4 Docket A: Domestic Resolution 2500 A Resolution to Privatize the Postal Service to Reduce the Federal Deficit and Encourage Business Line 01: WHEREAS, The United States Postal Service (henceforth referred to as the USPS) Line 02: is suffering massive amounts in losses annually, weighting down the Line 03: budget of the national government and stifling competing Line 04: corporations; and Line 04: WHEREAS, This issue deeply affects the entire country, removing Line 05: billions of dollars that would otherwise be allocated to other Line 06: federal programs, as well as unnecessarily curbing the market for Line 07: companies making an attempt to compete, highlighting the inherent Line 08: need for a privatization of the USPS; and Line 09: WHEREAS, The harms incurred by the problem of the USPS at its core include Line 10: tremendous lack of profit (the branch lost $21 billion in 2011 and 17 Line 11: billion in 2012, boasting 92.5 percent of its post offices posting a Line 12: financial loss) and an absurd stand against successful private Line 13: businesses (i.e., enforcing an artificial monopoly by prohibiting the Line 14: delivery of non-urgent letters and the direct shipment to U.S. Mail Line 15: boxes), including, but not limited to, FedEx and United Parcel Service Line 16: (UPS), both of which posted better revenues than USPS; and Line 17: WHEREAS, A gradual, phased privatization of the USPS, possibly Line 18: putting its customers in the postal hands of already-private Line 19: companies, would both increase fair competition between corporations Line 20: without interference from a nationalized monopoly and reduce Line 21: government spending; now, therefore, be it Line 22: RESOLVED, That the Congress here assembled aim for the full Line 23: privatization of the United States Postal Service within five years; Line 24: and, be it Line 25: FURTHER RESOLVED, That this privatization take place with the Line 26: consultation and consent of those with major roles in the change, Line 27: specifically the USPS itself, and all major private Line 28: entities in the mail and postal business. 5 Docket A: Domestic Bill 8055 A Bill to Stop the Privatization of the United States Postal Service Be it enacted, Bill # 8055 A Bill to Stop the Privatization of the United States Postal Service 1 Article I: The United States federal government shall remain in control of the 2 United States Postal Service. 3 Article II: This Bill shall help ensure the United States Postal Service remains 4 a government agency and does not become privatized. 5 Article III: Privatization is the transferring of the United States Postal Service from 6 the public sector, as a government agency, to the private sector. 7 Article IV: This Bill shall be implemented on January 1, Article V: The United States Congress shall oversee the execution of this Bill. 9 Article VI: All laws in conflict with this Bill shall hereby be declared null and 10 void. 6 Docket A: International Bill 800 A Bill Regarding Restrictions on Cyber Warfare Be it enacted, Bill # 800 A Bill Regarding Restrictions on Cyber Warfare 1 Article I: The United States shall enact more stringent security measures to prevent cyber 2 attacks on private and government servers. 3 Article II: This system shall impose strict restrictions on unauthorized and foreign entries 4 into private and government servers. 5 Article III: An individual or group found to hacking into private or government servers shall 6 be imprisoned upwards of 40 years. 7 Article IV: This Bill shall be implemented on January 3rd, Article V: The United States Cyber Command, Department of State, and the Department 9 of Homeland Security 10 shall oversee the enforcement of this bill. 11 Article VI: All laws in conflict with this Bill shall hereby be declared null and 12 void. 7 Docket A: Virginia Resolution 700 A Resolution to Extend the Probationary Period of Teachers Within Virginia 1 WHEREAS, The duration of the current probationary period in 2 Virginia is not an adequate period of time; and 3 WHEREAS, This is harmful to both students and teachers, 4 because it does not provide adequate time for a teacher to be 5 evaluated on his or her abilities, nor does it give an 6 appropriate period for him or her to learn the everyday operations 7 of the classroom; and 8 WHEREAS, This puts unqualified and underprepared teachers in 9 the classroom; now, 10 therefore be it RESOLVED That the Student Congress here 11 assembled make the following recommendation for the solution to 12 extend Virginia s teacher probationary period. 8 Docket A: International Bill 701 A Bill to Send Diplomats to Egypt to Offer Aid in Establishing a Democracy Be it enacted, 1. Article I: The United States should send 3-4 diplomats with 2. an escort of 7-8 troops to Egypt 3. Article II: The diplomats would offer aid to the Egyptian 4. government. 5. Article III: this bill will be enacted on May 1st of this year 6. Article IV: The U.S. Department of State will oversee the 7. enforcement of this bill. 8. Article V: All laws in conflict with this bill will be hereby be 9. declared null and void. The United States federal government will cut off all 2. funding towards agricultural subsidies. 3. SECTION 2. Agriculture is defined by Merriam-Webster as the 4. practice of cultivating the soil, producing crops, and 5. raising livestock and in varying degrees the 6. preparation and marketing of the resulting products. 7. Subsidies are defined by the Collins English 8. Dictionary as a financial aid provided by the 9. government, as to industry, for reasons of public 10. welfare. 11. SECTION 3. The United States Department of Agriculture will 12. oversee the termination of these funds. 13. SECTION 4. This legislation will be implemented as of October 1, SECTION 5. Whereas: National security is at risk if rules are not 7. reformed. 8. Whereas: Climate change poses an increasingly large problem for 2. the population and the economy of the United States;. 3. and 4. Whereas: Policymakers are currently debating solutions to climate 5. change that balance the environment with the American 6. economy; and 7. Whereas: Other countries are considering creating climate 8. adaptation plans that involve carbon taxes or a cap-and-trade 9. trading system; and 10. Therefore: Be it resolved by thus Student Congress here 11. assembled that: the United States implement a carbon emissions 12. scheme, or cap-and-trade system, that is managed by a central 13. authority. Whereas: The market for mail has substantially decreased, as 4. such as causing the USPS to cut costs, hurting services. 5. Whereas: Taking the USPC private will save the taxpayers an 6. immense amount of money and free it from the bureaucracy of the 7. federal government. 8. Therefore: Be it resolved by this student congress here 9. assembled that, the United States federal government seeks to 10. privatize the United States Postal Service. 24 Docket A: International Resolution 2202 Increasing Cyber-Warfare Defense Spending Line 01: Whereas the United States sustains millions of cyber-attacks per Line 02: day. Line 03: Line 04: Whereas the government and people are affected by these Line 05: attacks. Line 06: Line 07: Whereas these cyber-attacks cost $388 billion dollars globally in Line 08: 2011; Intellectual property theft (a form of cyber- warfare) from Line 09: China in 2009 alone caused a loss of 2.1 million jobs. Line 10: Line 11: Whereas these attacks will result in a slower economy due to job Line 12: loss and profit loss. Line 13: Line 14: Be it resolved by this House that the U.S substantially increase Line 15: cyber-warfare defense spending. 25 Docket A: International Bill 1659 Egyptian Child Labor Bill Be it enacted, Line 01: SECTION 1. The increased patrol and prosecution of Egyptian Line 02: child labour by US appointed officials. 1,000 officials to be sent Line 03: to Egypt to perform routine monitoring of the Egyptian state. Line 04: Line 05: SECTION 2. The United Nations Human Rights council and the Line 06: US Department of State will oversee the facilitation of these Line 07: processes. Line 08: Line 09: By 2020, Egyptian child labour will be estimated to decrease by Line 10: at least 10% with the aid of the US government. Appointed Line 11: officials will patrol cotton fields, factories, and other places of Line 12: employment as to further diminish the use of child Line 13: labourers. Check-ups will be conducted once a week as part of Line 14: a routine that will consist of: documentation of working Line 15: conditions, evaluation of place of employment, and possible Line 16: seizure of children whom are subjected to such poor working Line 17: conditions. 26 Docket A: Virginia Resolution 828 A Resolution Pertaining to the Doomsday Dollar 1 Whereas: The United States Dollar serves as an adequate legal tender for the 2 Commonwealth of Virginia; and 3 Whereas: This issue is relevant to the Commonwealth of Virginia and its relations 4 with other states and the United States as a whole; and 5 Whereas: The idea of establishing additional currency would be a waste of 6 government resources. 7 Therefore: Be it resolved by this Student Congress here assembled that: 8 The Commonwealth of Virginia shall abandon any studies or investigations 9 on the feasibility or implementation of alternate currencies to the United 10 States Dollar. 27 Docket A: Virginia Bill 2551 The Doomsday Dollar is Not Necessary for the State of Virginia Be it enacted, Line 01: Article I: While the US dollar is still going strong in this world Line 02: economy, it is currently in a slow state of decline internationally. Line 03: This gradual decline gives us plenty of time to adapt as needed. Line 04: One of the major currencies that threatens the U.S. dollar is the Line 05: euro, and currently there is doubt about the value of the euro as it Line 06: is currently being used by many countries that are on the brink of Line 07: bankruptcy. Countries such as Greece currently use the euro and Line 08: the status of the euro greatly depends on the economic status of Line 09: Europe. The Yuan is also no match for the U.S. dollar. China, Line 10: the holder of the Yuan, has 70% the purchasing power of the Line 11: United States showing that we are still economically strong. Line 12: Also the economic strength of a country is not that relevant to Line 13: the amount of which a country's currency is used as a reserve. Line 14: For example, the Swiss franc of Switzerland, whose economy is Line 15: 8% of Japan s, has as big a market share as the yen. The dollar Line 16: is still going strong in today s world economy. Line 17: Line 18: Article II: It is extremely difficult to create a reserve currency. Liine 19: There are four criteria a country has to meet to be a Line 20: reserve currency. The United States is the only country that Line 21: meets all four criteria: liquid capital markets, a relatively strong Line 22: economic regime, a sustainable political regime, and a mighty Line 23: military force. Line 24: Line 25: Article III: The doomsday dollar cause more problems than it Line 26: would solve, including the problem of two different methods of Line 27: currency working in the same state.the United States got rid of Line 28: the independent state currencies to increase trade in-between Line 29: states. The doomsday dollar would bring these problems back. Line 30: Line 31: Therefore, the state of Virginia should not create a Doomsday Line 32: Dollar.
