1 RICHARDSON COUNTY BOARD OF COMMISSIONERS SEPTEMBER 1, 2015 CALL TO ORDER The regular meeting of the Richardson County Board of Commissioners was called to order by Chairman Sickel at 9:00 a.m. on Tuesday, September 1, Roll call was answered by Standerford, Davidson and Sickel. The Invocation was given by Chairman Sickel and the Pledge of Allegiance was led by Vice-Commissioner Davidson. Chairman Sickel announced that the open meeting laws have been posted at the entrance to the meeting room. Motion was made by Davidson to approve the minutes of the August 25, 2015, meeting as read. Motion seconded by Standerford. ROLL CALL VOTE: Standerford-abstain, Davidson-aye, Sickel-aye. Motion carried. Motion was made by Sickel to approve the agenda as posted. Motion seconded by Davidson. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried. The agenda is posted at the Richardson County Courthouse on the First Floor Lobby, the Commissioner s Meeting Room, the Third Floor of the Sheriff s Office and on the Richardson County website ROAD & BRIDGE DEPT. Eugene Bucher requested to meet with the Board to express his concerns that a tube is nearly filled with silt and needs to be replaced, a 3ft tube that crosses the road. A hole also needs to be repaired at the entrance to the Boy Scout Camp road. Commissioner Sickel relayed to Mr. Bucher that attention would be given to this matter. Scott Huppert, Highway Superintendent updated the Board on the routine maintenance being done on county roads and bridges this week. Motion was made by Sickel to appoint Scott Huppert as the authorized agent for the disaster declaration Motion seconded by Davidson. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried. After reviewing informal quotes received for the purchase of a pickup, the Board approved to purchase a 2005 Chevrolet Silverado 3500 pickup with 69,160 miles from Armbruster Motor Co. for $18, After reviewing informal quotes for the purchase of a pickup, the Board approved to purchase a 2005 Chevrolet Silverado 3500 pickup with 71,833 miles from Armbruster Motor Co. for $17, DAVE TALADY, EXECUTIVE DIRECTOR SENDD Dave Talady, Executive Director of SENDD and Lisa Beethe of the Humboldt SENDD Office met with the Board to present an update on the organization. Motion was made by Standerford to adopt the Resolution for the County to participate in the Southeast Nebraska Development District. Motion seconded by Davidson. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried. (Resolution Book 22, Page 63) Moiton was made by Standerford to enter into an Interlocal Agreement to join the Southeast Nebraska Development District. Motion seconded by Davidson. (Resolution Book 22, Page 64) Motion was made by Sickel to approve the extension from the Pawnee Area Regional Revolving Loan Fund Board/Loan Review Committee to extend the job creation-retention compliance period of the Den s Country Meats CDBG Reuse Loan (# Re-#22). 2 REVIEW OF FY BUDGET The Board continued the review of the FY proposed budget. PAM BOURNE, ATTORNEY Employee Handbook Pam Bourne, attorney who was contracted to assist with the revision of the Richardson County Employee Handbook was scheduled to meet with the Board today to finalize the handbook, however she was unable to keep the appointment due to another conflict. CORRESPONDENCE/OTHER Windstream Motion was made by Sickel to approve an agreement with Windstream for the use of County road rightof-way on 707 Trail east of 634 Avenue. Motion seconded by Standerford. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried. (Resolution Book 22, Page 65) Juvenile Services Grant Motion was made by Standerford to authorize the Chairman to sign the 2015 Community-based Juvenile Services Aid (CB) LB265A Supplemental Allocation for the Four County Juvenile Services Program.
