1 A regular meeting of the Tea City Council was held at Tea City Hall on at 7:00 p.m. Council President Joe Weis called the meeting to order at 7:00 p.m. with the following members present: Sidney Munson, Brian Fowlds, Chuck Ortmeier, Joe Weis, Larry Rieck and Todd Boots. Also present: Finance Officer Dawn Murphy, Utility Superintendent Thad Konrad, Planning & Zoning Administrator Kevin Nissen, Police Chief Jessica Quigley, City Engineer Ben Scholtz and Administrative Assistant/Economic Development Director Jenni White. Mayor John Lawler and Police Chief Quigley were absent. AGENDA. MOTION MOTION by All members voted AYE. Fowlds, seconded by Boots to approve the agenda. MINUTES. MOTION MOTION by Ortmeier, seconded by Rieck to approve the April 18, 2016 minutes. All members voted AYE. WARRANTS. MOTION MOTION by Rieck, seconded by Ortmeier to approve the warrants as presented. All members voted AYE. Warrants will be listed at the end of the minutes. 7:10 CUP #16-02 PUBLIC HEARING. Council President Weis opened the public hearing for a group day care at 310 Taylor Dr. There were no comments for or against the permit. MOTION MOTION by Fowlds, seconded by Ortmeier to approve the Group Daycare Conditional Use Permit #16-02 for Andrea Kuipers, 640 Taylor Dr, Lot 14, Block 5, Howling Ridge Addition. All members voted AYE. At this time, Councilmembers Fowlds, Boots and Weis took their oath of office. CITY COUNCIL PRESIDENT. Councilmember Boots nominated Joe Weis and Brian Fowlds nominated Chuck Ortmeier for City Council President. MOTION MOTION by Brian, seconded by Rieck to cease nominations. THOSE VOTING FOR JOE WEIS: Rieck, Weis and Boots. THOSE VOTING FOR CHUCK ORTMEIER: Munson, Ortmeier and Fowlds. Council President Weis broke the tie with a vote for Weis. City Council President will be Joe Weis. CITY COUNCIL VICE PRESIDENT: Councilmember Fowlds nominated Chuck Ortmeier for City Council Vice President. MOTION MOTION by Fowlds, seconded by Rieck to cease nominations and cast a unanimous ballot for Ortmeier. All members voted AYE. MUSEUM FOUNDATION. There was discussion on what the best route would be for repairing the foundation at the museum. Councilmember Weis would like to bid the repair to see what it would cost. Thad received a quote a few years ago of $70, for a new foundation and an additional 16, to fill in the small basement area. Thad recommended hiring an architect or structural engineer to evaluate the foundation. Thad will talk to an architect and see what they would charge to evaluate the building and Dawn will check with the insurance company to see if they would take off the collapse exclusion on the building if it was repaired. 2 nd READING OF ORDINANCE 232. The council held the second reading of Ordinance 232. MOTION MOTION by Fowlds, seconded by Ortmeier to approve and adopt Ordinance 232, An Ordinance of the City of Tea, SD, Rezoning Property Located on High Pointe Street and Main Avenue, From R-2 Residential District to General Business Commercial and Light Industrial Districts and Amending the Official Zoning Map of the City of Tea. All members voted AYE. The ordinance will be published separately. POOL STAFF. MOTION MOTION by Ortmeier, seconded by Fowlds to approve hiring the following 2016 pool employees and hourly wages. MOTION MOTION by Boots, seconded by Rieck to approve the Tea Steak House/O Tooles Bar to host an outdoor concert/dance in the parking lot between the restaurant and legion building on June 18 th, from 9:00 p.m. to 1:00 a.m. All members voted AYE. SITE PLAN. Kevin presented and recommended approval of a site plan for Thomas Wipf. MOTION MOTION by Ortmeier, seconded by Boots to approve the site plan for Thomas Wipf to construct a 24,000 sq. ft. building on Lot 16, Block 5, Hagedorn Industrial Park Addition. Members Ortmeier, Munson, Weis, Boots and Rieck voted AYE. Councilmember Fowlds abstained. Motion carried. SITE PLAN. Kevin presented and recommended approval of a site plan for the Tessman Company. MOTION MOTION by Ortmeier, seconded by Rieck to approve the site plan for the Tessman Company to construct a 12,000 sq. ft. building on Lots 12 & 13 Hagedorn Industrial Park Addition. Members Ortmeier, Munson, Weis, Boots and Rieck voted AYE. Councilmember Fowlds abstained. Motion carried. PLAT. Kevin presented a plat of Boulder Addition. The plat is primarily for annexation purposes. There was a question on the plat description. No action was taken. ENGINEERING. The sidewalk project will be bid on Thursday, May 5 th. Landowner meetings for phase 1 and utility company meetings for the Highway 106 reconstruction project will be scheduled in the next few weeks. Ben will be meeting with Lincoln County Planning and Zoning to create a process to follow when the city is reviewing plats, site plans, etc. in the County. The TIGER Grant and FASTLANE Grants have been submitted. Ben will check on where we are at on the 468 th drainage issue. Ben will check on the status of the 468 th St. pipe.
