5 APRIL 26, 2007 DAY MESSAGES FROM THE SENATE SENATE CHAMBER, Carson City, April 26, 2007 To the Honorable the Assembly: I have the honor to inform your honorable body that the Senate on this day passed, as amended, Senate Bill No SHERRY L. Rodriguez Assistant Secretary of the Senate INTRODUCTION, FIRST READING AND REFERENCE Senate Bill No Assemblyman Oceguera moved that the bill be referred to the Committee on Ways and Means. Motion carried. REMARKS FROM THE FLOOR Assemblywoman Smith moved that the following proclamation be entered in the Journal: PROCLAMATION OF THE NEVADA STATE ASSEMBLY WHEREAS, On October 31, 2006, a four-alarm fire caused by arson destroyed the historic Mizpah Hotel located in Reno s downtown casino district leaving 12 people dead, many more burned and injured, and dozens homeless; and WHEREAS, The Mizpah Hotel fire was the deadliest fire in Reno s history, as well as the deadliest arson fire in Nevada s history, which affected approximately 80 hotel residents, and several shops and businesses located on the first floor; and WHEREAS, In conjunction and coordination with each other, Reno firefighters and police officers distinguished themselves through quick, decisive, and professional actions during the initial minutes of the catastrophic fire, as well as throughout the horrific event; and WHEREAS, Two employees of the local electric company who were working in the area used their company s boom truck, after obtaining permission from the Reno Police Department, to immediately help hotel residents evacuate in the first minutes of the fire; and WHEREAS, The courage, diligence, perseverance, and professionalism of these devoted public servants saved many lives that would have otherwise perished, and they continued, over the next few days, to deal with the devastating consequences of the fire; and WHEREAS, These brave men and women consistently face difficult and dangerous situations in the line of duty while serving the citizens of the State of Nevada, whose growing population intensifies their challenges; now, therefore, be it PROCLAIMED, That it is important to recognize the outstanding firefighters and police officers from the City of Reno who joined together to fight the Mizpah Hotel fire and aid in the evacuation and rescue of the hotel inhabitants; and be it further PROCLAIMED, That the hotel residents and their families and friends, as well as the City of Reno, will be forever grateful to all the brave men and women who put their lives on the line in the most difficult of circumstances to fight this horrendous fire and to save lives. 6 2864 JOURNAL OF THE ASSEMBLY ASSEMBLYWOMAN LESLIE: The Mizpah Hotel is located in downtown Reno, which is the district that I represent. I also work just a few blocks from there in the Washoe County District Courthouse; I also live half a mile from that site, so I was greatly affected by the fire as were all the people of Reno. It was the most devastating fire, as you heard in the proclamation. It happened on Halloween evening, which is a night when a lot of strange things do happen. When we woke up the next morning and heard about the fire, the unfortunate deaths, and the tragic circumstances, it greatly affected all of us. Then we started hearing stories trickling out about the bravery that our first responders exhibited that night without fear for their own safety. Our police officers, our fire departments, and our paramedics ran into the building and rescued countless people there, but unfortunately were not able to save everyone. If it were not for them, the tragedy would have been much, much worse. Today, Mrs. Smith and I invited a group of officers and firefighters from the Reno Police Department and Reno Fire Department, and we would like to extend our heartfelt gratitude for what they do every day but especially what they did that evening. Please, members of the Assembly, let s honor their heroism and thank them on behalf of the State of Nevada for everything they do for us, every day. Thank you ASSEMBLYMAN OCEGUERA: In my fulltime job, I am also a battalion chief in the City of North Las Vegas Fire Department, and I am extremely honored to be able to recognize those who give of themselves so much, so that others may live. As I am standing here today, listening to the words of my colleague from Reno, three words of my own came to mind chaos, valor, and courage. That is what these public safety professionals do. They exhibit exceptional and heroic courage in the face of great disorder and extreme confusion. From what I have been told about the 2006 Halloween night Mizpah Hotel fire, the public safety professionals being honored here today exhibited skill and valor and turned chaos into some semblance of organization. The fire was tragic, as we have been told, with 12 lives being lost and more than 30 people injured. But if it were not for the quick and calm efforts of these responding public safety officials, it could have been much worse. It is my understanding that the firefighters rescued an untold number of victims from windows using ladders. I was told that the first two arriving engines never even sprayed a drop of water. They were too busy rescuing people from the windows. These gentlemen and women should be commended for exhibiting the best qualities that could ever be asked of anyone and putting themselves in harm s way so others can survive. I am proud to be considered one of them, and I would also like to congratulate them on this honor here today. Madam Speaker requested the privilege of the Chair for the purpose of making the following remarks: On behalf of the entire Assembly, we thank you for your service, we are pleased that we were able to honor you today, and we thank you for everything you do every day for all of us.
