4 Docket A: Virginia Resolution 812 A Resolution Pertaining to Collegiate Athletic Program Revenue Be it resolved, A Resolution Pertaining to Collegiate Athletic Program Revenue Line 01: Whereas: Revenue for NCAA athletic programs has been disproportionately Line 02: distributed to coaches and facilities; and Line 03: Whereas: Coaches for men s and women s athletic programs do not Line 04: earn an equal salary; and Line 05: Whereas: Revenue sports can compensate for the expenditures of non-revenue sports. Line 06: Therefore: Be it resolved by this Student Congress here assembled that: Line 07: The Virginia Department of Taxation, the National Collegiate Athletic Line 08: Association, and individual collegiate athletic programs in Virginia Line 09: shall proportionately distribute revenues for salaries and facilities Line 10: between revenue and non-revenue sports. 5 Docket A: Domestic Bill 822 Mandatory Parental Leave Regulation Act Be it enacted, Line 01: Article I: Line 02: Line 03: Line 04: Article II: Line 05: Line 06: All employers will be required to give their employees six months of paid paternity leave or nine months of paid maternity leave. During these periods of leave, the employee(s) on parental leave will be paid ⅔ of their regular salary, except in the event of multiple children from one birth. Line 07: Article III: Line 08: In the event of multiple children from one birth, the employee(s) will be paid their full regular salary. Unemployment benefits are payments made by the government to a person without a job. 8 Docket A: Domestic Bill 807 A Bill Pertaining to Maternity and Paternity Leave Be it enacted, 1 Article I: Paid maternity and paternity leave shall be provided for parents. 3 Article II: Paid maternity and paternity leave is defined as a twelve week period in 4 which parents are paid their normal salaries in full. 5 Article III: This bill shall be implemented on January 1st, Article IV: The U.S. Department of Health and Human Services shall oversee the 8 enforcement of this bill. 9 Article V: All laws in conflict with this bill shall hereby be declared null and void. 9 Docket A: International Resolution 813 A Resolution pertaining to the Eurozone Be it resolved, 1 Whereas: Greece is a member state of the Euro area; and 2 Whereas: Greece has an enormous amount of outstanding debt; and 3 Whereas: Greece can be considered a hopeless case and a burden to other member 4 states of the Euro area; and 5 Whereas: Greece would benefit from reverting to the use of the Drachma. 6 Therefore: Be it resolved by this Student Congress here assembled that: 7 The United States government shall encourage Greece, with the help 8 of the other member states of the Euro area, to revert to its former 9 currency and exit the Euro area. 11 Docket A: Virginia Bill 700 A Bill to Aid Virginia's Tobacco Farmers in Case of Natural Disaster Be it enacted, 01: Article I: The Tobacco farmers of Virginia will be paid for half of their crop 02: value in the event of a disaster. 03: Article II: If a Virginia farmer can show proof of disaster on the farm and 04: documents with their expected produce, their loss will be reimbursed by 05: the state. 06: Article III: This bill will begin at the end of this Fiscal Year and continue for 07: four (4) years. 08: Article IV: The Department of Agriculture will oversee this bill and may 09: substitute changes as deemed necessary after 2 years. 10: Article V: this bill will take precedence over other tobacco subsidy bills. 12 Docket A: International Bill 733 A Bill to Extend a Hand to Ukraine Be it enacted, 01: Article I: That the United States federal government will offer a $10 billion aid 02: package to Ukraine 03:Article II: After the bailout from the International Monetary Fund to Ukraine 04: the pathway is clear fro the US to assist Ukraine. 13 Docket A: Economic Bill 710 A Bill to Extend the Grace Period of Federal Student Loans Be it enacted, 01: Article I: This bill is to extends the student loan repayment grace period from 02: the current six month period to two (2) years, on all student loans generated 03: by the Federal Direct Loan Program. 04: Article II: A grace period is an amount of extra time past a deadline an 05: individual is given to meet an obligation or requirement before a penalty is 06: enforced, student loans are money borrowed to help pay for school-related 07: expenses, and financial institutions are establishments that focus on 08: financial transactions, including loans, investments, and deposits. 09: Article III: This bills shall be enacted on July 1, : Article IV: this bill will be overseen by the U.S. Department of Education, 11: along with the cooperation of banks and student loan repayment lenders 12: throughout the United States. 13: Article V: All laws and policies in conflict with this new law are hereby 14: deemed null and void. SECTION 1. This bill is intended to reform existing unemployment 2. benefits by increasing the unemployment pay to the persons 3. previous job salary. The pay will continue the day 4. unemployment is filled. 5. SECTION 2. The proposed unemployment benefits are to be 6. implemented within 24 hours of filling for unemployment 7. Benefits. Documentation of active pursuit of employment 8. Must be presented to continue receiving unemployment 9. benefits. The unemployment pay is to be ceased after two 10. years of continued unemployment. 11. SECTION 3. The United States Department of Labor will oversee the 12. enforcement of this bill 13. SECTION 4. Raise the tax on each pack of cigarettes sold in the state 3 of Virginia from 30 cents per pack to one dollar per pack of cigarettes. 4 SECTION 2. A pack of cigarettes is a regular container of which 5 cigarettes are purchased in. 6 SECTION 3. The government agency that would enforce this bill is the 7 Virginia Department of Taxation. 8 SECTION 4. This bill will begin being enforced as of July 14, SECTION 5. Mothers and fathers who are expecting a child have a 3 guaranteed pay while on maternity or paternity leave 4 SECTION 2. A. Let mothers who have just given birth be 5 guaranteed a pay for maternity leave, for a minimum of twelve weeks. 6 B. Any mother or father who adopts a child should 7 also receive the same benefits reserved for mothers who had given 8 birth. 9 C. Let men and women s jobs not be at threat when 10 coming back to their job after maternity leave. 11 D. Let fathers be able to take a paternity leave with 12 pay if their wife is expecting a child, to support them. 13 SECTION 3. The Organisation for Economic Co-operation and 14 Development (OCED) will be responsible for overseeing the 15 enforcement of this bill 16 A. The OCED will oversee this bill by monitoring 17 businesses, and implementing these new maternity and paternity 18 regulations on national, state, and local businesses 19 SECTION 4. This bill will take effect on October 1st, 2015, at the 20 start of the fiscal year. 21 SECTION 5. All laws in conflict with this legislation are hereby 22 declared null and void. 31 Docket B: Domestic Bill 7924 A Bill to Protect Unpaid Interns From Workplace Discrimination Be it enacted, 1 Article 1. Unpaid interns will be afforded the same legal protection from 2 workplace discrimination as paid employees by extending unto them the 3 rights guaranteed under Title VII of the Civil Rights act of 1964 and the Civil 4 Rights Act of 1991 Sections 102 and Article 2. Employee discrimination being defined by Title VII as 6 discrimination against someone on the basis of race, color, religion, 7 national origin, or sex. 32 Docket B: Virginia Bill 173 Virginia Athletics Taxation Policy Be it enacted, A Bill to Allow University Athletic Departments To Continue Collecting Tax Free Revenue In the State Of Virginia BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. This bill is to allow Virginia University Athletic departments to collect funds from athletic events and all paraphernalia associated with athletic events without taxation. This would be a continuation of Section 501(c)(3) of the tax code of VA which is explicitly reserved for promotion of amateur sports but with more regulations from the Virginia Department Of Taxation. SECTION 2. This Bill would allow the Virginia Department of Taxation to overlook the tax break policies that are currently in practice in Virginia s Universities to further investigate the legitimisy of the amature sport clause. SECTION 3. The Virginia Department of Taxation will enforce and oversee the proper legal process in order assure eligibility of all the Universities that try and enact this tax break. It will all make sure that all Universities are under the same codes of compliance and that no particular University has additional leeway. SECTION 4. This bill is to be accepted and enacted in the state of Virginia on August 1st, 2014 SECTION 5. All laws in conflict with this legislation are hereby declared null and void. Assistance, stated in Section 1, means the provision of resources, information, and reinforcement to another, to restate means to state differently or to add to make more clear and convincing, and an opportunity is a set of circumstances to make an action possible.
