4 Docket A: Economic Bill 4786 A Bill to Decrease Carbon From Fossil Fuels Line01: ARTICLE I: All businesses that emit more than 25,000 metric tons of Line02: carbon dioxide per year will be required to purchase carbon credits Line03: through a cap and trade system, where the cap will be reduced every Line04: year. Line05: Line06: The cap is the limit on the amount of pollution that can be released, Line07: measured in billions of tons of carbon dioxide per year. The cap and Line08: trade system is essentially a market for carbon allowances. Line09: Line10: Article II: Veterans of the United States Uniformed Services living in Line11: the Commonwealth of Virginia may be eligible to benefit from this Line12: legislation. 8 Docket A: Domestic Bill 3211 A Bill to Reform Campaign Contributions Bill #321 A bill to reform campaign contributions Article I: Section 1: The tax-exempt status for independent-expenditure only committees will be removed and they will be placed in a new category titled political organizations. Section 2: A tax for political organizations will be created with a different tax based on expenditures per annum Subsection a: Organizations spending less than $1,000,000 will pay a tax of 0.0 % Subsection b: Organizations spending more than $1,000,000 but less than $20,000,000 will pay a tax of 15.0% on all expenditures past the first $1,000,000. Subsection c: Organizations spending more than $20,000,000 but less than $100,000,000 will pay a tax of 25.0% on all expenditures past the first $20,000,000 and a tax of 15% on the first $20,000,000. Subsection d: expenditures. Organizations spending more than $100,000,000 will pay a tax of 60.0% on all Section 3: All coordination between independent-expenditure only committees will count as expenditures for both. Subsection a: If an organization spends money and coordinates that spending with another organization then that expenditure will be counted as a separate expenditure by both organizations Article II: Organization is used synonymously with independent-expenditure only committee Expenditure is the amount of money spent by an organization on any function but maintenance of facilities and employment of staff. Article III: This bill will be implemented on October 1, 2017 Article IV: The Internal Revenue Service and the Federal Election Commission will oversee the implementation and enforcement of this bill. All contaminants listed under CCL 4 and any future CCLs will 2be placed under regulation. 3Article II. CCL 4 is the fourth Contaminant Candidate List created in by the Environmental Protection Agency. The Contaminant 5Candidate List is a list of chemicals and microbes, including those 6spread by burning fossil fuels, which the EPA believes could cause 7harm to people but are not regulated. These chemicals and microbes 8are found in drinking water. 9Article III. This piece of legislation will go into effect on October 1st, Article IV.
