bob Becken s October 12 description of this potential project is included as ATTACHMENT 4. Discuss project ideas with Norma Johnston and others to ensure arrangement meets ASME requirements; project is contingent on ASME approval R. Fleet 5. ASME Staff and Liaison Report ASME CRTD staff was not present to report on status of our custodial fund. 6. New Business We want to support member-directed research, including partnerships with industry and R&D groups, such as GTI and NYSEARCH. Nick Ashcraft suggested possible new project on alternatives to pressure testing using finite element analysis. Do a write-up on pressure testing using hydroshock for March 4, 2008 meeting N. Call to Order and Introductions In the absence of Chairman Roy Fleet, Acting Chairman Jon Loker called the meeting to order at approximately 3:30 PM. A sign-in sheet was distributed and each attendee was introduced. Jon Loker announced that Roy Fleet plans to attend the July 17, 2007 meeting in Spokane, Washington. In accordance with Article 2 of the Bylaws, a quorum of regularly-appointed members was present. 4. Review and Adoption of Agenda The meeting Agenda was distributed for corrections, additions, and deletions. None being forthcoming, the Agenda was adopted by vote of the committee. See ATTACHMENT Approval of Minutes The minutes of the July 25, 2006 (Annapolis, MD) and November 7, 2006 (Reno, NV) meetings were presented to the committee. No corrections, updates, or deletions were suggested. Approval of both minutes was moved and seconded and the minutes were approved by unanimous vote of the members. See ATTACHMENT 2 and ATTACHMENT
6 3. Election of Officers Nominations were called to elect a new Vice Chairman (to replace Wes McGehee, deceased) and a new Secretary (to replace Steven Burnley, resigned). Jon Loker was nominated for the office of Vice Chairman. Richard Huriaux was nominated for the office of Secretary. Both were elected by unanimous vote of the members in attendance. 8. Work In Progress Project Pipeline Repair Video Reportedly, the DVD player problems experienced at the last meeting have been corrected. The 18-minute DVD on Pipeline Repair with Full-Encirclement Sleeves is now ready for marketing. Norma Johnston (ASME CRTD) reports that the video is ready for sale in late March. Total cost from inception in 1997 thru September 2006 was $30,831. As only $27,180 was raised for the project, the balance was paid from the committee custodian account. Coordinate with ASME CRTD on exact dates of availability. Pricing of the video remains an issue; check with ASME CRTD Project Applications Guide for Yield Strength of In-Service Pipe by Evaluating Hardness A request for proposal (RFP) was sent to seven contractors on January 25, Proposals were due on February 28, 2007, which was extended to March 9, One proposal has been received to date. Battelle- Columbus and Structural Integrity Associates plan to submit a joint proposal. The selected contractor should complete the project by the end of this year. Dave Aguiar (PG&E) will act as project technical coordinator for GPSRC. The cost could possibly approach double the $90,000 already pledged for this project. GPSRC will need to ask the sponsors for additional contributions and/or seek additional sponsors. PHMSA s Office of Pipeline Safety (OPS) is still working on clearing a project contribution of $24,000, but is hampered by internal budget issues, funding through a continuing resolution, and internal R&D clearance processes. Note: The committee discussed existence of GRI report dated March 2005 titled In-Situ Pipeline Mechanical Property Characterization and possible relevance to this project. Evaluate RFPs received from contractors --- Project Steering Committee (J. Loker coordinating) Complete project award to selected contractor(s) --- J. Loker coordinating with the ASME CRTD staff Review pipeline company annual reports for indications of pipe that could benefit from application of the hardness testing procedure --- R. Huriaux Provide generic waiver format for use in application to state or Federal pipeline regulatory authorities for use of hardness procedure --- R. Huriaux Obtain copy of GRI report (March 2005) on in-situ pipe characterization --- D. Vetter on behalf of G. Hazelden Project: Fitness-for-Purpose Appendix to ASME B31 Code Roy Fleet (Chairman) is holding. It was presented to ASME B31.8 committee and rejected twice! Now looking at comments. This effort should be renewed or the project should be dropped. Contact Roy Fleet for status update on this project --- J. Loker - 6 -
7 Project 06.x - Sulfur Project Bob Becken is project leader. He presented a draft project proposal for a sulfur project at a previous meeting. See ATTACHMENT 4. Elemental sulfur deposition on pipeline internals (i.e., regulator set internals) can sometimes cause regulator malfunctions. Dan Vetter (GTI) will check on GTI sulfur deposition information, activities, and research (if any) and report back to GPSRC by April 15, The committee approved proceeding with the project. Therefore, we need to develop budget and determine sponsor(s) interest. ASME Staff and Liaison Report Staff reports that $15,000 remains in our ASME CRTD account. Approximately $5,000 is committed to funding a portion of the hardness testing application guide. Ray Lewis will review ongoing projects with INGAA Foundation to avoid any duplication of efforts. Dan Vetter (GTI) will check with GTI and provide us a list of public projects now ongoing (this does not include privately funded projects). 10. New Business None. 11. 8 ATTACHMENT 3 REVIEW OF OTD PROJECT REPORT I have read the OTD sulfur project report and it is quite comprehensive. Many contributing factors to sulfur deposition are discussed and numerous chemical equations are given. A statement from the summary reads: Despite previous research and studies, the source of the sulfur in the gas and the circumstances and conditions under which this substance suddenly appears in the pipelines are still unclear. At this time, I do not believe extensive chemical testing is warranted. However, a couple of things could be investigated: 1. Poll the US utilities and determine who has sulfur deposition indications. 2. Poll the US utilities for which odorant each is using. 3. Run tests using the most widely used odorants to see if there is any correlation to the type of odorant versus the degree of deposition. The polling above may lead to viable conclusions without doing these tests. The conclusions in the report lead one to believe there are many contributing factors and their interactions are numerous. Finding the exact cause(s) would require countless tests and they may still be inconclusive. Some interesting contributing factors are: Hydrotesting residue Pigging at high velocity Valve grease, including synthetics High system gas temperature Liquid in low spots Hydrogen sulfide in the gas Air inclusion from pigging operations. Suggestion is to minimize pigging. Torturous path valves. Should avoid their use. Large pressure cuts We can discuss more in Tucson. Bob Becken PE 2/25/08-8 -
9 ATTACHMENT 4 GPSRC PROPOSED ELEMENTAL SULFUR PROJECT UPDATE GPSRC NOVEMBER MEETING OCTOBER 12, 2007 The GPSRC proposed project has three goals: Review literature Review extent of problem worldwide Perform lab tests to determine source of elemental sulfur, and the mechanisms that cause its precipitation GTI is presently working on a Sulfur Powder Deposits project. This project has two goals: Literature and data review Sample analysis GTI s project has a completion date of 12/31/07. It seems prudent at this time to wait and see what the GTI project determines. It is obvious they are going to cover our literature goal and part of our lab test goal. It appears they may have done part of our extent of problem goal, also. At our next meeting in March, in Tucson, we can decide how to modify our project to complete our goals. I have discussed this with Pacific Gas and Electric, the company that has been instrumental in my effort to put this GPSRC proposal together, and they concur with my assessment.
