1 Breda City Council Meeting Minutes November 11, 2013 The Breda City Council met on Monday, November 11, 2013 at 5:30 p.m. at the Breda City Hall. The meeting was called to order by Mayor Bruce Boes. The Mayor led the group in the Pledge of Allegiance. Council members present were Brian Steinkamp, Dan Snyder, Chad McDermott and Mike Schwabe. Absent was Anne Bierman. Also present were Dick Steinkamp, Roger Ludwig, Devin Pudenz, Marty Snyder, Chris Young, Joe Behrens and Bob Veenstra with Veenstra & Kimm and Laurie Gilbert with Region XII Council of Governments. Motion by Schwabe and seconded by McDermott to approve the Consent Agenda. The Consent Agenda includes the agenda for the meeting, list of bills to be paid and the minutes of the previous meeting. On a roll call vote, all voted aye with Bierman absent. Motion carried. A public hearing was opened at 5:35 p.m. by Mayor Bruce Boes. The hearing was pursuant to the citizen participation requirements of Section 508 of the Housing and Community Development Act of 1987, as amended March 25, The Iowa Economic Development Authority (IEDA) will advise all CDBG applications and grantees of the requirements, and of acceptable means to amended, to ensure compliance with said requirements by all applicants for and recipients of CDBG funds administered by the State of Iowa. The public was informed that IEDA requires reasonable public access to all local meetings, project records and information relating to the proposed and actual use of CDBG funds. All CDBG related meetings should be conducted in public buildings. The City is seeking $300,000 in CDBF funding from IDEA to assist with replacement of the City s water tower and associated water main work to improve the distribution system. The current tower was built in 1910 and is beyond its useful life, and the northwest part of the community is only served with a 4 main which causes reduced pressure problems and issues with fire hydrants. The total project cost is estimated at approximately $960,000 and the City will be seeking Drinking Water Statewide Revolving Funds (DWSRF) to cover the balance of the project. A requirement of the CDBG program is that funds must benefit a population of at least 51% of the households are occupied by low or moderate income families. The City conducted an income survey in the community in February of 2012 and determined that 60.27% of the residents in the community live in low or moderate income households. It was noted that no businesses or persons will be displaced as a result of this proposed project. The Public Hearing was closed at 6:10 p.m. Bruce Boes, Mayor
2 ATTEST: Diane Lucas, City Clerk Bob Veenstra presented the Preliminary Engineering Report on the Water Tower Project. He presented several different options for the council to consider. He indicated that there may be some historical significance with our tower since it is so old. They will work on the IUP application (Intended Use Plan) to be submitted to DNR and also the SRF application. If they project were to be funded, we would have approximately 2-3 years to get our water rates where DNR and the state would want them to be at for the project. Motion by McDermott and seconded by Schwabe to go ahead with all the applications for the new water town and water main repairs. On a roll call vote, all voted aye with Bierman absent. Motion carried. Motion by McDermott and seconded by Schwabe to go ahead with the IUP and have the new mayor as the authorized signor. On a roll call vote, all voted aye with Bierman absent. Motion carried. Motion by Snyder and seconded by Steinkamp to approve the 2013 Community Development & Housing Needs Assessment. On a roll call vote, all voted aye with Bierman absent. Motion carried. The Assessment is as follows: Breda s 2013 Community Development & Housing Needs Assessment Community Development and Housing Needs of LMI Persons *Wastewater Treatment and Water System Improvements and Water Tower *Housing improvements for low income families within city limits *Work with Region XII COG for down payment assistance and rehab program *Street repairs Other Community Development and Housing Needs *Electrical load management improvements and upgrades *Water system improvements *Wastewater system improvements *Street repairs *Housing development for low to moderate income families within city limits *Weatherization for home *Pursue trail extensions *Upgrade to playground equipment in park *Storm drain improvements *Work on establishing a Revolving Loan Fund for our local businesses Planned or Potential Activities to address Community and Housing Needs *Drainage improvements *Member of Region XII COG and need to utilize assistance and increase public awareness of programs in place. *Pursue weatherization and energy efficiency projects in our community. *Apply for REAP funds for possible trail extension. *Work with organizations on Economic Development projects. *Apply for grants as needed.
3 Date and location assessment was prepared: 11/11/13, Council Meeting Number of local residents participating: 11 Motion by Schwabe and seconded by Steinkamp to approve the Law Enforcement Contract with Carroll County Sheriff. On a roll call vote, all voted aye with Bierman absent. Motion carried. Chris Young presented the Fire Department updates. He said the helmets were in but they still needed stickers on them. We then discussed the tornado siren and the approximate costs to fix it. Two radios would run $4874 and then $2000 without switches or anything else and it would only be for the tornado siren, nothing else. Motion by Schwabe and seconded by Steinkamp to table until we get more information. On a roll call vote, all voted aye with Bierman absent. Motion carried. Motion by Schwabe and seconded by Snyder to approve a Seat Belt Policy for all City employees and volunteers. On a roll call vote, all voted aye with Bierman absent. Motion carried. Dick reported that the company will be here to work on the water project by Janet Snyder s home next week, hauling out the old dirt and putting in new dirk and redoing the sidewalk. Then in the spring they will go across the street and work on at least 40 ft. of water main and might go as high as 100 ft. The City should have no expense on this project, and the water lines will be able to be isolated when the project is completed. He reported that a waterway is being put out just northeast of the new subdivision. Discussion was held regarding relocating an electric pole at Crop Production Services. The pole is set too close to the scale. Dick thought that the cost would not exceed $3,000. The Clerk told the Council that the remainder of the switches were ordered. And she told them that the settlement that they had agreed to last month, is now changed to a 5 year payback instead of 3 years. Discussion was held on grain bins and how the City is going to recoup the costs of hooking them into our electric system and to see if the owner would be willing to pay a surcharge each month until we recoup our costs. Laurie Gilbert with Region XII COG presented information on the down payment assistance program. She explained that this program would work for our LMI requirement with our TIF area. We have to let her know by the next meeting if we are interested in the program. The Clerk went over OSHA training on the new chemical sheets and information that will be coming out in January. Personnel policy manual - the person that was supposed to get back to us did not, and we will check around and see who we can get to update it. The clerk went over the election results, which were not official as the Supervisors did not canvas the votes today as it was a holiday for them. The clerk handed out a sample ordinance from another town with respect to dangerous and
4 abandoned buildings. She will send a copy of it to the City Attorney for his feelings on the ordinance. Upcoming meetings were discussed. Comp time was discussed. The Clerk went over the insurance company visits that occurred recently. Discussed what we were going to do with the cash in lieu of insurance payments that each employee currently receives. After January 1, 2014 we can no longer issue those payments. Motion by Schwabe and seconded by Snyder to adjourn the meeting. On a roll call vote, all voted aye. Motion carried. Meeting adjourned.
