1 LINCOLN PARK PUBLIC SCHOOLS LINCOLN PARK, NEW JERSEY MINUTES REGULAR MEETING 6:30 PM, LINCOLN PARK MIDDLE SCHOOL AUGUST 16, 2016 District Mission Statement The Lincoln Park School District will provide, through its schools, an educational setting that helps children to love and master learning, to work independently as well as collaboratively, and to develop the character and values that promote a healthy society. It is the school district s expectation that all students will achieve the New Jersey Core Curriculum Content Standards as well as the Common Core Standards at all grade levels. President Mayers called the meeting to order at 6:35 p.m., and he led the Board in the Pledge of Allegiance to the flag. He then read the following statement into the record: In accordance with the requirements of the Open Public Meetings Act, I wish to announce that: The New Jersey Open Public Meetings Law was enacted to ensure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of the act, the Lincoln Park Board of Education has caused notice of this meeting to be mailed to the Daily Record and The Record and posted at the Board of Education Administrative Offices and filed with the Borough Clerk. The motion carried: SUPERINTENDENT S REPORT A. Changes to the Agenda Add under Personnel #4 Rachel Parent to the Substitute Teacher list. 2 The official residency verification window has closed. The following number of families still needs to register. Lincoln Park Elementary School 35 Lincoln Park Middle School 19 Boonton High School 27 Morris County Vocational Tech. 5 Non-Public 29 Mr. Grube sent out an alert phone message to all BHS, MCVT, and Non-Public families again last night. Tonight at 7:00pm an alert is being sent out to all LPES and LPMS families. A list has been sent to BHS and students who have not verified residency will not be put in the student information system and they will not receive a class schedule. The LPES and LPMS will be sending class assignments and schedules to all students who have verified their residency at the end of the week. Mr. Grube noted again what a great job the office staff has done completing the residency verification. It took a lot of time and they handled everything in a very professional manner. During the September 20, 2016 Board meeting, the Administrative Team will provide their annual update of the schools in the public portion of the board meeting. New teacher orientation is schedule for Tuesday, August 23 rd and Wednesday, August 24 th. Any board members that are available to join us for the lunch on Tuesday at noon, you are welcome to come and meet the new staff. Tuesday, September 6, 2016 is the first day for teachers; we will begin the day off by joining our colleagues in Pequannock for a presentation. This will be followed by school level meetings at the Lincoln Park Elementary and Lincoln Park Middle School. Wednesday, September 7, 2016 will be a full day in-service at the Lincoln Park Middle School for all staff. Thursday, September 8, 2016 will be the first day of school for all students. Mr. Hernandez and his custodial staff have the building and grounds close to being ready for opening day. They have done a great job again, especially considering the excessive heat they have been dealing with. FIRST PUBLIC RECOGNITION REGARDING SCHOOL RELATED MATTERS Trustee Nazzaro, seconded by Trustee Stager, moved to forgo the first public recognition at 6:53pm as no public was present. The motion was approved by unanimous vote. RESOLUTIONS ADMINISTRATION Trustee Nielsen, seconded by Trustee Nazzaro, moved to consider the following resolutions on Administration: SCHOOL SELF-ASSESSMENT FOR DETERMINING GRADES UNDER THE ANTI-BULLYING BILL OF RIGHTS ACT * RESOLUTION RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education approves the School Self-Assessment for Determining Grades under the Anti-Bullying Bill of Rights Act (ABR). BE IT FURTHER RESOLVED, that the Lincoln Park Board of Education approves the submission of the selfassessment to the New Jersey Department of Education for approval. CRISIS MANAGEMENT & EMERGENCY PROCEDURES HANDBOOK, RESOLUTION RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education approves the updated Lincoln Park School District Crisis Management and Emergency Procedures Handbook for the school year PROFESSIONAL DEVELOPMENT PLAN RESOLUTION RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education approves the District s Professional Development Plan. BE IT FURTHER RESOLVED, that the Lincoln Park Board of Education has allocated $31,700 of local funds and $13,026 of Title II funds to support professional development in the district. BE IT FURTHER RESOLVED, that the Board President and the School Business Administrator are authorized to execute the agreement/contract on behalf of the Board of Education. OUT OF DISTRICT PLACEMENT ESY 2016 and School Year , # RESOLUTION RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education post approves the placement of student State ID # Lincoln Park, to attend Cornerstone Day School for the summer program, for 29 days, effective July 25, 2016 through September 1, 2016 and for the school year, for 183 days, effective September 8, 2016 through June 21, 2017, for a total of 212 days at the rate of $ per day, not to exceed 78,493.00, account , per the Boonton Child Study Team and the Boonton Board agenda dated July 25, BE IT FURTHER RESOLVED, that the Board President and the School Business Administrator are authorized to execute the agreement/contract on behalf of the Board of Education. ADDITIONAL ESY SUBSTITUTE: 2016 RESOLUTION RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education post approves Elena Ale-Hajtovik as a substitute teacher at the approved ESY substitute teacher rate of pay of $65.00 per diem for the 2016 Extended School Year Program effective July 5, 2016 through July 29, FIELD TRIPS RESOLUTION RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education approves the following field trips at no expense to the Board of Education: Date Participants Destination September 29, th Grade Fort Hancock, Sandy Hook, NJ October 11, th Grade YMCA Camp Mason, Hardwick, NJ PROFESSIONAL DAY WORKSHOP ATTENDANCE RESOLUTION RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education approves the following professional days: WHEREAS, The Board of Education has determined that the school district travel expenditures for the stated functions are in compliance with State travel guidelines as established by the Department of the Treasury and within the guidelines established by the federal Office of Management and Budget; except as superseded by conflicting provisions of Title 18A of the New Jersey Statutes; and WHEREAS, The Board of Education finds that a mileage reimbursement rate equal to that of the State of New Jersey Office of Management and Budget mileage reimbursement rate of $0.31 per mile is a reasonable rate; and WHEREAS, The Board of Education has determined that participation at the stated function is in compliance with the district policy on travel.
